Hyderabad: Target Composite Culture Again

       Muslim scattered section of the old city, Konark theatre, Venkatadri theatre, time 7 pm Thursday 21, 2013 two bombs exploded killing 18 people and injuring more than 50; and a third bomb remained unexploded at a footbridge. All these happened within hundred meters from each other.
       It is eerie realization but true that the city had it coming what with frequent visits of Praveen Togadia to the city, Akbaruddin Oweisi openly and defiantly challenging the Hindu right to a face to face confrontation for fifteen minutes sans police. In this face off every one would hold breath in expectation as to who throws the gauntlet and who takes it up first. Zee News reported that it was the Indian Mujahideen behind the blasts. This is the preprogrammed automation reply. Doubts will be raised later and case would prolong. This is beginning at square one unless an early breakthrough changes the set scene. Beginning in default of the real.
       It did not take long to come. Chief Minister Narendra Modi asked his state ATS and state Intelligence Bureau ( the collusion of Modi and Rajedra Kumar of IB is known fact in many cases including the intelligence input of IB of Centre Government on Ishrat Jehan as terrorist)to contact their counterpart in Hyderabad. In all the fake encounters of Gujarat Hyderabad police colluded with the Gujarat police with impunity, be it the murder of Haren Pandiya, Sohrabuddeen, or even the Ahmadabad blasts. Police officer Narendra Amin not only was involved in killing Sohrabuddin/Tulsiram Prajapati but he also killed with his service gun a Maulana’s son when the Muslims of Hyderabad protested against the arrest of innocent people including the Maulana. Till today the Andhra Pradesh police have not bothered to make forensic examination of the service gun let alone question Narendra Amin.
        However, the police in Gujarat are on high alert and asked to keep tight vigil and watch the crowds, perhaps a hint that the planters of bomb in Hyderabad may have fled there as they might have revenge for 2002 massacre of Muslims in Gujarat as motivation. 
       The central government had on Tuesday sent an advisory asking all states to tighten security in sensitive places as Lashkar-e-Taiba, Jaish-e-Mohammad and Hizbul Mujahideen may launch attacks to avenge the hanging of Ajmal Kasab and Afzal Guru. This is also reaction in default of the real. Even the papers have several reports of the same nature. The Delhi police claims ipso facto that the IM accused Syed Maqbool and Imran(arrested in October 2012) had recced  the cites at Abids road, Dilsukh nager, in July 2012. That they had done it for Riyaz Bhatkar as usual in all the recent attacks including July 13, 2012 attack in Mumbai and the Pune low intensity blasts. (AA Feb 22, 2013)    
       There is more disturbing news of how the Gujarat police in association with the Andhra/Maharashtra police are doing its official work. To save Yashpal Chadda from arrest in Sohrabuddin case Nitin Shainai and Rajesh Ranjan had given 3 crore to  a cop Amitabh Thakur. This was paid ultimately to the CBI chief Kanda Swamy. Thus the undertable business in vibrant Gujarat and Andhra Pradesh went on.  What is even more  ominous, one cror was transferred to a central government officer. (Asia Express Feb 22.) Of course, Thakur and Kanda Swamy denied the charges. But interestingly a Home Guard officer had told Kanda Swamy, at Nasik that Vijay Neelkanth Pophale (RSS activist) had kept two of the bombers of September 8, 2006 in Tulsi lodge at Satana Naka, Malegaon, no heed was given to it. The lead was lost. Even in Malegaon a rich man Mahesh Patodiya had paid one cror 65 lakh for the blasts to a police officer the lead was not taken up for consideration. The police had called Patodiya and twenty Hindus for questioning but let them off. Even if this was part of grapevine there was need to investigate because the police had taken the Home Guard to Nasik specifically at the instance of Kanda Swamy IG level officer of CBI. Under the ruse of Malegaon terror attacks of 2006 and 2008 were subsumed under jehadi terrorism and wrongfully innocent people were accused and put in prison. In the case of the later attack after suspenseful lull Hemant Karkare did what no one had done before.
         The game of hunting for Muslims is again on. If Riyaz Bhatkal and Imran are indigenous terrorists then seeking their higher ups in Afghanistan and Pakistan is preposterous proposition. That is where the investigation agencies go astray. Their home work is incomplete and inadequate. So Indian foreign secretary on a tour in the US was less than indigenuous like the erstwhile National Security Advison MK Narayanan when the latter derailed the Samjhauta express attack investigation in the larger context of fighting terrorism in the aftermath of the attack on the Indian embassy in Afghanistan. Ranjan Mathai for the same reason perplexes others rather than clarifying anything when he says while touring the US: “Terrorism is and will remain a pre-eminent security challenge for both our countries. Our convergence on the source and the nature of the threat in our region has never been greater. It is therefore a challenge that provides us an opportunity for enhanced cooperation in combating terror and protecting our people from it. This is even more of an imperative today, as we move into a period of significant uncertainty in the next few years.” He finds the “source and the nature of the threat” in Afghanistan, and of course, Pakistan. And now you have it.    
       The third attack in Hyderabad coincided with the Indian Parliament going into the budget session and the home minister apologizing for his remark that BJP and RSS have been training Hindu youths in mounting terror attack.  The big question now is who mounted this attack in Hyderabad.
       Another big question is the source of RDX. In Pakistan RDX is easily available in the market, in India it is used by the army. So the terror attacks of 2006 have the provenance of RDX in the explosive substance seized by the ATS in the so called arms haul case of Aurangabad. Zabiuddin Ansari or Abu Jundal is involved, the police claim. But the man who reportedly gave him the Tata Indica in Aurangabad denied in the MCOCA court before the judge, SV Modak that he ever rented out the car to Zabi. This also came out on the day of Hyderabad blast. Who will now clear all this murk? Sushil Kumar Shinde said that BJP and RSS are training youths to explode bombs but now he says that he regretted it and the RSS says the he should apologize but Congress reasserts that Shinde’s accusation was based on facts!
       Whatever ultimately turns out to be case—whether it was really United Jihad Council, even—the face-off between Togadia and Akbaruddin gave an opportunity the deepen the gulf.

How does the police play proactive role in implicating Muslim youths in terror: the police made SIMI president sing their tune

       When Sadhvi Pragyasingh Thakur revealed her and Abhinav Bharat’s involvement in the terrorist attack in Malegaon on September 29, 2008 her accomplice and serving Lt Col of the Indian army Prasad Shrikant Purohit told Major (retired) Ramesh Upadhya that she had started singing. The ATS also can make others sing different tunes as they desire.
        Munawar Ahmad Mohammad Amin was the president of Students Islamic Movement of India of the Malegaon unit. The way Anti Terrorism Squad made him sing their tune is worth historic record. He headed SIMI from 1998 to 2003. Before him Khalid was in charge of the organization. Khalid is the cousin of Noorulhodha, an accused in 2006 blasts and other cases. The secretary of his unit was another accused Mohammad Zahid Abdul Majid.
       Munawar states that he has been accused of inciting people and has been booked at three police stations of the City, Killa and Ayesha Nager in eight cases. He has been given bail and has been reporting these stations when the police demands. Since he became president he has known Shabbir Masiullah who has had a shop of imitation jewelry and gift items at Anjuman chowk, a stone’s throw from the SIMI office in Bhiku chowk. He met Shabbir occasionally in the vicinity of the office and would tell about the works of the organization. In the aftermath of the ban on SIMI he was rendered jobless. It was then that Shabbier asked him to join in partnership and start Gazal Dresses just above his Gazal gift and jewelry shop. Earlier he had sold bone powder as fertilizer. Both of his business ventures ended in loss. 
       During the period in office and after the ban the SIMI head of the Kurla, Mumbai, branch Mohammad Ali aka Aziz would visit Munawar. Munawar introduced Shabbir to him. Mohammad Ali told them that Riyaz Bhatkal was sending some youths to Pakistan for training in arms. In June 2003 Shabbir travelled to Dubai to buy imitation jewelry for his shop. On way back he was searched at Khatmandu and his jewelry was confiscated. (That he visited Pakistan for training is a canard spread by the police, he told this writer on September 12, 2012.)
       Then in September-October 2003 a youth called Nafees Ahmed came to stay with Shabbir for a month and half. Prantu sadar kalavdheet shabbier ani Nafees hey lapoon chapeen rahat ast. Madhoon mi Shabbir kade barkaieeney chokshi keyli tehooan to aani Nafees dogey hi Mohammad Ali che sangneya Pakistan jaoon dahshatwad chey training aleyache tyane mala sangeet ley hotey (“But during this period Shabbir and Nafees were hiding and concealing themselves. Therefore I closely inquired Shabbir about it and then he revealed that he and Nafees had gone to Pakistan and were trained in terrorist activity.”) Many youths would visit Shabbir and stay with him for a couple of days and then go away.
       Is this what Munawar says or the ATS? The attitude of Munawar in this confession strangely shows disapproval of the youths and particularly Nafees. And of all the things this Dubai dukanacha maal aandneyasathi janayaas  kahi harkat nahi parantu Pakistanat training la jaoo nako. “There is no objection to go to Dubai to purchase items for his shop but it is objectionable that he should go to Pakistan for training.” If SIMI is a terrorist organization according to India how could a president of the organization say this to a potential recruit! Why would he reprimand him?
       It shows the naked truth that the confession of Munawar is fake. There is more than one reason to believe this. The most important is that Munawar was also arrested by the police and was in jail along with the other nine accused. The other nine have wondered why he was let out of the prison. That he spent time with the nine within the same prison is a well known fact to the nine accused and many others outside the jail, particularly the people in Malegaon. One of them is the former corporator of Jaffernager area called Mohammad Ismail Mullah. He even submitted an affidavit that he had seen Munawar in the police van when the police was pretending that they were on the lookout for him.

       SIMI was banned on September 19, 2001 as a fall out of al Qaeda attack in New York and Washington on September 11, 2001. The Indian government at centre was headed by the Hindu party BJP leaders AB Vajpayee as Prime Minister and LK Advani as the Deputy PM and also the Home Minister. The anti Muslim weltanschauung created in the after math of the 9/11 came as an opportunity for the Hindutva prone government to begin its own hidden agenda of framing Muslims and repressing them, or else what it was that they did?  No India Muslim was involved even remotely in the 9/11 which even President George Bush asseverated. Despite this the Indian government banned the organization. Its massive police force and intelligence agencies had arm full of assignment to go after the members of the banned outfit.   They have the statement of Munawar and he was with them and was in the jail and yet today the police, the CBI and the NIA are after this absconder who was very much in the police custody, in their van and in the prison. Who let him go and why?
       The lesson this bogus case teaches us is the failure of school education. Had the administrators and police and investigators been taught critical thinking they would not have made themselves fools for the world to laugh at them and the country to decry. There is no proof of Shabbir visiting Kurla. The additional chief secretary (Home) and secretary in charge of Home Department of Government of Maharashtra AP Sinha who signed the order of arresting and prosecuting Shabbir, Nafis, Riyaz Ismail Bhatkal (R/o Qadar building, 1st floor, room no 17, Kurla Pipe road, Kurla, west, Mumbai), Tarique ismail Abdul Sattar, Mohammadd Ali Alam Shaikh aka Aziz should not have simply put his signature on the dotted lines on behalf of the governor. He should have critically looked into the facts and discussed howsoever briefly to know that it was not fake or else it would bounce back on the forwarding authorities. Since then Riyaz/Riyas Bhatkal has been involved in all sorts of bomb attacks everywhere in Maharashtra and outside. What is the degree of probability that he could be involved in so many crimes till the triple blasts in Mumbai on July 13, 2011 and the police be sleeping over his involvement! Is he the wandering Jew in modern avatar of the wandering Muslim? How come the PSI Shripad Kale of Ghatkoper police station so solely dependent on his informants and so gullible that the informants could pull wools over his eyes and frame innocent people at will?
       Mohammad Ali is also accused in the serial blasts in local trains of July 11, 2006 and he is consistently involved in other blasts or unlawful activities, according to the police. Is it probable that Mohammad Ali aka Aziz in the custody of Kurla police would be so active to be free to conspire for another and a much larger terror attack of blowing bombs in Malegaon in just over a month later?   Ditto Shabbir. If Kale and Sinha be so obtuse what about the others who supervised and sanctioned and executed re-arrests of some of the Ghatkoper accused in Malegaon 2006 case also? And why did the CBI take three years to tell the court that it did not find anything incriminating regarding the nine accused in 2006 Malegaon blasts which included Mohammad Ali too? Still, two more years would pass before they could be given bail, albeit Mohammad Ali and another accused are still in detention over other charges in other cases. And why could the chief minister of Maharashtra be so sensitive and prompt to act in the case of a mute artist Aseem Trivedi and so insensitive along with his predecessors in office in the matters of the nine accused in Malegaon case and the five in the Ghatkoper case? Most of the accused were men without any criminal record and could not have even thought of being traitors to their country?

Bombay breathes a sigh of relief

       Such was the era of fear that ended on November 17, 2012 that a leading newspaper did not dare to name Bal Thackeray and death in its headline. The mainstream paper perhaps believed that he had defeated yamraj or the god/angel of death. It only headlined: The man who called the shots in Mumbai is gone. (TOI November 18)Gone with him is also the confrontational approach to terror. It was the old wine in a new bottle of Hindutva. Himani Savarkar alternatively called ii bomb for bomb retaliation.  He did not mince words to name Muslims or Bangladeshis as terrorist and called for a Hindu backlash every time a bomb blew in the cosmopolitan city or elsewhere.
         It is worth recalling history when you read Agriculture Minister Sharad Pawar’s tribute to his friend at his departure. “Bal Thackeray was a friend and a magnanimous leader who was ready to pay any political price for his stand Fierce pride about Maharashtra, willingness to pay prince for the interest of Marathi language and Maharashtrians., but at the same time the readiness to contribute on Maharashtra’s behalf for the sake of the country…these were the hallmarks of balasaheb.”  (TOI) This eulogy is not matched by tradition and criticism, in the words of TS Eliot. The Chief Minister of Maharshtra Sudhakar Naik and others wanted people to have restraint and not kill Muslims after what happened on January 8, 1993 in Bombay. That date marks the onset of massacre of Muslims by Shiv Sainik of Bal Thackeray. He had ominously threatened that god Shiva’s third eye had opened and destruction would follow. He exhorted his musclemen to teach the Muslims a lesson they would never forget. On February 18, 1993 Marathi paper Lokmat quoted a Shiv Sena leader blaming the Defence Minister Sharad Pawar for his involvement in the riots and the massacre. Pawar had allegedly released hoodlums from jails. Most of the six hundred killed subsequently were Muslims. The Shiv Saink and the hoodlums had done them to death.
       On February 20, 1993 Chief Minister of Mahrashtra Sudhakar Naik blamed Pawar for his involvement. He called for the expulsion of the Defense Minister from the party if it wanted to remain in power. The Home Minister during that troubled times was SB Chavan who knew more than anyone. Years later he revealed that Pawar was indeed behind the riots as was Shiv Sena of Bal Thackeray. He repeated the accusation during election after he resigned from the home ministry. Another notable figure was the deputy Commissioner of Municipal Corporation GR Khairnar. He directly blamed Dawood Ibrahim for the riots in 1992 and Pawar for 1993. What is more he also revealed that the Thackeray and Pawar were special friends of Dawood Ibrahim. (Kesri, July 21, 1994)
       Since then Bombay (now, Mumbai) has not lived in peace. Who was the architect of the trouble?
       Most of the people who eulogize Thackeray do not care for a tuppence for being imbalanced and not realistic. Thackeray was so blinkered as not to know that the Muslims were truly very backward. They are more so than even the so called untoutouchables, the so called downtrodden who suffered the stigma of caste discrimination down the ages.  If anyone he could have produced a civil war fortuitously. He had sent his son and de facto in charge of the party Udhay Thackeray to serve a written ultimatum to the PM Manmohan Singh.  What for? It was because the central government wanted to act on the recommendations of Sachar committee for reserving jobs for the Muslims?
       However, what Shakespeare says has begun to illustrate its veracity by the turn of events so soon after the cremation. “The evil that men do lives after them. The good is often entered with their bones.” The two girls arrested for pasting an innocuous remark that the people have gone bonkers shutting a huge city over the death of an individual is an early straw in the wind. On its heel comes the tension in Chopda in Khandesh over the poster of Bal Thackeray being torn. It was from a neighborhood where Muslims would not dare to enter for such venture. The fear has gripped the small town and an undeclared curfew is clamped down till this late evening of November 25, 2012. Shoma Chaudhar calls this a darkly mixed  political legacy, public legacy of fear, bigotry and fiefdom. The police and the violent mobs pelting stones have been infected by and stimulated by the kind of ideology which should have ceased with the death of Thackeray. But it refuses to die down. Even the Chief Minister of Maharashtra refuses to see the fascist in his fearful circumspection of judging Thackeray only as a cartoonist. Referring to the arrest of the two girls Prithviraj Chavan says: “the incident is an aberration and not a norm, and should be looked at in isolation. There could be a section of the police, especially at the local level, which looks up to the Shiv Sena; you can’t pre-empt a constable’s or officer’s ideology.” Whose ideology has the police and the stone pelters inherited?
       And the invocation has not come late either. There is a hoarding adjoining the equestrian statue of Shivaji in Malegaon. The tribute to Thackray reads: “Saheb tumhi punha janmat ya. (respected sir may you be born again).

Willful persistence in framing Muslim youths in terror

There is an alarming situation developing again in the recent arrests, killings of suspects and implicating of Muslim youths in past events of terror. They have hardly anything to do with those events and yet they have been made to pay with their life. On March 26, 2012 the Anti Terrorism Squad killed Khalil Querishi at the Wali gate of Aurangabad city. It turned out that he was an innocent boy from Khandawa in Madhya Pardesh and his real name was Azhar Qureshi. He had gone to Aurangabad in search of a job. The Madhya Pardesh police categorically denied that it was Azhar whom they were in search of. Then why did ATS of Maharashtra kill him and give him a different name? Azhar’s father Mohammad Wakil Qureshi traveled from Khandawa to claim the body of his son. He maintains that his son was innocent.
The Maharashtra police also claimed that the injured person in the encounter was Khalil Khilji. In fact he was Shakir Khalil. This change was made subsequent to the photo of Khalil Khilji issued to ATS by the MP police. So it is clear that the MP police again wanted a different man but the Mahrashtra police targeted an innocent.
Given this kind of wide spread misuse of power by the police against the Muslims time has come to compare and contrast between the number of innocent Muslims of India being killed or maimed and imprisoned with the well known figures of terror whom the US lists as wanted. Hafiz Saeed is a citizen of Pakistan it is up to Pakistan and the US to handle him. Dawood Ibrahim, Chota Rajan are Indians hiding somewhere and India is competent to get them through extradition as it did in the case of Abu Salem.
However, what the police and investigation agencies are doing to the legitimate Muslim natives of India is now acquiring a nuance in its treatment. Both the right wing Hindu governments and the Congress governments have abysmally failed to protect the Muslims falsely implicated in terror. They are frequently tortured and killed or imprisoned. It is high time that more broad based and neutral agencies join the work of detection, tracing and arresting those who are really involved in the crimes. Simultaneously there is more urgent need to free the innocent and compensate them. Mohammad Shakeel textile printer spent 14 years in prison and was acquitted almost of all the 19 crimes he was alleged to have committed. When he was sure to have walked out of the prison the police reported that he had hanged himself to death in the prison on June 19, 2009. He was from the village of Pilkhua in Ghaziabad near Delhi. His daughters were toddlers when he was arrested for serial bomb blasts in Delhi of 1996-1997. Now they are adults and have been deprived of ever seeing their father. The police had called him the alleged bomb maker and Mohammad Amir as the mastermind. Amir was set free though he was the one supposed to have identified Shakeel and was a co accused. Thus it was a bogus case. Amir did not know Shakeel at all.
There is every reason to believe that this is a make believe story invented by the police. Neither was his tongue hanging out nor was there any mark of his nails on the neck. What is even more disturbing is the finding of the magisterial inquiry that Shakeel was murdered. It was only then that the police registered a case in 2010 in which the jail superintendent VK Sight and his deputy Ramji Signh and the head constable Surveer Singh Yadav were named as accused. And still no action is forth coming against the accused police! So Muslims pay with their life even when they are found innocent while the police are found guilty and yet no action is taken!
What happened in Ghaziabad village has also happened in Aurangabad and where is the hope that the guilty cops would be ever punished!
These sinister framing of Muslims and their murders are taking place in the broad daylight as if someone in Delhi is writing the script of the murder and mayhem with reassurance vouchsafed that nothing would happen to the cops who are fortuitously playing the game of hunting the Muslims. Proof is tumbling down at your feet and crying for attention. On April 9th, 2012 the Marathi newspaper Punaya nagri from Mumbai has a report at the banner head “MALEGAON sfot chey aaropi SIMI chya nishanavar” (MALEGAON bomb attacks [of 2008] accused in the cross hair of SIMI). The report is date lined from Delhi and says that SIMI will kill Sadhvi Pragyasingh Thakur, Lt Col Shrikant Purohit and Dyanand Pandy outside jail. SIMI has also had the Gujarat 2002 carnage perpetrators as their target for terrorist attacks. So far there has been not even the remotest fear of threat to either Babu Bajrangi or anyone from Bajrang Dal who slaughtered and burnt Muslims in the genocide. The perpetrators have been out of jail and roaming freely. No report of any attempt to harm either any one of the three accused in MALEGAON 2008 case has come. However, the goons have at will attacked lawyers who offered to plead for the Muslim accused in terror. Fear of attack on Hindutva terrorists under police escort outside jail is a fantasy.
Interestingly the same Marathi paper had some years ago reported on front page that Jalgaon had a terror university there. This was a malicious attempt to malign the educational campus which the Muslims of Jalgaon have set up there purely for education, teaching courses that are prescribed by the North Maharashtra University and medical courses that are recognized and approved by Indian medical councils.
These goings on show that there are forces at work which are bent on destroying the country from within by sowing disaffection. If the governments do not wake up to the danger posed at least non government organizations and foreign human rights groups have a bounden duty to set our house right.

Trapping the innocent

For years now innocent Muslims with no criminal record have been snared and then framed in cases of terrorist acts and other dreaded charges like Unlawful Activities Prevention Act. They have been detained for years and then in many cases released without any charges proved against them in the court of law. This is a sorrowful saga of detention, torture and acquittal. The modus operandi is to use a Muslim police informer and get innocent arrested and incarcerated and then for lack of evidence release them. There is no compensation paid for the unlawful detention and torture and loss of working hours of the arbitrarily detained and tortured and deprived of freedom as well as loss of income. Most of the detainees also happen to be bread winners of their families.
Cases just pile up. The nine accused in MALEGAON 2006 blasts are of the same vintage.
The imam of the Haj house in Mumbai is an example. Sajid Sheikh is a police informer who also worked for Mahrashtra ATS and even for the IB. He got Maulana Yahyah Baksh arrested. When nothing was found against the maulana he was released from prison. Sajid also got three Kashmiris arrested. He allegedly told the police that he had overheard them talking about planning an attack on Mumbai local trains in. A look at his background reveals also the mindset of the police who employ the people like him. He got his three brothers arrested on false charges of terrorism for the sake of getting one lakh rupees. As he is from MALEGAON he reminds one of another police informer Abrar Ahmed. Abrar is also alleged to have accepted money and helped the police in framing six others from the town in the 2006 blasts case. He would regularly bring money from the police as is alleged by no other than the sitting MLA Mufti Ismail from Malegaon. Sajid has claimed that he knew the internal story of the 2006 blasts. When he got the three Kashmiris arrested the police recovered 20 detonators, timers, gelatin and other bomb making materials. There is enough credibility deficit of this person. He was sitting on one platform while the Kashmiris were sitting in another and yet he overheard what they were talking. How could they be talking in Urdu and that so loudly that he would overhear so far and that too such a sensitive matter! He also falsely claimed that he had joined the Shiv Sena. He was also involved in a bloody attack on him in which choppers and swords were used. He had also claimed that the terrorists had reconnoitered the locality in MALEGAON 2006 on the pretext of finding suitable match for marriage. This is highly improbable that on the most pious day of Shab e barat they should be searching a girl or a boy for marriage. He was also charged with “waging war against the nation.’And the fun is that with all this in his background the man has been set free. At whose behest?
The statement issued by National Meet organized by ANHAD, Bhartiya Muslim Mahila Andolan, Foundation for Civil Liberties, Jaipur, INSAF, Jamia Teacher’s Solidarity Association on January 28 2011 is worth mention. “There is an almost universal sentiment of fear and growing despair among Muslim citizens of the country. There is mounting disillusionment with all institutions of governance, and more so with the police and judiciary, as well as with political parties and to some extent the media. There isfgf on the one hand the constant dread of being profiled as a terrorist, or of a loved one being so profiled, with the attendant fears of illegal and prolonged detention, denial of bail, torture, unfair and biased investigation and trial, and extra judicial killings. There is on the other hand the lived experience of day to day discrimination, in education, employment, housing and public services, which entrap the community in hopeless conditions of insecurity, poverty and want.” All this owe to the police and the investigation agencies. Then the question arises as to who is behind this elaborate arrangement?
As the cases are registered in different states of the country with different parties in power the inference is that the only organization that has the clout and commiited ideology of its cadres is naturally the Hindu right groups under its main component, Rashtriya Swayamsevak sangh, RSS. What the police have done to the Muslims meets one of the most important tenets of the Hindutva or RSS. “The consistent stereotypical profiling and insensitivity towards Muslims has pushed them from being citizens of a democratic country to the position of second grade citizenship.”
This is what Golwalker and Savarkar also spoke and wrote about long ago.
What some of them went through is truly shocking. This is what Mohammad Raisuddin said of his incarceration in Hyderbad: "We were kept in isolation. The investigators told me that all the other boys they picked up were dead. They subjected me to gunshots near my feet when I was taken outside blindfolded. Each step I took, I felt it was the last. Can you imagine your ears and mouth burnt? That is what electric shocks do to you. I can still smell burnt meat, which was my own”. Rahim adds: "It is like I am responsible for any crime that takes place in Hyderabad. A man gets shot, police come to my place. Someone is robbed, police come and say, 'Saahab bula rahe hain.' (the boss has called you) It will never stop," Rahim says.
Zahid Ansari was one of the nine accused in September 8, 2006 blasts in Maleagon. When he was in prison his wife Salma wept before the human rights organizations activists: “I had been married to him only for six months when they arrested him. I tried telling them that he was leading the Friday prayers when the Malegaon blasts happened, but they did not listen to me. He is a pious Muslim and led prayers all five times in the Mosque. How can he be responsible for the murder of so many Muslims? After all that blast did kill 31 Muslims."
In the case of the burning incident of Sabarmati express at Godhra on February27, 2002, Khatoon Bibi, a mother of five bemoans how her three sons were arrested on charges of terrorism: "Nine years ago, some policemen came to our jhuggi and picked up my three sons. When I pleaded with them, they told me, 'don't worry, we are just taking them to bada sahib (sic).' Bibi breaks down as she recalls the night her husband died five years ago.
"He had cancer of the throat. I ran everywhere so that my sons could come at his burial. Forget burial, they are yet to see their own father's grave."
"Even today, my sons Shamsher, Sultan and Sadiq tell me about the torture. My sons have become weak. You should have seen them before they were arrested. They were my pride and joy. All three are just skeletons now."
Shamsher, the eldest son has two school-going children and a wife, while Sultan has a baby girl and his wife. With no male member left in the family, the mother and her two daughters-in-law bring home the meager money they earn from domestic chores.
"I have been a widow for the past five years. It is Allah's blessings that I still take care of my two daughters-in-law and three grand children. The same Allah will help me bring back my sons."

Malegaon: “Living hell” Thanks to Promotional Posting of Police

The Tata Institute of Social Sciences has done a commendable job that was long overdue. It submitted a report on the backwardness of Muslims in Malegaon. On September 9, 2006 many bereaved families of those killed in the bomb attacks on the previous day refused the cheques from Sonia Gandhi for one cardinal reason. They were upset that their near and dear ones were killed in the bomb blasts, some of them could have been saved if adequate medical help was available in the town of Malegaon. The hospitals were in appalling conditions and so were the roads and transportation. They had demanded improvement in all these fields in 2001 and also in 2006. But there was no change in the situation. The 2008 bomb blasts put the town on the front page of news reports around the world. The Sachchar Commission recommendations also fell on deaf ears.
At long last the National Minorities Commission asked an independent organization the Tata Institute of Social Sciences to undertake a survey. It meticulously gathered enough details to the effect that indeed 60 % people are below poverty line. What is even worse the Muslims live such an abominable life that the reports calls it “living hell”. The condition is as squalid as Gaza strip. The sitting MLA Mufti Ismail was disheartened to see women easing themselves around public open space. He had promised to construct toilets for them. This also went in vain. The most visible show of abomination is the Id prayer ground of Millat. It is enclosed by walls on four sides which border on two ladies madrasa as well. Even in broad day light men and shockingly women defenselessly brazen by everyday call of nature sit for toilet in full view of the people on the roads! Some years back the police on duty there pleaded with women of the neighbourhood to avoid the open space for the mufti was going to pray for rain there. The rains of course came but never the toilets.
The concluding part of the report by TISS is more horrendous as it touches upon dumping of ‘acid’ on the minds of the people and marring their life for good. Surprisingly no other than the police have played this role. They crave for plum posting in the town for the fast buck that is assured to them plus official promotion. All this comes with a tag: “They (police) depict and create conflict-like situation and then manage that in order to prove that they are better administrators and so they deserve promotions.” (IE March 24, 2012) This is best illustrated in the meteoric rise of superintendant of police Rajwardhan. He was posted at Malegaon from 1997 to 2001. Then he was transferred. But on October 26, 2001 a riot started. It was caused by a police man tearing a pamphlet distributed by Muslims near the central mosque. The situation could have been controlled by nipping the unruly behavior and violence in the bud. But a standoff was made to develop protractedly and Rajwardhan was called back to handle and control the situation. Far from doing his duty he let the situation fester communally for almost a month with curfew enforced in the town. The police also let migration of Muslims from nearly two hundred villages affected by the riots to take place without hindrance or control by the police. The police did hardly anything to improve the law and order situation in villages.
Rajwardhan was promoted and went to the district place Nasik. Then happened the first bomb blasts of 2006 and he was again recalled as the expert. Instead of arresting the real bombers he arrested the innocent Muslims and extracted confession under torture. He was again promoted and made deputy commissioner of police in a part of Mumbai and then transferred to Foreign Service. It was around this time that Hemant Karkare the new chief of Anti Terrorism Squad exposed details which are really shocking. The full extent of the evil effect of what the police under him did will pale into insignificance the Wikileaks of Louis Assange.
Justice Srikrishna Iyer has remarked that if the police do not control a riot within fifteen days then there is something fishy about it. Rajwardhan was neck deep into it.
There was arms seizure in the second week of May 2006. The police arrested Mohammad Javed. He was the eldest son of Majid Master. Majid was a primary school teacher somewhere in Pilkhod, Khandesh. His profession was the sources of not only his livelihood but the élan in his life. He would teach with rare dedication and gusto that is hardly seen in others. He would take out his pupils to excursion and enjoy time with them telling stories, singing songs and nursing them up with the joy of life that is more or less the raison d’ etre of Shantiniketan rather than the arid Khandesh. There was also full rapport of the family, the teacher and the students.
He lost this idyllic life thanks to the shoddy behavior of the police. They were looking for one Mohammad involved in the arms haul case. The eldest son of Majid had the first name Mohammad. That clicked it. The police told Majid that whether it is Javed or Zahid his having Mohammad was enough. Neither the Students Islamic Movement of India activists then nor till today have had anything to do with arms haul as far as Malegaon is concerned. Mohammad Javed’s younger brother Mohammad Zahid was the imam of a mosque in Phoolsanghvi in Yawatmal. He was leading prayer on Friday on September 8, 2006 and he too was arrested for allegedly being a member of SIMI. The police had no proof either against him or his brother. Zahid was released from prison after five years in 2011 but Javed is still languishing in prison. The judge trying the case of the arms haul came down heavily against the police when they tried to bring witnesses to court who so obviously contradicted their own statements that the judge lost patience with them. He not only ordered them out but warned the police. Since then the case is in abeyance.
Its effect on Majid is disastrous. He remembers his favourite elder son with a fondness that is heart wrenching. He cannot swallow a morsel of food without recalling Javed. Majid has become schizophrenic. For him life has stopped with the arrests of his two sons. He had warned Zahid not to hobnob with the activists of SIMI. He says that SIMI was in the bad books of the government. The court proved that Zahid was not involved and so granted him bail proving his father wrong. But in the course of time Majid lost interest in teaching and in life. He not only had forbidden Zahid from visiting his house but refused to see him on his release! His face did not betray any joy except grave reserve and anger and melancholic look and dark skepticism. All these not only etched in the creases of his face but underlined every aspect when he utters words.
Other victims of police opportunism have even more gory tale to tell. In direct contrast to the astronomical amount of money police showered on Abrar and his father in law and wife (At one time he had 65000 rupees, along with a motor cycle and his father in law nearly 30 lakh rupees and also flats in Mumbai and Bhiwandi, all given to them from the police and through Rajwardhan) there are others who lost their relatives and suffered abysmally. Mohammad Amin was a youth killed in the bomb blasts. His mother Shamsunnisa and sister Saeeda worked hard and so did he. They earned money to have a decent place for a house so rare in Malegaon what with a tamarind tree that grew through the house thanks to the love of Amin. They had tiled floor, a toilet and a bath room. They also kept the house clean. The death of Amin removed a steady source of income but his death also deprived the family of far more vital connections and support.
Shamsunnisha’s husband collected the three lakh rupees that Sonia Gandhi paid as well as the money that came from Hyderbad and also the sum that Abu Azmi paid. He stopped paying even whatever little he used to give because his wife started taking grocery from the neighbouring grocery shop. The grocer was a decent person and shared the grief of the loss of the family. He let Shamsunnisa have what she needed and let her pay when she would. Her husband blamed her for illicit affair with him in exchange of the grocery. He even beat her and abused her occasionally and then finally deserted her. Her second son would hawk around the town and collect hundred and fifty rupees at the most of which about forty rupees would be his earning.
Shamsunnisa had heard that her husband Mustak Ahmed had collected money and had simply disappeared. Elder members of the community there advised him to have joint account so that his wife would run the house with the relief. He not only ignored them but gave all the money to his daughter from his first wife. Shamsunnisa had only heard about his having another wife. He never even mentioned it once. Once she demanded money to buy school books for the children and rice for the family he became so irate that he took out a strap and beat her up. His second son tried to shield his mother but he threw him away. Another time when she demanded part of the money he had received he took out the spindle iron rod of the spinning wheel and was going to stab her. His daughter Saeeda came in between and pulled him away. He roared as if the heaven had fallen on him and shouted that his daughter had attacked him and tore his shirt. He also falsely accused his wife of providing her father with the money she and her children earned.
The four to five lakh rupees changed the fate of Shamsunnisa. It turned her husband violent and a brute. In her share of ‘grapes of wrath’ also fell slanderous accusation of adultery, faithlessness, disobedience and ingratitude, demonizing and degrading. All these stigmas branded into her flesh as well as in her mind and the common fate of the family on whose account?
The author John Steinbeck would have written another novel had he met Sattar of Malegaon. The novelist often wrote about the working class people whose life was interchangeable with the life of animals in hardship and struggle for survival, as in the famous novels The Grapes of Wrath and Of Mice and Men. Sattar was born with weakened eyes that also squinted and constantly rolled around in the sockets. His wife and mother both were killed in the blasts and now he was the poor Tom of the town. They had gone to the graveyard to beg food and alms. Since their death he had no family. He received three lakh rupees for his wife and equal amount for his mother. He did not trust his negihbours and feared that they would steal his money. They would inveigle him into giving money to them. But he mistrusted them. He and Majid Master became the mad King Lear out in the snow storm. Majid had his wife but his crazed brain on the issue of his son Zahid had unhinged his mind. Sattar had none. The neighbours thought him crazed and his desire for a wife of no avail. They also forsook him.
Among those who had solidarity in the family but suffered seriously Anis Kalejiwala is one. He would buy organs of the animals after slaughter. Cut them to small size and mix spices and chilli and broil them on skewer and sell at Mushawarat chowk. His four wheeler cart was next to the new cycle with the bomb fitted in it. The bomb broke his bone in his leg and shrapnel entered his legs and made life truly hell on earth. He received one lakh rupees from the government which his family spent on travelling with him to nearby district town of Dhulia for treatment and buying him medicine. Then they spent their own money.
Before the blast he would collect the animal organs for about 200 rupees and then sell the pieces for the whole day. That would fetch him 50 to 75 rupees a day. His earning went to maintaining a large family including a crippled sister, two other sisters who could not marry and one abandoned sister by her husband. Her two sons also lived with Anis while Anis’s father was nearly blind and could not do any work. His two brothers had ten children each and lived in the same narrow house near Mushawarat chowk. The floor and walls of the house were damp and septic.
Bedridden for months together he had broils on his back and around his legs filled with yellowing puss. That made him groan with pain. His wife would clean his toilet and wipe the oozing from the wounds. That made his mother cry that it would have been better that he had died! The balls and nails that had entered his body were so difficult to remove for the doctor! His mother had heard that some people were gifted money even when they had not suffered injuries, the police manipulated that, she claimed. She tartly said that the blasts ‘opened their lottery’ wile for others the blasts opened their graves! (After the Bomb Blasts: Malegaon. Nilu Damle, 2008) However there was no end to their travail as her family made 500 boxes of cardboard and earned just forty five rupees to eke out existence from day to day.
For others it evinced to the public how they were turned first generation beggars. They were so terribly shy that they strove strenuously to hide their slide into the slough of penury. One such was the mother of Sajida (8). Sajida’s father had walked out of the house five years ago. He never returned and left half a dozen children and his wife to fend for themselves. Only Sajida’s elder brother got some money while he worked on power loom at night and slept during the day. The mother of the girl, Shahida, claims that she and her daughter were passing the gate of the graveyard when the bomb exploded. She did not know what it was. When she came to consciousness her daughter was not with her. She said that she and her daughter were going to her father’s house when it happened. When Sajida was not found she said that she believed that she must have gone to her maternal uncle’s house. Then the dead body of the girl was brought to the house. The mother was adamant that the people were lying that she had gone to beg alms at the mosque on the holy day of Shabebarat. She was another schizophrenic in denying that she was a beggar and wanted the neighbours to accept what she wanted reality to be. That she was not a beggar! The first bomb attacks in Malegaon brought forth what most of the people were no better than.

RSS’s cultural nationalism in DG Vanzara’s Patriotism (?)

For almost a decade since Narendra Modi assumed office as chief minister of Gujarat the name of Vanzara started figuring in the news surrounding violent deaths. The deaths of Muslims in the genocide and fake encounters assumed a new dimension that the Muslims were anti national and hence the justification to exterminate them. The duo made it out that the Muslims were in league with Pakistan’s Inter Services Intelligence and Lashkar-e-Toiba. Vanzara was a senior police officer in charge of the crime branch located in Gaikwad Haveli in Ahmadabad. He hosted sumptuous dinner to fanatic Hindus who had killed more than 800 Muslims of Naroda Patia. He opened the larders of the officers’ guesthouse. Subsequently the chief minister told his police to set them free.
Thereafter Vanzara conducted fake encounters and killed Muslims and called it deshbhakti, patriotism. Of course it would be platitude to say that he was his master’s voice. The only difference now is that the master is out and bragging about the development he has brought to his state and the cop is behind the bars of the Sabarmati jail since April 2007. There is no change in him as there is no change in the state as far as the Muslims are concerned, a long term effect of stagnation of justice where fair is foul and foul is fair. He is still carrying on as if he has not committed any crimes against humanity and so hasn’t his master who reigns supreme. This is a continuation of the ideology of the saffron groups, particularly the parent body Rashtriya Swayamsevak Sangh. The often repeated stance of the groups is to pay no heed to the deaths of the Muslims and deny any involvement. Thus RSS boss Mohan Bhagwat was in Nasik on February 20, 2012. He held forth on internal threat to the country’s security as if the deaths of the minority people in Malegaon, Gujarat and Kadhamal or elsewhere is not a matter of concern. Still Bhagwat and his aides de camp want more and more Central Hindu Military Education Society’s schools like the Bhonsla Military School in Nasik and Nagpur opened in Gujarat, Madhya Pardesh and elsewhere in India. He spoke as if the role of Bhonsla Military School in terrorism is a matter of the rights of the Hindus in the country and Muslim deaths do not matter. As recently as 2008 and 2009 it was established by Hemant Karkare’s finding that BMS was used for training terrorists in the use of bomb making by Lt Col Shrikant Purohit and the former military officers now as office holders of the BMS were involved in it.
However, the recent election results of February 2012 belie the narrow chauvinistic vision as ‘the other’ and hence renewed relevance of what nationalism really should be. Is hatred the cementing power of nationalism?
Some observers have pointed out that what happened in Gujarat was the fault of education and particularly rote learning. Martha Nussbaum in her book The Clash Within says: “Rote learning is a problem in most of public education in India; nowhere is critical thinking given the robust development that early Indian progressive educators such as Rabindranath Tagore rightly urged. But it is clear that the Gujarat system relies even more than others on rote repetition—its textbooks have been notorious for their failure to encourage critical thinking—while a focus on technical training promotes the state’s pro business agenda. (Gujarat has outstanding schools of management and rural management.)” This has convincingly been proved to be in the case of Vanzara and the former Prime Minister of India AB Vajpayee. In the case of the latter he blamed the Muslims who do not live with their neighbours in peace. This came from him in the midst of the massive killings of Muslims in Gujarat 2002 genocide. The Hindu fanatics carried out a well orchestrated genocide in letter and spirit to the hilt and yet Vajpayee blamed the Muslims! If not turning truth on its head, what else is it?
Vanzara hails from Illol. This native of Illol village was fortunate that the Muslims of the village contributed money to support him for higher education. Thinking him not different from them they generously donated money to Vanzara to complete his education. He never learnt that those who educated him were Indian (incidentally, Muslims). Even so without exercising critical thinking he toed the line of Hindutva in carrying out the genocide. After having killed Sohrabuddin he and his men killed Kauserbi. Such was his condition of mind that he took her dead body all the way to his village and cremated it. Even the heavy rains in which his car got stranded did not deter him from such a step or gave him a chance to use critical thinking. He summoned the army crane to haul the car out of the mud. He even ordered wood from Ahmadabad for his heinous crime. After cremating the body he paved it with concrete slab in his well. How strange does lack of critical thinking lead humans to err!
On March 10, 2012 two volumes of Vanzara’s poems were released in a function held in the Sabarmati prison. The titles of his volumes are significant. Sinh Garjana or Roar of the Lion and Ran Tankar or Battle Cry. The theme of patriotism is a copy cat of the patriotism that he showed in murdering innocent Muslims and calling it patriotism. One of the poems is translated: “Kill the children of the Wahabis mercilessly and crush the jihadis; Jinnah is a jihadi, don’t sing his songs; crush the antisocial element and send them across the Sindhu.” The man who presided over the function of the release of the books was Shabbir Khandawawala the first Muslim Director General of Police of the state. Modi had mixed motives to have him in such a post. There was a persistent hue and cry against the role of the police in conducting the pogroms against the minority and the subsequent subversion of the judicial process. Modi made a belated effort to change the situation which only enhances the view of anti minority regime that he had inducted in and has continued to rule through it in open defiance of the world opinion. The presiding officer and even the Director General of Police for Prison present there violated the Indian Penal Code on abetment to murder and discrimination against a group on the basis of religion. When the past and present government officers graced the occasion of the release of the books and let him sit with them despite the stricture of the Central Bureau of Investigation. Who could bell the cat?
There is an amazing kind of rhapsody in Vanzara’s poetry. It shows even in his poetry (!) how there was corroboration of the fact that the pogroms and fake encounters were state sponsored. It further confirms the worst fears of many including non Muslims that the Muslims like any other under privileged minority is according to the perception of Modi and his Hindutva groups to be redundant for productive life of the Vibrant Gujarat and indeed India. The release of Vanzara’s books with the kind of fanfare in the prison smacks of the same brouhaha over the Vibrant Gujart. It implies that the genocide was an aberration and not long term policy matter! Therefore it should be left behind in oblivion.
Thus Pankaj Mishra in the Guardian of March 14, 20012 draws a similar conclusion that much like the anti minority violence in Chechnya and Thailand “Ten years later, the 2002 anti-Muslim pogrom too seems to have been a necessary blood rite—anointing not just Vibrant Gujarat but also the New India.” He quotes Arjun Appadurai saying: “against worldwide Malthusian correction, which works through the idioms of minoritisation and ethnicisation but is functionally geared to preparing the world for winners of globalization, minus the inconvenient noise of its losers.” (The Gujarat massacre: New Inida’s blood rite”) This worldview of today is devoid of the moral values in which Vanzara has passed and acquired diploma of Annamalai University. In his poem he exhorts the people to massacre all the children of the wahabis and expel them to the other side of the Sindhu river. This is putting the clock back to the time when Mohammad Qasim and other adventurers came to India and made it their home. Hence this is the contamination of the races and induction of a foreign born religion. This merciless crushing of the Muslims and wiping their remains even from modern day India is as much genocidal as was what Modi and Vanzara among others let loose upon the minority in Gujarat in 2002
Vanzara’s leitmotif in his poetry is a look alike of his action. One such action is what he being the closest to the chief minister must have organized it. This is also supported by his interlude in disposing off the body of Sohrabuddin Shaikh’s wife. The description is penned by no other than the senior police officer Geetha Johari who conducted an inquiry into the fake encounter death of Sohrabuddin Shaikh: "On November 26 at 4 am, ... constable Ajay Parmar was asked to bring a Hero Honda motorcycle lying in the backyard of an ATS office here. Sohrabudin was also brought here. A sub-inspector of Rajasthan police rode the bike for a short distance and jumped off it. As it fell, Sohrabuddin was pulled out of the car and thrown on the road. Four police inspectors fired eight rounds from their service pistols. Vanzara then asked Parmar to take Sohrabuddin to the civil hospital."
Vabzara was also instrumental in making public the sex video of Modi’s arch rival in the RSS, Sanjay Joshi. Being this close to the chief minister made him a daunting figure. So when the officers in the programme asked him to sit with the audience he ignored it and went and sat next to Khandawawala. Why shouldn’t he be buoyed upon the popularity of his books? According to one report the books flew away from the shelf and readers avidly snatched the copies and the publishers had to rush through other editions and second sequels. Rote learning and the kind of radical composition that Vanzara has produced surely pales into insignificance the ardour of Mary Shelley and her husband PB Shelley over the French Revolution and the guillotine. As “the reign of terror” in France at the turn of the eighteenth century produced horror so has the genocide produced in addition foul smelling standing cesspool of injustice.
Even more worrisome and surely a warning to those who are citizens of this country that the battle is not just a riot at the centre of debate but a well planned genocide well packaged to rival and go beyond 1984. Even in the full glare of the camera and world focus will Modi and Vajpayee be allowed to pull wool over our eyes and get away? The signs are that the brisk sale of the books of Vanzara and their perusal will lead to taking in the content that is radicalizing and widening the gulf between groups of people. Lest it should turn into guerilla warfare and turn India into a fen like Ireland was the time has come to strengthen the laws and bring the country back to the rule of law. The ghettoization of the country bodes ill for the future of the people.
Vanzara built a palace for luxurious life in Illol—rivaling the palace of opulence built by Kubla Khan in Xanadu while those who languish in the ghettoes also know lebensraum because it is their need also. Almost all the Muslims victims have lost their homes and farms because they cannot even think of returning thanks to the reign of terror that Modi has sustained and stoppage of justice his rule has ushered in. What form their struggle will take to regain their land and farms cannot be a mere academic issue and will not remain so for long. It is also not sure if the world would use economic sanction to get them what is rightfully theirs. This down turn in their life is the result of a carefully planned strategy of an ideology of hate. There is also Newtonian law operating here. Against this natural action and reaction there is the artificially generated one in a poem of Vanzara. He speaks of the Bangladesh migrants roaming everywhere “From Kutch to Kohima, Bangladeshi nationals are roaming free; they commit all crimes in front of the authorities.” In another poem he speaks of liberating Rawalpindi from the hands of the Pakistanis and showing China its place vis-à-vis India. Even more menacing is his warning against the politicians within the country whom he calls snakes. It is a sinister hint ala RSS that politicians and politics do not count where ideology is supreme. This is a matter of legitimate concern for democracy. Perhaps the establishment of the Hindu Rashtra will involve the last battle that Vanzara would fight when he refers to: “Even before my arrest, I was taken for a criminal. The publishers Kunal Shah and Jayesh Shah claim that the books have been sold out so fast on account of the patriotism in them: Jayesh Shah says, “These books contain poetry about patriotism. People usually like poems that touch the heart. This kind of writing gives inspiration to them. Because of this, we support Vanzara by publishing his books.” All Indians would love to be patriotic but if patriotism is viewed as the privilege reserve of the Hindutva. Won’t a large section be deprived of their right to citizenship itself as the victims of the genocide? Where will Muslim be when Vanzara calls all the politicians as traitors?
It would be sorely tested how soon the government at centre and in the state allows the “living space” that Muslims lost to the Hindu extremists. On the top of it the state government has also passed bills into legislation which forbid Muslims from getting their premises evicted if they are rented to Hindus, neither can they buy or sell them. This is a concerted effort of the Hindutva that the land belongs to Hindus and Muslims must be dispossessed of the land.
