The footmarks of the dragon that entrapped innocent people in its dungeon



There is a long shadow slanting across a decade of fateful events in Malegaon which has scared the memory of the minority. It is the shadow of the Additional Superintendent of Police of Bihar origin.

Raj Verdhan Sinha it was whom the natives would find difficult to redeem themselves from for years to come. He reigned supreme much to the annoyance of former MLA Nihal Ahmad who remarked that he was a curse to democracy. But to his acolytes he is “like a tank, rolling over whatever came in his way. A veteran of many skirmishhes”,(1) much like the Israeli tanks. 

When Javed Ahmad Abdul Majid was brought to Sinha, he reportedly told his father to go back and sleep. They had got in their arms who they wanted. But the poor former teacher knew his son to be innocent and did not want to part from him as he stepped into the cell of the local prison. Little did the sire know that his son would take more than six years to ever cross out of that threshold! Even so the old man insisted on sleeping on the cold bench meant for the cops on duty rather than losing his son to the police.  His spine chilling apprehension came true for his son was innocent. But life for him in the jail and for the family outside the jail turned into a nightmare. Javed was picked up in the notorious arms haul case of 9 May 2006. His elder brother was also marked by the destiny to follow suit when Imam Zahid performing prayer five hundred kilometers away in Phoolsanghvi in Yawatmal, was also picked up on the same cooked up charges. But this time it was the bomb blasts that Hindutva terrorists had caused on 8 September 2006. He also would languish for more than five years in jail to get bail as nothing could be proved against him. Both brothers were innocent. They had come to their youth in late nineties of the previous century the years of the weltanschauung of hunting the Islamic youths in the notorious juggernaut of witch hunt for such bearded and tunic clad devoted Muslims who were prototype of the ignominious ‘clash of civilizations.’

From this spurious hounding Javed returned home on parole in the third week of November 2013. His brother had returned home in the third week of November 2011.  

In the interregnum the MCOCA court took seven years to examine seven witnesses out of more than 240 the police especially the ATS had listed. So the court would have to take two centuries and more to decide who is really involved in the arms haul case. Till then Javed will have to remain on bail or back in the dark prison.

What the courts or the police have not bothered to take into consideration is those who volunteered to help them reach the real criminals who had committed crimes against humanity. Among many one such witness was a native of Malegaon:


I, Shakeel Ahmad Mohammad Yusuf, business joining beam thread, age 38, address Samad Habid Compound, Malegaon, am giving this affidavit in writing.

I had gone to buy a new cycle from the shop Santosh Cycle Mart, at 3.30 pm on 14 May 2006. As per the receipt 2635 I bought a cycle in the name of my brother. At that time the son of the owner of the shop, Pius Agarwal, was at the counter. After haggling the price was decided and the cycle was being fitted. I sat inside the shop. There was a phone call on the mobile of Pius. He uttered some code words and then spoke in Hindi. “Whatever material we had put in the well near Ankai has been removed in the presence of Raj Verdhan [Sinha]sahib. I have talked face to face with him regarding the list of names we had supplied to him. All the names have been properly set in the scheme [framing the Muslims]. Everything is perfect. We will sit there and prepare the strategy for the future.”

I had already read in papers about the seizure of RDX and arms from there so I asked him intimately what the connection with the seizure of arms there is with you. You were talking about the seizure of arms just now. He was stunned. He asked me if I was listening. He was perturbed and told me that it was a different personal matter.    

Then he asked me if I would sit there. His daddy would come and prepare the bill for me. He then left the shop soon.

Fifteen minutes later his father came and prepared the bill. I took it and the cycle and left the shop.

When the bombs blasts took place in Malegaon [on 8 September 2006] I read in the paper that the cycle on which the bomb was fitted was purchased from the same cycle shop. Then my suspicion grew that the son of the cycle shop owner was involved in it.

I had informed about this to the additional superintendent of police Anil Kumbhare. I had gone to him along with the MLA Shaikh Rashid Sahib. But I think there was no action taken on the information I had furnished. Therefore I am giving in writing voluntarily this without any greed or under any pressure so that it would help the police to arrest the real criminals.

 The affidavit was executed on 6 October 2006.

Another accused was Bilal Ahmad who collected forty thousand rupees from his penurious family to pay the courts and the police to let him travel to Malegaon for just five hours to see his 85 year old ailing mother. He also claims that he was innocent and there was no proof against him and he along with the rest of the accused would one day be free at last. Because they were all framed. He met his mother on 4 November 2013. At the end he returned to jail before the tears in the eyes could even dry.

26/11: India’s 9/11, The siege of India by the intelligence





 One of the reasons why the siege like that of the attack on the Taj will happen again and again is “because people are not taking 26/11 seriously enough.” The author Adrian Levy says further that there “is not a serious response to a seminal event like 26/11. The sacrifice by people, and also the stigma of the attack on the city, and it is one of the first of many things that will happen now”. (1) But why does he or for that matter his coauthor Cathy Scott-Clark feel so? Such things did happen in Nairobi subsequently, but the moot question is did not such things happen before? To illustrate the point with instances, like what happened on 29 September 2008 or 8 September 2006?  Even the top cop they lionize DCP Rajvardhan Sinha (now ACP) played a significant role in Malegaon 2006 blasts case.  If the authors justify that the Americans had given enough tidbits to the Indians who did not care to join the dots to decipher the “honey bee” and the “mice” in India, did they not do so in the earlier cases, either?

In the interview to Rediff Levy praises “the policemen who did fight” the terrorists.” Did the same police “fight” the terrorists in 2006 in Malegaon? Enough number of warnings though not like the 26 warnings as in the case of the 26/11 were given in advance. What is more a local leader and former MLA had given direct information of impending bomb attacks (of 8 September 2006) with even name of train by which the terrorists would travel to Manmad and then to Malegaon. What is most astounding it was Prime Minister Dr Manmohan Sigh who addressed the chief ministers of the states of India and the governors thereof on 5 September 2006 and 17 September 2008 and cautioned them of possible bomb attacks? His predecessor in office AB Vajpayee also had warned of possible attacks as on the Parliament a day before 13 December 2001, when it really did take place! 

In the case of Malegaon it was most amusing. If this advance warning was true then those who were detonating the rocks en route from Manmad to Malegaon in widening the road were stopped and workers had been dispersed in hurry and the same was the case near the quarries in Malegaon itself where deepening the wells was in progress by blasting mines!   Who shooed them away? This correspondent of the Milligazette had put the same question to Pramod B Mane, NIA officer, on 14 June 2011. The officer had a sketch of the route drawn with the hill between Manmad and Malegaon marked and shown to him where the blowing of rocks was underway. It was too obtuse for him! Have Levy and Clark done the big picture? What happened in Pakistan Red Mosque in 2007 and Marriot hotel on 21 September 2008 are for the Pakistanis to bother.   

Why do we in India fail to relate 26/11 to 8 September 2006 and 29 September 2008 in India itself?

If the “jihad factory” of Al Qaida was active in 1998 in Kenya, Darussalam then there was no such factory in Coimbatore in Tamil Nadu where native Muslims tried to avenge the murder of their relatives injured in the riots. They were admitted in hospitals where the extremist Hindus had attacked and killed them while they were treated for their wounds. The Muslims chose the hospitals as their target. There was no pan Islamic movement as is misconstrued by some. Indian terrorist scenes have a different setting and there is no “jihadi factory” within India as it is in Pakistan or in al Qaida.

Furthermore, the police informer Zabiuddin aka Abu Jindal had helped in importing huge amount of RDX and weapons including AK 47s on 9 May 2006 to Mumbai, Malegaon and Verud near Aurangabad. Apparently no police officer was involved in planting the material. But a resident of Malegaon Shakeel Ahmad Mohammad Yusuf gave in writing through his affidavit submitted to MCOCA court that it was allegedly ASP Rajvardhan Sinha who had used Pius Agarwal and others to plant the arms in a dry well near Ankai on 9 May 2006 . And it was at the instance of Sinha the material was removed and local Muslims were arrested at the instance of[Agarwal and other local Hindus. A copy of the affidavit is with the Milligazette. During the hearing in the court in the third week of November 2013 the police officer who arrested some of the accused at Verud said that there was no road that went through the temple. The defense lawyer Wahab asked him then how did he come there inside and intercept the arms laden car. (Fuller report in Inquilab 22November 2013)  

Police informers have played havoc with intelligence agencies. Zabiuddin, Sajid Ahmad, Abrar Ahmad and hundreds of others from Muslim community fell victim of police network of spies for snooping. David Headley was also after all a Muslim. The heart of the matter is who employs them to carry out terror related activities. To do the larger picture in the words of Devy it is also to reverse the logic of his assumption: “Why don't you use me” assumes Levy as Headley to be saying to FBI, “as the Trojan Horse? I look like a white guy, as you say like a gora. I have an American passport.' And he said 'I will stake out a city for you and I will choose places where there is an international crowd and I will enable you to attack India but also to appease Al Qaeda, the people who are enamored with Al Qaeda, by broadening the base of the attack out, attack the West, attack America, attack the British, attack Jews. We all find somewhere like that and I propose that the place to do that is the metropolis.'” Were the Americans, the Israelis, the Pakistanis, really spoiling for such a big operation for their future strategic use by outsourcing it to the LeT and the honey bee and the mice for assorted reasons?

13 February 2009 is a memorable day as the police commissioner Hassan Gafoor admitted as fact that 16 Pakistanis including Indians apart from Fahim Ansari and Sabauddin were involved in 26/11. The same day Pakistan also accepted that part of the conspiracy was hatched in its soil. Narendra Modi had accused the central government for vote bank in hiding the Indian involvement. That would mean that the local involvement was of Muslims and not Hindus in the attack.  As it later turned out Fahim and Sabauddin were framed and hence the remaining accused dead or alive were both Pakistanis and also Indians. Several foreign agencies also helped India among them the Federal Bureau of Investigation, the Scotland Yard, the Singapore police, the French police and the German police.

DGP AN Roy had taken control of the events though he had no operational responsibility. He set up his control room at NCPA while Gafoor was at the Leopold Café and Maria operated from Crawford market Police commissioner’s head office. What is worth noting is how did Maria behave in the crisis period. When Gafoor ordered him to remain at his post the head of the Crime Branch became “incandescent”, (2) that is extremely angry at the commissioner. He wanted to rush to the Nair hospital to interrogate Kasab who was brought there. The commissioner said that the Additional Commissioner of Police Tanaji Ghadge was already dispatched because the hospital was in the jurisdiction of Ghadge. Even then Maria sent a DCP to shadow Ghadge. According to Levy and Clark Maria wanted to see that Ghadge did not screw it up, meaning fail to interrogate Kasab properly. The question arises why would Ghadge fail? Or, did Maria have a brief on what and how to interrogate?

This also became quizzical when during the trial Judge Tahilyani did not record when he questioned Kasab whether he knew Faheem Ansari who allegedly had supplied hand drawn map according to the Mumbai police but according to the Levy the terrorists had Google map to guide them and they had customized it before they left Karachi. Why did the judge also ask everyone to leave the court room before he questioned Kasab in camera? This angle of conspiracy within a conspiracy or intrigue with an intrigue is a serious aspect. Levy and Clark have simply not taken it in record nor did Pradhan Commission bother about it in its skimpy 64 page report on 26/11. However SM Mushrif did deal with this aspect. His book too is anathema to others, Levy and Clark also ignored it.

It is relevant in this context to quote in detail Mushrif who approximated in hinting at the ‘honey bee’ of Levy and Clark:
“The beginning of the 21st century witnessed a series of bomb blasts across the country; their blatant wrong and exaggerated reporting in the media, apparently at the instance of the premier intelligence agency of the country ( the IB), the uncalled for interference of the IB in the investigation of bomb-blast cases with ulterior motives; the self-detected Nanded blast case of 2006; the absolutely honest and transparent investigation of the Malegaon blast case of 2008  by the then chief of the ATS Maharashtra, late Hemant Karkare, exposing a nationwide terror network; the interruption of the Malegaon blast investigation by the Mumbai terror attack of 26/11 which was a result of the deliberate blocking of an extremely specific piece of intelligence by the IB, the dastardly and brutal killing of the ATS chief Hemant Karkare; the post haste appointment of the highly controversial officer KP Raghuvanshi as Hemant Karkare’s successor; the doubtful investigation of CST-CAMA Ranghbhavan Lane part of the Mumbai terror attack by the IB and the FBI, with the Crime Branch Mumbai merely acted as a puppet, and so on.” (3)  

Mushrif was Inspector General of Police in Maharashtra and should know the way the police and the intelligence agencies work. His statement shows that 26/11was stage managed to happen to stop Karkare from his exposure of the network of Hindutva terrorism all over the country when he found the Hindutva hand in Malegaon 29 September 2008 attack. It is corroborated by Karkare’s smiley farewell of 24 November 2008 interview to the Indian Express. He referred to threat to his life and family and reportedly sought help/sanctuary from the US embassy.   

Abrar Ahmad one of the nine accused in Malegaon 2006 blasts says that [the so called “battled hardened”] Raj Vardhan Sinha  had given phones to him and his wife Jannatunnisa and recorded fake conversation. This fake conversation implicates innocent youths of Malegaon; one of them is Zahid, another accused in the same case. This is clear case of perjury on the part of both Abrar and Raj V Sinha. But Sinha made Lt Col Prasad Purohit hear it when Abrar was in illegal detention in Jagtap Mala in Nashik. Even more disturbing is that ATS kept him in a hotel in Dadar in Mumbai. The same Sinha met Abrar along with deputy ATS officer Subodh Kumar Jaiswal and another ATS officer Sachin Kadam on 1 September 2008. They assured him that they would get him out on bail after they have finished their mission of removing those who were disproving what they had written in their charge sheet against the nine accused. Urdu speaking Abrar’s words in his native tongue clearly shows Sinha as the very opposite of what Levy and Clark say of him. Hum logon ka ek mission hai do dhai mahiney men pura hojaye ga. Phir beech men kutch log tang ada rahen hain koi nahin rahey ga.  “We have a mission which would be over in two and half months. Then there will no one be left who is creating obstacles in our path.” It is after accomplishing this mission that the three would see that Abrar gets bail. When Abrar questioned about what relation was there between their mission and his bail. They clarified that they had made investigation and written charge sheet on the 2006 blasts which the new comers in the ATS like Hemant Karkare were changing. This would mean that the three officers were the staunch advocates of the Hindutva nefarious ideology that only Muslims are terrorists. Hindus cannot be. This development clearly buttresses what Mushrif has said in his book. Unfortunately this requires a different inquiry which is beyond the ambit of the courts of law. Only a neutral foreign investigation agency or commission can unearth for which the national courts and the law ministry can ever agree.

Another instance of this stalemate is that of the convicted and sentenced to death in Pune German Bakery case, Himayat Baig. Baig wrote a letter to the High Court asking it not to give Yasin Bhatkal to ATS Maharashtra custody because the ATS would torture Bhatkal and make him confess under duress that he was with Baig in planting the bomb at the German Bakery. (4)The ATS under Rakesh Maria ala Raghuvanshi was totally biased against Muslims and had been trained by Purohit to prove only Muslims as terrorists. That was what Purohit’s training the ATS in counter terrorism amounts to.  How does the ATS do it is spelled by Baig as “third degree” treatment and “force”. And Levy and Clark lift the veil when they observe the characteristic modus operandi of Rakesh Maria, in charge of Crime Branch during the 26/11 and ATS chief during the German Bakery blast and the trial. Methods of torture: “sleep deprivation, near drowning [read, notorious in-human water boarding as in the case of Khwaja Yunus], mock executions [as in the case of Fahim Ansari, another falsely implicated in 26/11] and electrocutions [as in the case of Noorulhoda, an accused in Malegaon 2006 blasts]in secret holding pens. (p. 82) In fact when Maria met Kasab first time he pointed his knuckles and threatened him that he would not kill him but Kasab must tell everything automatically. Can the likes of Maria, Sinha and Raghuvanshi let anyone do the larger picture? The Pradhan Commission on 26/11 is an eye wash as it is based on what the cops say merely.

Jashodaben

Writing my earlier book Decade of the Demagogue and his Demagoguery I said that if Modi had had a wife and a daughter the 2002 genocide would not have happened. I felt that it was necessary for a man to have a daughter and save money for a whole life to marry her off. If a pogrom burns down the house along with the life saving what would be the feeling of loss? Modi cannot guess it. Since then the report that his wife Jasodhaben spent whole life teaching Muslims in a village made the suffering of the wife quite moving. Even so there remains the fixity of the diabolic pursuit of the Hindutva hate ideology even in her case.

Resurgent Hindutva Terrorism



Preface

Continuing my study of Hindutva aggressive terrorism in this eight book the focus is reviving terrorism for election once again as well as for the ideology. The latter cannot be fulfilled without political power.

Chapter one 

Hindutva Terrorist Organizations
1. Hindu Rakshak Samiti of Dhulia (an outfit of Shiv Sena)



Before calling any organization as terrorist it is necessary to take a working definition of what terrorism is. The Federal Bureau of Investigation is the leading investigator into matters of terrorism for a long time. The Americans have had their fair share of terrorist attacks and know what terrorism is. “The unlawful use of force or violence against person or property to intimidate or coerce a Government, or the civilian population, or any segment thereof, in furtherance of political or social objectives.” (1)This broad definition of terrorism by the FBI includes the parameters of the range of activities that constitute terrorism. A girl on September 8, 2013 was heard talking to a boy called Anaoj that she “had talked to her uncle and persuaded the Provincial Armed Constabulary to be deployed late in the village.” She told her friend further: force kutch nahin karey gi chahe jitnon to maro. “Kill as many as you can the force would not take any action.” (2)This is not Maya Kodnani of Gujarat in 2002, but a Jat girl from Muzaffarnagar area that was rocked by the pogroms of Muslims. Her uncle is no other than Krish Pal Raghuvanshi who hails from that region and was ATS chief in Maharashtra and now the police commissioner of Thane. Unlawful activities include delaying the deployment of the PAC so that more hapless Muslims stranded or besieged in the villages and farms could be killed. One has only to imagine how terrified the victims would have been running for life in the farms or holding their breath out of fear of being chopped up by the machetes.  She also speaks of importing into the district of Muzaffarnagar arms and distributing them among the Jats. Thus the girl and the marauding crowds fit in the qualifying attributes of terrorism. Here communal terrorism and state sponsored terrorism coalesce into one another. The victims have neither patronage of the police nor of the state of UP. Even so the right wing according to their wont would dub appeasement if anyone shows some concern for the murder and arson that the Jats let loose upon the Muslims.  

Another recent act is what happened in Sansod in Bharuch district of Gujarat during the Muslim festival of Eidul Adha or sacrifice of animals observed on October 16, 2013. The police entered the village and encircled the Muslims on the pretext of cow slaughter. There was no such incident but they brutally attacked the Muslims and cut off all outside contact. The beating continued for hours. No outsider was allowed into the village nor were the native Muslims permitted to go outside. (3) The unlawful use of ‘force and violence’ would mean not only the police force or the armed constabulary (in Muzaffarnagar)but brutal force of body and weapons (as in Sansod) and number.

In neither of the two incidents of UP or Gujarat there is mention of any recognized organization of terrorists involved. But their objective is calculated for a particular result: votes in the coming election of 2014 and the overall purpose of making vegetarianism thrust on the people. The Hindu party BJP stands to gain from both.  The means serve the political aim of the right wing BJP.

The saffron family is made up of the family head which is Rashtriya Swayamsevak Sangh and the numerous outfits it has spawned over the years to carry out its aim of turning India into a Hindu country. As the American think tank has dubbed RSS as a terrorist organization therefore naturally all the other groups that have come into existence carry out its policy of intolerance towards the minority to the extent of exterminating them wherever and whenever it is convenient. Exterminating through the means of batons has slowly transformed into other means like swords, guns, bombs and now perfecting bombs of greater destructive power. The most prominent groups like VHP, BD, AB, etc are clearly involved in acts of terrorism throughout the length and breadth of India. But there are innumerable other organizations of extremists among the Hindus like Hindu Rakshak Samiti, or Sanatan Sansthan, etc which are also engaged in acts of terrorism.

In Dhulia town of Maharashtra Hindu Rakshak Samiti called a public meeting on Sunday October 5, 2008 that is five days after bomb attack in the neighbouring town of Malegaon and fifteen days after the sacking of Muslim neighbourhood in Nardana. The proposed meeting of October 5 was a ruse to protect Hindus but actually it was to extend the sacking of Nardarna in another form. In Nardana on September 21, 2008 a Muslim boy and a Hindu girl had eloped. All the houses of the Muslims were burnt down including the house of the relatives of the Muslim youth. The parents of the boy and the girl had reconciled their family members and amicably solved the problem of elopement.

Even the district collector of Dhulia Prajakta Lavangare stated that it was a private matter and should not enter the public domain but the extremists appropriated the right to themselves to blame the entire Muslim community of the village and attacked them and burnt the houses of more than thirty families. This sack was an act of terror, qua terror. It was the kristallnacht  or the  worst pogrom that visited the halcyon village Nardana on the night of September 21, 2008 and reminds one of the 9-10 November 1938 pogroms of the Jews. In a single night they lost everything and what is worst they were reduced to paupers and internally displaced people.

Even more was waiting for the Muslims. In the aftermath of this a pamphlet was distributed in Dhulia and boards and posters appeared with the contents of it in public places. The leaders whose names were on the first page of the pamphlet issued by Hindu Raksha Samiti  are  Maheshbhau Mistry (president, Hindu Rakshak Samiti) and also a Shiv Sena corporator; Hiraman Appa Gavali (working president, Hindu Rakshak Samiti); Atulbhau Sonavane (district chief, Shiv Sena); Adv Sambhaji Pagare (district president, BJP); Nanabhau Joshi (regional secretary, RSS); Gopal Bapu Kele (reception committee chairman, Hindu Rakshak Samiti).

The pamphlet openly called Hindus to commit mass killing of the Muslims. Tumchasamor mansacha raktala chtaoleley hinstr dharmvidey landge aahet ..jangalat histrpushishii saamna zhalas tyala prvachan kadeyachey nasty, astr khupsoon teyacha mudda padawa lagto. “Before you (Hindus) are the people sucked on the human blood fanatic wolf (Muslims). If there is confrontation between the violence prone and you there is no place for discourse but to stab them to death.” “In all the aggression on our land were the same people: aggressive, extremists and terrorists.” “Let us protect the country and religion by preparing suicide squads.” “No supplication now but war. The end of the Jihadists would be horrendous.” This is reminiscent of how frequently Bal Thackeray exhorted Hindus to form suicide squads.

Like the meeting in Muzaffarnager known as grand panchayat of the Jats, the meeting in Dhulia also led to worst violence seen in its history. Nine people lost their life scores of houses were burnt to ashes and many were injured. The pamphlet had called the meeting on October 5, and the violence began according to plan. The Hindu Raksha Samiti claimed that its board was vandalized and that sparked off the violence. What had happened in Nardana fifteen days ago was reenacted as can be seen in a senior police officer’s remark.

Sabir Sheikh Bhangarwala was welcomed on his return from Mecca and the Samiti blamed that the people who welcomed him were behind the vandalism. Many Muslims were arrested including Sabir. The police in its one sidedness show its characteristic attitude: “Muslims mastermind all acts of terror, Hindu action a mere retaliation.” (4)That is what the officer said in his remand application of the Muslim accused. This was in conformity with the general right wing perception and conspiracy that all acts of terror must be ascribed to Muslims and only they should be blamed because Hindus cannot be terrorists as it is in their genes. They can only react. This illustrates the new conspiracy that ‘all Muslims are not terrorists but all terrorists arrested are Muslims.” Hemant Karkare by then had not made his finding public. This equally verifies the emerging fact that Hindutva terrorists were emulating the terrorist organization of Muslims but blaming the Muslims for their [Hindutva terrorists’] act of terror.

Arresting Muslim youths is much easier be it in Hyderabad or Dhulia, for they lack organizational support, monetary resources, their strength in the police is negligible; there are too few judges from their community. On October 18, 2013 there was stone pelting in the Kumar Nagar of Dhulia city over the allegation that Muslim youths had teased a Hindu girl and as a result there was confrontation between the two communities. The police arrested three persons from Hindu community. Then the Hindus complained to the police and gave names of 42 Muslims. The police swung into action. Most of those named were so scared that they went absconding. On the other hand Arish Deepak Ajora, a Sindhi Hindu, complained to the police that three Muslims had teased a girl from his family. That led to quarrel and stone throwing. Muslims countered it saying that the police and the Hindus were framing Muslims on false charges. In contrast the Muslims have not complained to the police although one of them has been seriously injured in the stone throwing.

The police chief DR Koli said that there was attempt to vitiate the atmosphere in the city in the wake of Ashish Deepak Aroja’s complain. However the police had arrested Shaikh Umar Shaikh Riyaz, Najib Nasir Khan and Bablu Shaikh. One of them is a minor and he has been sent to the remand home. (5)This by no means is what it looks at the surface.

Dhulia was already stirred by a pamphlet and banner of “love jihad” in early October 2013. The Hindu Rakshak Samiti issued a poster with a photo warning Hindus to protect their women from ‘love jihad.’ This   
This time again the HRS went on offensive by this kind of provocative scene of elopement emanating from a temple! This is another dimension of the conspiracy that the Hindutva terrorists invented “love jihad” to carry out their attack on Muslims. So what happened on October 18, 2013 in Dhulia was another attempt to cause terror as the Jats did on 27 August 2013 in a village of Muzaffarnagar.  That the police in Dhulia is in cohort with the HRS vigilantes is clear by what one of the activists asserts; “We have two RTO agents as volunteers. They can easily detect if a bike belongs to a Hindu or a Muslim and then we can act.”(6)They chase such couples and threaten or thrash them and warn of serious consequences. This is again the same kind of terrorizing that rocked Muzaffarnagar.

The above definition alone is not enough to comprehend the terrorism practiced in India. It is enough to remember that it speaks of a segment of population which is terrorized. How it is terrorized is not of the American variety, it is quite Indian. The above poster has the phrase ‘saving Hindu girls from extremists and hence terrorists’ clearly refers to Muslims. Most probably in no country will be a girl will killed by her religious group for having fallen in love with a Muslim boy. In India also it is selectively applied. A granddaughter of Bal Thackeray married a Muslim as a niece of LK Advani also married a Muslim. Strangely there was no furor over the two marriages. There was no such violent scene as the following.  

A fact finding team comprising Suryavanshi, Medha Patkar, M.B. Shah, J.G. Khairnar,  Gopinath Landge, Shyam Patil, Avinash Patil, Vinod, Sandeep Barve draws this conclusion after visiting Dhulia on October 9, 2008: “From the kind of cases of police violence we heard, one of the conclusions we could draw was that the police had entered the first few houses in every row and tried to terrorize and intimidate the people( italics added for emphasis and contrast). There are glaring incidents of people being shot, beaten up, dragged on the road, pulled out from their homes, workplace, acid thrown upon them etc. We were also told that in quite a few cases the police merely witnesses as mobs ransacked the houses and beat people.”  In one rarest of rare cases a police man caught a twenty six year youth Saleem Mutuza Ansari  by his hands and then shot him by putting his gun at his forehead. What else is this but qua terror.  (7)
Another victim called Saleem was attacked in the emergency cell of the civil hospital by goondas brought in a car by Mahesh Mistry, the president of Hindu Rakshak Samity and a corporator whose name heads the list of those who issued the pamphlet. Qua terror.

Another team [which included member of Parliament Sitaram Yechury] had visited a locality called Vitabhatti where the cops arrogantly told the visitors why they did not save the Muslims because “they were Hindus first and policemen later”! (8)
In the above definition of terrorism there is the qualifying attribute of a whole community being targeted for a social or political aim :the whole police force vis-à-vis Muslims: “It also appears to us that the Muslim community was threatened by the police on the 2nd and the 3rd day, which can be a communal reaction within the police force. It is significant to note that there were no complaints from the Hindu community of any atrocities or excesses by the police, where as we happened to listen to umpteen number of grievances against the police from the Muslim community.”

In a significant parallel the police and administration did not heed to the imminent danger to the distribution of the venomous pamphlet. This was very provoking. The police did not care for the security of the Muslims which the pamphlet put in risk by its explosive content. It runs in a scheme of things arranged by the Hindutva where the police play proactive role. Five days before this is how the police played a cussed role in Bhiku chowk of Malegaon where the bomb exploded on September 29, 2008 in front of Abdu Chacha’s office and he recalls it : “On that day in the evening at about 4 pm, I noticed this unknown two-wheeler parked outside my shop. When it remained there for some time, I went to the local police station which is literally one minute away to complain. Nobody heeded me. After an hour I went to the police station to make another complaint. But they did nothing. In the night I went for my namaaz and was returning when the blast occurred with all its fury. Had I been in the shop when the blast occurred, you would not have met me today! But five other innocents died, including a small girl, and over a hundred were seriously injured.”  

In Dhulia concerned citizens had drawn the attention of the superintendent of police Sunil Kolhe to the venomous pamphlet much before October5. He promised to remove ‘just one sentence.’ That he failed to do since then. Here is a fuller passage from the pamphlet with virulent language: “The jihadis have threatened the whole world: either you accept our religion or be prepared to face death…Oh animals, who are you to teach us worship, prayer and religion? In this respect, we are your great-grandfathers…Hindus, if you do not wake up now, it will be too late! Our family members are being killed every day, how much are we going to bear it?...We will make untiring efforts to save our country and our religion. We will also have to set up suicide squads!”(9) The passage clearly illustrates that the Hindutva groups were trying to emulate the Jihadi groups but with a pert reminder that the Hindus have much longer history and hence in a position to teach others.

The coalescence of state terrorism and communal terrorism can have disproportionate role by the constituent elements. In the case of Dhulia violence and terror of January 6, 2013 the police overwhelmingly played a dominant role. A youth of 17 Raees Patel was shot and killed by the police. His uncle Dr Arif Patel says “People have understood the value of restraint [since what happened in 2008]. But have the police changed? Innocent people were attacked brutally.”(10) The incidents of 2013 show that the terrific situation developed all too suddenly. A rickshaw driver stopped and ate at an eatery owned by Hindu and an altercation over a bill of thirty rupees led to a brawl. The owner beat up the driver. Both the sides went to the police who advised them to settle the matter by mutual talk. But it at once turned into stone pelting and clash with the police. But what made it terrorism was how the police shot Rizwan Shah (21) through his anus and thighs, and another youth through his chest and a third through his back twice. These events of 2013 are as gory as those of 2008.  Khairunisha Bando: “My old mother, who is bed ridden, was sleeping, when the police entered our house and fired teargas shells.” A survivor Shaikh Aakbar Sultan(23): “The police have failed us. We have nothing against Hindus, but we do not trust the police.”  (11) Furthermore, the police personnel actively took part in looting and arson. Six of them were arrested on February 9, 2013.
