Malegaon: “Living hell” Thanks to Promotional Posting of Police

The Tata Institute of Social Sciences has done a commendable job that was long overdue. It submitted a report on the backwardness of Muslims in Malegaon. On September 9, 2006 many bereaved families of those killed in the bomb attacks on the previous day refused the cheques from Sonia Gandhi for one cardinal reason. They were upset that their near and dear ones were killed in the bomb blasts, some of them could have been saved if adequate medical help was available in the town of Malegaon. The hospitals were in appalling conditions and so were the roads and transportation. They had demanded improvement in all these fields in 2001 and also in 2006. But there was no change in the situation. The 2008 bomb blasts put the town on the front page of news reports around the world. The Sachchar Commission recommendations also fell on deaf ears.
At long last the National Minorities Commission asked an independent organization the Tata Institute of Social Sciences to undertake a survey. It meticulously gathered enough details to the effect that indeed 60 % people are below poverty line. What is even worse the Muslims live such an abominable life that the reports calls it “living hell”. The condition is as squalid as Gaza strip. The sitting MLA Mufti Ismail was disheartened to see women easing themselves around public open space. He had promised to construct toilets for them. This also went in vain. The most visible show of abomination is the Id prayer ground of Millat. It is enclosed by walls on four sides which border on two ladies madrasa as well. Even in broad day light men and shockingly women defenselessly brazen by everyday call of nature sit for toilet in full view of the people on the roads! Some years back the police on duty there pleaded with women of the neighbourhood to avoid the open space for the mufti was going to pray for rain there. The rains of course came but never the toilets.
The concluding part of the report by TISS is more horrendous as it touches upon dumping of ‘acid’ on the minds of the people and marring their life for good. Surprisingly no other than the police have played this role. They crave for plum posting in the town for the fast buck that is assured to them plus official promotion. All this comes with a tag: “They (police) depict and create conflict-like situation and then manage that in order to prove that they are better administrators and so they deserve promotions.” (IE March 24, 2012) This is best illustrated in the meteoric rise of superintendant of police Rajwardhan. He was posted at Malegaon from 1997 to 2001. Then he was transferred. But on October 26, 2001 a riot started. It was caused by a police man tearing a pamphlet distributed by Muslims near the central mosque. The situation could have been controlled by nipping the unruly behavior and violence in the bud. But a standoff was made to develop protractedly and Rajwardhan was called back to handle and control the situation. Far from doing his duty he let the situation fester communally for almost a month with curfew enforced in the town. The police also let migration of Muslims from nearly two hundred villages affected by the riots to take place without hindrance or control by the police. The police did hardly anything to improve the law and order situation in villages.
Rajwardhan was promoted and went to the district place Nasik. Then happened the first bomb blasts of 2006 and he was again recalled as the expert. Instead of arresting the real bombers he arrested the innocent Muslims and extracted confession under torture. He was again promoted and made deputy commissioner of police in a part of Mumbai and then transferred to Foreign Service. It was around this time that Hemant Karkare the new chief of Anti Terrorism Squad exposed details which are really shocking. The full extent of the evil effect of what the police under him did will pale into insignificance the Wikileaks of Louis Assange.
Justice Srikrishna Iyer has remarked that if the police do not control a riot within fifteen days then there is something fishy about it. Rajwardhan was neck deep into it.
There was arms seizure in the second week of May 2006. The police arrested Mohammad Javed. He was the eldest son of Majid Master. Majid was a primary school teacher somewhere in Pilkhod, Khandesh. His profession was the sources of not only his livelihood but the élan in his life. He would teach with rare dedication and gusto that is hardly seen in others. He would take out his pupils to excursion and enjoy time with them telling stories, singing songs and nursing them up with the joy of life that is more or less the raison d’ etre of Shantiniketan rather than the arid Khandesh. There was also full rapport of the family, the teacher and the students.
He lost this idyllic life thanks to the shoddy behavior of the police. They were looking for one Mohammad involved in the arms haul case. The eldest son of Majid had the first name Mohammad. That clicked it. The police told Majid that whether it is Javed or Zahid his having Mohammad was enough. Neither the Students Islamic Movement of India activists then nor till today have had anything to do with arms haul as far as Malegaon is concerned. Mohammad Javed’s younger brother Mohammad Zahid was the imam of a mosque in Phoolsanghvi in Yawatmal. He was leading prayer on Friday on September 8, 2006 and he too was arrested for allegedly being a member of SIMI. The police had no proof either against him or his brother. Zahid was released from prison after five years in 2011 but Javed is still languishing in prison. The judge trying the case of the arms haul came down heavily against the police when they tried to bring witnesses to court who so obviously contradicted their own statements that the judge lost patience with them. He not only ordered them out but warned the police. Since then the case is in abeyance.
Its effect on Majid is disastrous. He remembers his favourite elder son with a fondness that is heart wrenching. He cannot swallow a morsel of food without recalling Javed. Majid has become schizophrenic. For him life has stopped with the arrests of his two sons. He had warned Zahid not to hobnob with the activists of SIMI. He says that SIMI was in the bad books of the government. The court proved that Zahid was not involved and so granted him bail proving his father wrong. But in the course of time Majid lost interest in teaching and in life. He not only had forbidden Zahid from visiting his house but refused to see him on his release! His face did not betray any joy except grave reserve and anger and melancholic look and dark skepticism. All these not only etched in the creases of his face but underlined every aspect when he utters words.
Other victims of police opportunism have even more gory tale to tell. In direct contrast to the astronomical amount of money police showered on Abrar and his father in law and wife (At one time he had 65000 rupees, along with a motor cycle and his father in law nearly 30 lakh rupees and also flats in Mumbai and Bhiwandi, all given to them from the police and through Rajwardhan) there are others who lost their relatives and suffered abysmally. Mohammad Amin was a youth killed in the bomb blasts. His mother Shamsunnisa and sister Saeeda worked hard and so did he. They earned money to have a decent place for a house so rare in Malegaon what with a tamarind tree that grew through the house thanks to the love of Amin. They had tiled floor, a toilet and a bath room. They also kept the house clean. The death of Amin removed a steady source of income but his death also deprived the family of far more vital connections and support.
Shamsunnisha’s husband collected the three lakh rupees that Sonia Gandhi paid as well as the money that came from Hyderbad and also the sum that Abu Azmi paid. He stopped paying even whatever little he used to give because his wife started taking grocery from the neighbouring grocery shop. The grocer was a decent person and shared the grief of the loss of the family. He let Shamsunnisa have what she needed and let her pay when she would. Her husband blamed her for illicit affair with him in exchange of the grocery. He even beat her and abused her occasionally and then finally deserted her. Her second son would hawk around the town and collect hundred and fifty rupees at the most of which about forty rupees would be his earning.
Shamsunnisa had heard that her husband Mustak Ahmed had collected money and had simply disappeared. Elder members of the community there advised him to have joint account so that his wife would run the house with the relief. He not only ignored them but gave all the money to his daughter from his first wife. Shamsunnisa had only heard about his having another wife. He never even mentioned it once. Once she demanded money to buy school books for the children and rice for the family he became so irate that he took out a strap and beat her up. His second son tried to shield his mother but he threw him away. Another time when she demanded part of the money he had received he took out the spindle iron rod of the spinning wheel and was going to stab her. His daughter Saeeda came in between and pulled him away. He roared as if the heaven had fallen on him and shouted that his daughter had attacked him and tore his shirt. He also falsely accused his wife of providing her father with the money she and her children earned.
The four to five lakh rupees changed the fate of Shamsunnisa. It turned her husband violent and a brute. In her share of ‘grapes of wrath’ also fell slanderous accusation of adultery, faithlessness, disobedience and ingratitude, demonizing and degrading. All these stigmas branded into her flesh as well as in her mind and the common fate of the family on whose account?
The author John Steinbeck would have written another novel had he met Sattar of Malegaon. The novelist often wrote about the working class people whose life was interchangeable with the life of animals in hardship and struggle for survival, as in the famous novels The Grapes of Wrath and Of Mice and Men. Sattar was born with weakened eyes that also squinted and constantly rolled around in the sockets. His wife and mother both were killed in the blasts and now he was the poor Tom of the town. They had gone to the graveyard to beg food and alms. Since their death he had no family. He received three lakh rupees for his wife and equal amount for his mother. He did not trust his negihbours and feared that they would steal his money. They would inveigle him into giving money to them. But he mistrusted them. He and Majid Master became the mad King Lear out in the snow storm. Majid had his wife but his crazed brain on the issue of his son Zahid had unhinged his mind. Sattar had none. The neighbours thought him crazed and his desire for a wife of no avail. They also forsook him.
Among those who had solidarity in the family but suffered seriously Anis Kalejiwala is one. He would buy organs of the animals after slaughter. Cut them to small size and mix spices and chilli and broil them on skewer and sell at Mushawarat chowk. His four wheeler cart was next to the new cycle with the bomb fitted in it. The bomb broke his bone in his leg and shrapnel entered his legs and made life truly hell on earth. He received one lakh rupees from the government which his family spent on travelling with him to nearby district town of Dhulia for treatment and buying him medicine. Then they spent their own money.
Before the blast he would collect the animal organs for about 200 rupees and then sell the pieces for the whole day. That would fetch him 50 to 75 rupees a day. His earning went to maintaining a large family including a crippled sister, two other sisters who could not marry and one abandoned sister by her husband. Her two sons also lived with Anis while Anis’s father was nearly blind and could not do any work. His two brothers had ten children each and lived in the same narrow house near Mushawarat chowk. The floor and walls of the house were damp and septic.
Bedridden for months together he had broils on his back and around his legs filled with yellowing puss. That made him groan with pain. His wife would clean his toilet and wipe the oozing from the wounds. That made his mother cry that it would have been better that he had died! The balls and nails that had entered his body were so difficult to remove for the doctor! His mother had heard that some people were gifted money even when they had not suffered injuries, the police manipulated that, she claimed. She tartly said that the blasts ‘opened their lottery’ wile for others the blasts opened their graves! (After the Bomb Blasts: Malegaon. Nilu Damle, 2008) However there was no end to their travail as her family made 500 boxes of cardboard and earned just forty five rupees to eke out existence from day to day.
For others it evinced to the public how they were turned first generation beggars. They were so terribly shy that they strove strenuously to hide their slide into the slough of penury. One such was the mother of Sajida (8). Sajida’s father had walked out of the house five years ago. He never returned and left half a dozen children and his wife to fend for themselves. Only Sajida’s elder brother got some money while he worked on power loom at night and slept during the day. The mother of the girl, Shahida, claims that she and her daughter were passing the gate of the graveyard when the bomb exploded. She did not know what it was. When she came to consciousness her daughter was not with her. She said that she and her daughter were going to her father’s house when it happened. When Sajida was not found she said that she believed that she must have gone to her maternal uncle’s house. Then the dead body of the girl was brought to the house. The mother was adamant that the people were lying that she had gone to beg alms at the mosque on the holy day of Shabebarat. She was another schizophrenic in denying that she was a beggar and wanted the neighbours to accept what she wanted reality to be. That she was not a beggar! The first bomb attacks in Malegaon brought forth what most of the people were no better than.

Events that preceded the blasts in Malegaon

There are two events that took place in Malegaon that are viscerally related to the bomb blasts. One is the arms haul in May 2006. But even before this there were people who hobnobbed with the additional superintendent of police Rajwardhan. It is difficult to say exactly when Abrar Ahmed came in contact with the cop or when did his brother in law Farooq Verdha and wife Jannatunnisha preceded him in having some relationship with the top cop of the district. Was it such an important contact that a person committed suicide in the town for having known him? And was Abrar so important an accused that he was induced to become the state approver and was introduced to Lt Col Shrikant Purohit, Sadhvi Pragyasingh Thakur, Dyanand Pandey among others? Moreover, why was he given slow poisoning in Arthur road prison? By whom? Why his nephew was assaulted when he went to visit his uncle?
The earliest crucial date is not definite but it goes like this in the words of his intimate friend Sajjad. “Abrar was dealing in spare parts of power looms. If a part of it was broken and failed to perform he would go and bring replacement or have it repaired from a foundry. For this he was frequenting the foundry.
“There was a godown in front of the foundry. The police said that arms were seized from the godown. The police suspected the people who were (habitually) (or, lived) there. Abrar was visiting the place and so the police suspected him and caught him.
“There was a tea stall in front of the godown. The people of the neighbourhood habitually sat there to idle away their time. Abrar would visit the tea stall. One day he had a brawl with a friend there. The friend accused him by saying ‘You do not earn more than four to five hundred rupees. Then how can you afford to use a mobile phone?’
“People began to suspect that he (Abrar) had joined the conspirators (in the arms haul) or joined the police (as informer).” ( “After Explosion…Malegaon” Marathi title: Sphotaanter…Malegaon, Nilo Damle, April 2008, p.128)
Azhar Pervez. People say that he had met Abrar just before the blasts on September 8, 2006 and saw the new cycle with a box fitted on it. He admired it and wanted such a one for himself. He killed himself in very mysterious circumstances. He had cut his arteries on the ankle and writs with what the police maintain blade bought from a shop. However, his dead body was found in a room that was locked from outside! How could he a victim of cancer have had so much courage and supernatural power to cut artery at four to six vital parts of the body and bleed to death? Therefore the enigma of Abrar. What role did he play in the hands of the police?
At first he scoffed at the people of his town. He wrote so while in his early detention. He also agreed to become an approver. Then he changed slowly. He felt the police officers Rajwardhan, Sujit Kumar Jaiswal, ATS chief Krish Pal Raghuvanshi trapped him. Then he turned against them and wrote an affidavit and submitted it to MOCOCA court of Judge YD Shinde on April 18, 2009. When he came out of jail he accused his brother in law and wife to have betrayed him into the police trap.
One of the most talked of incident was this that haunted the people around their coffee tables in the town of Malegaon. Another was the fracas of Abrar referred earlier in the book of Nilu Damle. What he has recorded was already in the public domain by which I mean grapevine or hearsay. This also became the leitmotif of my book “Aggressive Hindutva Terror and Malegaon” (June, 2011). There was also another interlude, perhaps apocryphal. It goes like this that the quarrel between Abrar and his friend went to such an extent that it resulted in a brawl and the friend snatched the mobile phone of Abrar and took away the SIM,memory card. The parties went to the sitting MLA Sheikh Rashid. They were so adamant that the leader was not successful in resolving. He carried the matter right up to the then chief minister Vilas rao Deshmukh. He solved(?) it or quashed(?) the matter. The trail runs cold as Damle does not give his respondent’s full name or address or contact number. However, Damle’s contact is 09820971567.
This much is the story told in the town so often that it does not strike as remarkable. In the definition of story by EM Forster the events fit in a good story, like: The king died and then the queen died. But then a novel has a plot based on causation. The king died and therefore the queen died of the grief. This is the plot of a novel. What the cops and investigation agencies have done? They have given sops to the mainstream newspapers from time to time. They were good short stories to read. But that was not the plot of the novel. That was like One Thousand and One Nights of Arabia told by Shahezadi to the Arabian monarch. She wanted him to sleep and spare her life.
Each reader should take up pen and write out what does he see as the probable end. In the meantime the ATS of Maharashtra must be allowed to make it more popular by its foray into the Batla House and arrest more innocent for the sleepy king to lapse into a slumber.
However, what happened in the Batla House on Monday February 13, 2012 is a repeat of the arms haul and bomb blasts in Malegaon 2006. The police came to arrest a person who was said to be connected to Students Islamic Movement of India. Zahid was in Phooosangvi in Yavatmal. They arrested his brother Javed and framed him in the arms haul case of May 2006. Afterward they also arrested Zahid and framed him in the bomb attacks of September 8, 2006. Zahid is now out on bail. Javed is still languishing in jail. The British left a rich legacy for police too. They believed that some castes in India are biologically and mentally thieves and would arrest their members when theft cases came to their notice. In modern day India the police do that same with the Muslims. There are scores of cases of which what the Maharashtra police did on Monday at Batla House was an example albeit a repeat of what they did in the cases of the two brothers in Malegaon. The Bhatkal brothers also fall into the same pattern. As the standoff between Maharashtra police and Delhi police continues there is need for Scotland Yard detectives to play a fair role in investigation. They surely would not be in a muddle as to Indian police’s Hobson’s choice of complexity whether Taqi is Naqi, Zahid is Javed or one Bhatkal is like the other.

Wily nature of fighting terrorism post-Malegaon denouement


There is a need to be cautious in taking words of politicians who speak on terror. Very few have statesmanship and insight. The majority play politics even with terrorism. Statesmanship demands rising above the self profit motive of party and jingoism.

On August 20, 2011 India’s agricultural minister Sharad Pawar remarked “all the accused in Malegaon 2006 case are innocent. This is what I had said a year and half ago.” He went further “after I had said that, the investigation started and the real (culprits) were caught in the second bomb blasts (of 2008). And what I had said after that one of the accused (Swami Aseemanand) accepted that they had done it. Therefore all the accused in (2006 case) are innocent and should be set free.” (Urdu Times August 21, 2011).


One year and half ago would imply February 2010. If that is what Pawar has in mind then ground reality does not justify this assertion of his. On April 2, 2009 he had said:

"Like United States in the world, Bhartiya Janata Party (BJP) is responsible for Terrorism in India. The communal agenda of the BJP and its anti-National policies are providing fodder to the separatist activities and are responsible for the growing terrorism in the country."

"Terrorism finds its root in the communal agenda and injustice meted to others. If we really wish to eliminate terrorism from India, it is high time we refrain the parties like BJP from playing the divisive politics." ( Inquilab, Mumbai April, 3)
This unspoken truth that was always there is cogent and known to most in India who have a modicum of sanity in them and are not affected by the hideous ideology of cultural nationalism of the Hindu right. Still Pawar deserves credit for articulating it.


Going further back, on October 8, 2008 Sharad Pawar remarked that “BJP rath yatra was the root cause of (Islamic) terrorism in India.” He also accused the party of making “attempt to create friction on the basis of religion and language.” Furthermore he said that the attack on Afghanistan and Iraq was the cause of terrorism outside India.

Some of these observations contain grains of truth but it would be wrong to conclude that Pawar really said that the 9 accused in 2006 blasts case in Malegaon are innocent.

Even if he had three letters from the Central Bureau of Investigation to that effect it was not translated into any shift in the state policy and its execution. Three of his party men did nothing in this regard. Soon after the 2008 blast on September 29, ministers Chaggan Bhujbal and RR Patil were holding a meeting at the government guest house in Malegaon and blamed the new attack on Students Islamic Movement of India. Another bigwig Baba Siddiquy reached there and he also toed the same official line. This made the people angry and they raised an up roar.

However, the people of Malegaon are still good hearted as the brother of one of the accused Shabbir Masiullah. In the third week of August 2011 Jamil rushed and opened his brother’s workshop where the Anti Terrorists Squad had alleged that Shabbir had assembled the bombs. The National Investigation Agency sleuths entered it and took photos and sent Jamil out to fetch envelops in which they wanted to collect the soil for forensic analysis. They wrote out one page report and asked him to sign as witness. He refused because they had written that he had invited them to do investigation and collect the samples of earth. Till they called him he had no idea of them. There was no one called from the neighborhood to witness it. He was alone and they were a dozen and he was overwhelmed. So he signed. This condescending attitude on the part of the agency is similar to Pawar’s. The Muslims of India are not only equal to the rest of fellow countrymen but also respectable. Sending on errand like that smacks of patronizing, what else than deigning and looking down from above and prevailing upon him!

Pawar had given inaccurate number of explosions of bombs on March 13, 1993 in Bombay. He was camping in the metropolis as the Defence Minister of India. He did that to restrain further exacerbation of the situation against the Muslims. However, the Chief Minister of Maharashtra Madhukar Naik publicly accused Pawar as the one behind the anti Muslim riots in the city. The deputy Municipal Commissioner GR Khairnar also maintained that Pawar, Bal Thackeray and Dawood Ibrahim were old cronies.

To say all these is not to lessen the importance of what Pawar had said that the root cause of terror in India was the rath yatra of LK Advani. It had begun in September 1990 from Somnath, Gujarat, when there was terrible anti Muslim riots on the occasion of Ganesh immersion in Vadodra, and, it left a trail of violence, murder, rape, riots and arson in its wake. Advani’s progeny Narendra Modi was the chief architect of the yatra. Incidentally it has become a hobby horse for investigation agency to hunt Juhapura (a refugee camp for the displaced and disposed Muslims during 2002 pogroms) in Gujarat for all kinds of terrorist acts. For July 13, 2011 attack also the police reached there. Why would the agencies do it with the Muslim victims of pogroms of 2002 in Gujarat when there are other communities who have also been targeted for mob violence?
If not Juhapura in Ahemdabad or Azamgarh in UP, then there are the wandering Jews of the Muslim community, like Subhan Quereshi alias Tauqeer. Only last month Intelligence Bureau identified him as the one behind 13/7. However the agency has now acquired new sights, as if after a cataract operation, perhaps. Now it says that the two planters are absconding in Nepal. (Asian Age, August 22)As if the duo Ramchander Kalsangra and Sandeep Dange were not enough that we have two more there. So why only two?

In this juggling of words and statements the agency and the doughty politicians are engaged in evasion, instead of taking on terrorism head-on.

Hemant Karkare had seized the truth of terrorism in a trice. The slain head of the Anti Terrorist Squad was no-nonsense man of probity and excellent professional abilities. He took office on August 1, 2008 and declared that there was no trace of SIMI in terrorist attacks of 2006 (Malegaon). (Urdu Times August 16, 2008) If anyone it is Karkare who deserves the highest tribute for fighting terrorism.

He did not play politics but playing politics is the oxygen of the politicians. The local MLA of Malegaon Mufti Ismail did not join the other Muslim MLAs who visited Home Minister Chidambrum on August 17 in a delegation headed by the Chief Minister of Maharashtra Prithaviraj Chavan. He has a running feud with the family of one of the accused whom he thinks is in the pay of the police. The former veteran leader and long time MLA Nihal Ahmed regularly addresses Ismail as the khubri or police informer.
The first step that the mufti put forward raised the eye brows of the serious minded people. In the May 2006 arms haul case the local police reportedly broke open a shop and took away CPUs full of RDX, Ak 47s, etc. Instead of doing panchnama or registration of the crime by calling the well established neighbours there and then as witness the police called the mufti several miles away from the site, at a place near the police colony around the church in Malegaon camp much afterward that too late at night. It was here that the mufti remarked that his head was cast down with shame that youths of his community had smuggled arms into the town and were caught. He put his signature on the report the police had prepared. The police as usual blamed the accused as members of SIMI. This matter also is a part of the imbroglio that Malegaon 2006 has become and has created fame worldwide as the explosions were made out to be fall out of the arms haul.

The arms haul has serious bearings on the first terrorist attack three months later on September 8. What Hamid had told Abrar and the police had recorded has transformed itself into Zahid saying the same sentence to Abrar. What they could not bring into the town could be the RDX! Or, what more important is the material they are talking about?

The mufti’s close association with former additional SP Mr Rajwardhan is the Gordon’s knot of the Malegaon 2006 blast case. At the instance of Rajwardhan Abrar Ahmed (the accused police informer) got his reliable friend Hamid Hussein Javid Iqbal phone to him (Abrar) and utter the sentence “mader chod , jitna bolna tha tu bol chuka ab sun. Hum logon ko jitna samaan gayab karna tha hum kar chuke magar hum isko gaon me nahin lasake.” (Mother fucker, what you had to say you have said. Now listen. Whatever material we had to take we have taken but we could not bring it into the town.) Hamid rang Abrar from a coin box at Pahelwan restaurant on Kidwai road in Malegaon and told him the above. The phone which Abrar had had the number 9823436809. It was the same phone that Rajwardhan had given Abrar. The phone call was made in the first week of October 2006, hardly a month after the first blasts in Malegaon.

Abrar claims that Rajwardhan kept him in Jagtap farm house near Nasik where Lt Col Shrikant Prasad Purohit of the 2008 blasts case accused also stayed. He was treated to a feast with Purohit. Just before Id on October 25, 2006 the ATS were recording a statement of Noorulhodha, another accused in 2006 case. Noorulhodha was uttering threat to Abrar that Abrar was implicating others like Noorulhodha in the blasts case of 2006 in which Abrar was himself involved. The ATS made Abrar listen on a hand-free mobile the tape recording going on in another room. This double crossing of Abrar made him fall into the trap of the ATS, either he had to do as the ATS wanted or face conviction and imprisonment.
The above incident Abrar has narrated in his affidavit and submitted it to the MOCOCA court of Justice YD Shinde on April 18, 2009. The trial has yet to begin. But if there is some truth in it, it would open a Pandroa’s box for all.

It would reveal the wiliest way of fighting terror. That the army appointed Purohit as in charge of anti terror intelligence wing and the serving lieutenant colonel was framing up the nine accused. The ATS has charged Zahid of having spoken the sentence (“Mother fucker…”) to Abrar. This accused (Zahid) was imam of a mosque in Phoolsangvi village in Yawatmal, 500 km away from Malegaon. He was leading Friday prayer there on September 8, 2006 when the bombs went off in Malegaon and 37 Muslims were killed and hundreds injured. The police say he planted the bombs at the graveyard mosques!

Is this how the ministers, investigation officials, politicians, muftis and Lt Cols of the army fight terrorism?

What the people have failed to realize in all these is that high ranking officers in the police and investigation agencies are involved in the mess. Hence granting bail to the nine accused is no simple matter. It would be political expediency if the government sends its attorney general and the government prosecution withdraws the case against the nine.

Rape in Malegaon

The last time a rape took place in Malegaon was during the communal riot of October 26 2001. A girl named Mumtaz was raped by several men from Hindu community near the Girna dam. The case was registered, one of the rapists committed suicide during the trial, another died natural death and the third was convicted and is in jail. At that time the situation was terrific as more than 200 villages were affected by the riot that killed more than fifteen Muslims. A Hindu also lost his life. The riot started when a police man tore a handbill titled Be Indian and Buy Indian goods being distributed after Friday prayer at the Jama mosque. The Hindutva groups spread false rumour that fifteen Hindu women were raped. The Asian Age had sent its reporter Clarence Sequeira to verify the figure. She found that no Hindu woman was raped. When she questioned the police they told her that all the fifteen were high born ladies and would not reveal identity. The reporter found no case registered as far as the alleged rape of the fifteen was concerned.
A rape can cause riot and the 2001 case was just that. The rumour spread like wildfire and Muslims suffered enormously in more than 200 villages and beyond. Just because of the rumour.
More than ten years later and two bomb attacks after Malegaon has the second rape case which has the ingredients of a communal disturbance. A Muslim girl Sakina Afroz Shaikh(name changed) aged 15 was grazing her cattle in the forest area near Chinchgavan. Her brother Amjad was with her as they were on way back with their tiffin box. Two Hindu youths Ankush Shom Pawar and Eknath Sitaram Sonowne kidnapped her at 7 p.m. on Monday March 28, 2011. They beat up Amjad and scared him away. They covered her mouth and gagged her, she swooned. When she recovered and became conscious she started struggling. They carried her off to a place near Kushyaba temple. Ankush Pawar raped her twice. Eknath Sonowne returned to the village to see what the reaction of the kidnap and rape was. Amjad told his family pointing Eknath, that he was the one with Ankush who had abducted his sister. On receiving the news the family of the rape victim went to police station and lodged a police complaint.
An FIR was lodged in Malegaon and the police sent her for medical examination at the civil hospital. Dr Nikhat Parvez along with two nurses conducted the check up. Swabs with semen were obtained. Her dress with semen was also taken from the hospital. The medical report mentions that her hymen was freshly ruptured but it also says that she was ‘habitual’. That would mean that she has had frequent sex. The space mentioned in the report is ‘two fingers’.
How could there be fresh rupture of hymen if she is called habitual?
The girl is a minor and says loud and clear that this incident took place and identified the two above mentioned fellow villagers. But her relatives name one police constable Sanjay Pawar attached to Malegaon police who is trying to persuade them to have the matter settled in the village “tanta mukti” council, local council for settling dispute. When they complained to the sarpanch, village head, Pappur Goturam Pawar, he told them that if they give in writing he would have Sanjay Pawar transferred. The police have arrested the youths. The family of the girl fears that when court meets on April 13 the accused would get the bail. They have also expressed fear as the associates of the accused namely; Sanjay Wagh Naik, Dattu Bhiva Gere, Chandersing Sadhu Wagh, Sitaram Sonowne, Chanderram Sitaram Sonowne, Sanjay Sahebrao Naik and Dashrat KamaSingh have threatened them with consequence.
An aunt of the girl fears that the Hindus would have false cases registered against the Muslims and have them arrested! This would not only tip the balance against the Muslims but may lead to their forced migration as it happened in 2001.
So the need for impartial inquiry into the whole matter would go a long way to not only get justice to the girl but also ease communal tension that might lead to more trouble. It would also be desirable that women’s organizations come out and investigate the case and establish the facts. The national commission of women can also give a helping hand before the situation becomes ugly.
In particular inquiry must focus on the police why did they register the case under CrPC 366 (abduction) and not 376 (rape). The bias against the Muslims runs deep in the police and administration. This particular case is the latest example. She is saying that she has been raped and yet the police have registered the case under 366 and not 376!!!
And who is the cop Sanjay Pawar to mediate that the matter should be settled out of court!!! His role is suspect and the director general of police in Mahrashtra should look into the matter. Till 10 25 p.m. of Wednesday April 6, 2011 there was no change in the behavior of the police.

Sunil Joshi and the dragon that killed him

Seventh of September 2006 saw a resurgence of Hindutva movement around reviving the issue of the controversial national song of Vande Matrum. It was deliberately crafted around the worked up anniversary of Bankamchand Chaterjee’s novel Anand Muth. It fits well in the core strategy of Rashtrya Swayamsevak Sangh. The song eminently excludes Muslims as true citizens of the country as they can never sing the song since it violates their fundamental belief of worshipping Allah and no one else and rejecting idolatry.
As a town with sizable Muslim population, Malegaon saw this as a convenient way of whipping up communal passion against them. Thus the meeting at the famous temple at Mosampul in Malegaon included Shiv Sena leaders Dada Bhuse, Sanjay Dusane, Rama Mistry, Pramod Shukla, Anand Bhika Pawar, Narendra Maharaj, Raja Ram Jadhav, Kailash Teesge, Tarabai Shirsat, Chayabai Shewade. Bhuse and Pawar pointedly said that the national song was against the British and its reactionary fervor was still not dead as others had taken the place of the British in modern times. (Malegaonvi shiv sena turfe wande matrum, Lotkmut 8-9-2006)The basic approach of RSS, Bajrang Dal, Shiv Sena and VHP and their later day avatar of Jai Vande Matram, Abhinav Bharat, was to target Muslims by means of terrorism. By then terrorism had acquired the weltanschauung of anti Muslim connotation.
It was primarily this worldview that led to the attacks on Muslims on September 8, 2006. Sunil Joshi played a crucial role in it. It would be preposterous to say that he was an associate of SIMI and he used Muslims to bomb Muslims. However, the innuendo has got currency that well motivated and devoted members of Students Islamic Movement of India let him penetrate their movement. In the first place the government at Delhi could never produce a single instance of SIMI involvement in bomb blasts. It prevailed on the Supreme Court to continue banning SIMI after every two years. Sunil Joshi was a hardcore communalist and would not divulge anything against the right wing extremists of Hindutva. To say that Sadhvi Pragya Singh Thakur organized the second terrorist attack in Malegaon on September 29, 2008 to avenge SIMI’s alleged killing of Sunil Joshi is simply subterfuge.
The only link assumed in the second attack is that the Sadhvi’s motorcycle was parked under the SIMI office at Bhiku chowk. She wanted to give a warning to SIMI that she was capable of taking them on according to the pet ideology of the Hindu right of bomb for bomb. The well designed plot did not have the SIMI office at all as a target. Those who brought the motorcycle of Joshi (she had sold it to him) to the chowk did not want to park it there. They tried their best to park it at their designated centre at the Nukud corner where the crowd of Muslim women buying bangles and tawdry ornaments for Id was thickest. That would have caused a huge casualty in thousands. But the lady police which had cordoned off the approach from Bhiku chowk to Nukad corner had steadfastly refused to let the motorcycle riders enter the corner. It is this approach lane to the Nukad corner that is aptly named after Martyr Hemant Karkare.
Both the terrorist attacks of 2006 and 2008 were mounted by inner core group of Bajrang Dal which has the temerity of changing names to avoid detection and bad publicity.
Similarly, saying that Joshi’s “overall behaviour was something not expected by a woman (read Pragya)" and that is why she got him killed is dodging and diversion.
Then the question ultimately asked is who really got him bumped off. And why. It could be that Pragya let herself play in the hands of someone far superior. It could be a well placed man like Indresh Kumar or equally doughty Parveen Togadia. They have the enormous sums at their disposal. Of course, Harshad Solanki took instructions from her on the day he and his cohorts killed Joshi. The pugmarks are still there but the dragon is someone still elusive.
The dragon could be an organization or agency or its individuals working as splintered entities. This comes handy for the purpose of avoiding detection or later manipulation. The assassin of Mahatma Gandhi, Nathuram Godse, had got circumcised in JJ Hospital of Mumbai. He had never left RSS and according to his accomplice and brother and father of Himani Savarkar, Gopal, his whole family was nurtured on the ideology of RSS.
In those days there was no group like Bajrang Dal to take on more extensive destructive work. Bajrang Dal is the armed wing of RSS. It is this group which has the expertise of making bombs, using advanced weapons of mass murder and training to carry out difficult tasks. It has suicide squads and splintered groups designed to carry out violent attacks and deflect attention from the parent body as well as the mother of all groups, RSS. Durga Vaheni is the female counterpart of Bajrang Dal and Pragya rightfully belonged to it.
If description of Mithun Chakerwarty matches Lt Col Purohit, it was he who had trained and supplied RDX from his flat in Pune. He gave it to not just the Bajrang Dal activists of Nanded but also those who attacked Malegaon Muslims in 2006 and 2008, be they Abhinav Bharat or Jai Vande Matrum. Attacking Samjhauta express was even more daring. It shows all India recruitment of terrorists.
The definite and sure involvement of the army is very much there. Shrikant Prasad Purohit was in the intelligence wing of army working in the so called counter terrorism section. On October 15, 2008 even before his name appeared anywhere for 2008 attack in Malegaon the lieutenant colonel had sent a letter to his superior. In it he wrote not to report but to confide to a sympathizer and obtain advice from him. The lieutenant colonel wrote to Major Bhagirath Dey "The blasts which took place in Gujarat and Malegaon are on the same day and same time using the same technique. I had learnt that it is Mr Indresh Kumar of the RSS, who is instrumental in carrying out these actions. It is likely that senior RSS officials like Indresh Kumar are playing in the hands of ISI, knowingly or unknowingly." (Malegaon blast case: Purohit's letter indicts Indresh, Sadhvi Pragya. India Today March 3, 2011).
This disclosure reads like a report of an intelligence officer to his superior. But the army’s silence over more than two years would amount to either Purohit trying to save his skin or mutually worked out strategy of bailing out a fellow officer from a seemingly disastrous situation. This would lend to different explanations. That the army is itself neck deep in it or RSS is.
The headquarters of RSS at Nagpur was the Camelot of different assignment in different parts of the country. The visor, the armour and the swords and spears were replaced by bombs and bomb makers. According to Swami Asimanand, Indresh Kumar had told him that bomb making was not the work of the swami, it was for Sunil Joshi. He had given 50000 rupees to Joshi for the work. ('RSS leader Indresh provided money for making bombs' Zee New January 8, 2011)True to its nature the modern day Camelot was in touch with its knights in shining armour. The reports were coming in from someone (“Pophale”?) on duty in the police control room of Malegaon on September 8, 2006.

Is real investigation of Malegaon 2006 blasts viable>

Having failed to investigate at first, the Central Bureau of Investigation is at it again.

There are awesome implications of the September 8, 2006 blasts that defy all attempts to inquire thoroughly. At the start the agencies made Abrar Ahmed the state approver But then came his affidavit submitted to the fast track court of Justice YD Shinde. Strangely the affidavit speaks of things, which have been already corroborated with evidence, and yet it has been dismissed out of hand.

In one place it lifts the veil of secrecy. “On September1, 2008 Jaiswalsaeb(Suboth Jaiswal of Anti Terrorism Squad of Mahrashtra then and now a senior officer of CBI), Sachin Kadam and Rajwawrdhan (additional Superintendent of Police of Malegaon) came to meet me and they told me that they would get me out on bail in two months time. I told them that they had betrayed me and without any reason trapped me in this case. At that time they told me that they had a mission of theirs, which would be over in two and half months. Thereafter no one hindering them would be left to obstruct their path. Upon which I asked them what the relationship of that with my bail is. Then they told me that the investigation they had made and the charge sheet they had prepared in 2006 blasts is being changed by (the obstructionists, the new dispensation under ATS chief Hemant Karkare). Therefore it is necessary to remove (Karkare and his men) from the path. It is for this reason that your (Abrar’s) bail is delayed… They told me that Jaiswal saheb would fulfill his promise (of bailing him out). You will have to accept our design because your wife, father in law and brother in law have already received (a large amount of money from us)”.

If this allegation is false the judge did the right thing to dismiss the affidavit out of hand. As a matter of fact the judge did not consider it worthy of his attention. But what if it tells what was so obvious to the approver who was also a police informer!

The context in which it was made merits attention. Rajwardhan gave Abrar a mobile phone (9823436809)for himself and another for his wife(9825826597). Then he gave his mobile number 9422250775to Abrar. This can be verified as Abrar made calls from his phone as well as received calls from others including Rajwardhan. Abrar went on a junket at the behest of the ASP and was in the care of some cops who he has very well known and has named them certainly. He traveled to Dhulia, Indore, Mumbai and other places. He also stayed in Pritam hotel of Dadar in Mumbai. He met saffron clad holy men and holy women including the accused in 2008 blast Pragyasingh Thakur, Swami Dyanand Pandey, Lt Col Purohit, etc. He identified them when they entered the jail on their arrest in November 2008. If he had not met them in September –October 2006 how could he have recognized them later? He also claims to have been housed in Jagtap mala or farmhouse in Nasik. He shared the mansion with Purohit. He wrote the affidavit after having met the above named. Suppose he was lying the judge could have easily found it out as the above accused are very much in prison with Abrar. He also describes how his high court lawyer brother Jalil filed a habeas corpus in Mumbai high court as a result of which the police produced him in the court. This much is in court record. Why did the police hide this fact that he was under their custody.

As days passed into years and Abrar found no hope of seeing his freedom from the clutches of the police he was overwhelmed with grief and came out with the blame on the police who he says had framed him. This went into the making of the affidavit. The above quote from it is most crucial. It hints at the way Karkare was bumped off. Karkare had told the reporters of Urdu Times on August 18, 2008 that he had not found the involvement of Students Islamic Movement of India or Simi in the 2006 blasts. Next month the second bomb attack on Muslims took place in the Bhiku chowk on September 29. Following the discovery of the motorcycle of Pragyasingh Thakur she along with Purohit and other were arrested. The above visit took place on September 1, 2008. By this date the inquiries the officers like Jaiswal, Rajwardhan, Sachin Kadam had made was rubbished by Karkare. There must be more in the notes that Karkare had jotted about this great shift in the investigation though he was not entrusted with 2006 blasts case. But he was the chief of ATS and it automatically come to his notice given his professionalism and probity in service. Has the CBI accessed this grave record of investigation?

Those who were against Karkare must have been alarmed by the startling revelations of what they had all along been trying to hide was found out by Karkare. This would mean that there were some higher ups in the intelligence section that did not want Karkare to persevere in his path of investigation. They wanted to stop him in his track. That transpired in 26/11. Jaiswal, Rajwardhan and Sachin Kadam were pawns.

If this looks like another bizarre conspiracy theory the court had the time and the power to unearth the truth. Even CBI could have done it by now. Will it now go over the whole hog and do it?

The old man and the terrorists

An old man can be dangerous, as he fears nothing. – GB Shaw, Heartbreak House

In a conversation among the conspirators of Abhinav Bharat Dr RP Singh tells Major Ramesh Upadhay, Lt Col Shrikant Prohit and others he had a call from Tehelka and he thundered at the caller “You communist witch. I will parade you naked.” Later Purohit told them that they needed “negotiating ability” in establishing the Hindu Rashtra. To negotiate needs communication ability as such. The doctor lacked the ability, as did Shailash Raiker, in charge of the Bhonsle Military School in Nasik near Malegaon. Raiker remarked that the bomb explosion at Bhiku chowk could not have been the handiwork of a motley group like Sadhvi Pragya Singh Thakur, and others. He overlooked the fact that India is not a banana republic and our military people are not ragtag junta trying to seize power by abrogating the constitution. He even told his reporter he would not like the reporter to take his photo nor to have any mention of his name in any report. But the reporter could write what he liked, he added.

Yes they sorely missed negotiating ability.

What they missed, an old Bengali man had in abundance. He violently reconverted the Christian tribals of the Dangs. He even did not bother about the restraint that former Prime Minister AB Vajpayee and his deputy LK Advani were exerting on him. The Government of Narendra Modi even withheld permission to build a hospital. But he had successfully communicated with the tribals. They bonded well with him even when there was a well-organized hunt for him. This would remind you of Graham Greene’s novel The Power and the Glory. Like the priest of the novel he let the tribals sacrifice animals and drink liquor. More important was preventing their conversion to Christianity or Islam. It was this that set him apart from RSS and other Hindutva groups. He would not play any politics over it, as would Indresh Kumar. Nor would he have any sophistry, as the RSS would indulge in an attempt to prevaricate.

He confessed that on the next day of bomb blast in Malegaon on September 29, 2008 he had picked up two persons, Ramji Kalsangra and Sandeep Dange in his car. A rickshaw driver in Pune had also picked up two passengers on their arrival in Pune from Malegaon after sunset of the day the first terrorist attack on September 8, 2006. These two were talking about how what was scheduled to happen at late night had actually prematurely happened at 130 pm on Friday September 8, 2006. They were obviously talking of Malegaon as they had alighted from a bus coming from that town. The rickshaw driver was shown on a popular TV channel in the night. The police never bothered about this footage. It assumes importance because reports of Nanded 2006 blasts show that Mithun Chakerwarty (Lt Col Shrikant Purohit?) had trained the terrorists of Abhinav Bharat and while parting at the railway station in Pune he handed them the bombs. Were the two passengers coming from Malegaon Sandeep Dange, Sunil Joshi or Ramji? The Pune angle like the Dangs angle was not explored by the investigation agencies. Two senior professors of Wadia college and Rakesh Dhawde were also from there. The place Akansa resort is also located there. To point out these to the investigating agencies is like showing candle to the sun. Aseemanand’s confession in the wake of his encounter with Kaleem in Hyderabad jail has made him expansive. Will he also throw light on these? If he does his communication will bear the hallmark of his integrity. If he diverges into vindication of retributive terrorism it would mean resurgence of his ideological association with RSS.

Another such related matter is that there are people in the country with the same mindset. They want to laugh away the whole matter by comparing the investigation agencies vis-à-vis Aseemanand with Stalin’s smoking pipe. The Russian dictator had lost his pipe and the KGB chief Beria arrested about a dozen suspects of which half died during investigation and the remaining confessed to the crime of stealing the pipe. Of course, Stalin later found it in the papers under his table! The two are not comparable; investigation agencies arresting and having Aseemanand confess the truth and Stalin’s episode. But it reveals the patent RSS habit of berating what is unwanted and undesirable to it.

Those who have died during interrogation like Khwaja Yunus in Ghatkoper case have their ghosts come to haunt us. This may have disturbing effect on those who tortured him and may be some would follow suit of Aseemanand. Or, the accused wrongfully arrested will learn the law of the land and fight back like Shahid Azmi or Dr Farogu Makhdumi. The brilliant fight of the former saved Fahim Ansari from ATS framing him for 26/11 and the latter’s defence in the closing days of the last year has exposed the inanity of the confession sans any corroborative evidence in the Malegaon 2006 case.

Coming to the inner core of communication ability or lack of it in 2006 case there is the incommunicado of SP Rajwardhan under whom the first investigation was done. When the reporters of Asia Express (January 22, 2011) asked him to react to allegation that he is accused by the Muslims youths to be involved in their frame up he refused to speak. But he said that he would tell the CBI.

First the CBI told the Supreme Court that it did not find anything in 2006 case. Later it simply passed on the local police’s and ATS”s chargesheet as if it had thoroughly investigated the matter and came to the same conclusion. This was the greatest blunder the CBI committed.

Now it is in the town again. It has learnt from its mistake and is doing what I wrote some years back, throwing the net wider to catch the culprits behind the Graveyard mosque and Mushawarat chowk attacks. It is striving hard to have three disappeared persons including Arsalan surrender to the police. Now that the whole world press has its focus on Malegaon, the agency thinks, they need not fear torture. On January 20 and 21 2011 the officer gave their cell phone numbers to the people with whom they interacted in a wider range of investigation. This is a commendable work of the CBI officers as easy access is open to all: call to MV Lad 9870285917, Iqbal 9870967107 and Kumar9773201515.

This flies in the face of the mobile that Abrar alleges Rajwardhan had given him and recorded a doctored conversation of one of the alleged planters of the bomb, Zahid. Abrar claims that Rajwardhan had the conversation not only recorded but made Abrar and Lt Col Purohit hear the recording. It was then that Purohit remarked that Abrar was now a witness.

Verbal communication communicates more than words. Rajwardhan had at first told Abrar that he had some inkling that the 2006 blasts was caused by Muslims as well as Hindus. But when Abrar told him that he had overheard people in the Galaxy hospital saying that Dr Rajender Amin, Dr Bipin Parekh and Someshwar Shankar etc were behind the blasts, Rajwardhan was startled. Does this mean that what Abrar had overheard gave away the secret? Incidentally, Parekh’s mobile number was found in Sadhvi Pragya Singh Thakur’s phone. How come this happened! On his arrest Purohit admitted that Abhinav Bharat had used local Students Islamic Movement of India activists in 2006.

Such is the nature of communication of terror. It would remain a muddle until CBI resolves it.

Until then suffice it to say that truth does appear in what the guilty says and how does he say. Much depends on the psychology of the person. The district chief of RSS in Shajapur Sandeep Dange had great expertise in coordination of the bomb blasts of 2006 – 2008. He was short tempered as well. This closed lipped man was quite secretive albeit snappish by nature. He is a fugitive from law and quite elusive, the least communicative. On the other hand Indresh Kumar so far left out is too assertive and aggressive. RP Singh also left from arrest and interrogation is the most abrasive, abusive and well qualified, an endocrinologist with awful endocrines who could dare and be prepared to burn Vice President Hamid Ansari. What chance for the humble weavers, children and beggars of Malegaon graveyard! Against his hubris is the Swami of humble origin but educated whose heart not just melted with pity for Kaleem but who also had clairvoyance. “I understood that love between two human beings is more powerful than the hatred between two communities.”

When will the people and their groups acquire this clairvoyance?

Julian Assange, a blow to the regimentation terrorism

The appearance of Julian Assange on the horizon on November 20, 2010 with his WikiLeaks has potentially changed not just diplomacy but it has also threatened to tergiversate the loyalty and moral conduct of the pretending liberal West. Its fall out on the conduct of terrorism/counter terrorism is even more revolutionizing.

For India there is upheaval in the waiting. It is even more troubling than Digvijay Singh’s last talk with slain Maharashtra Anti Terrorist Squad chief Hemant Karkare. WikiLeaks show that there was a close association between FBI and the Delhi Police’s Special Cell. This aspect of the exposure amounts to the fact that Karkare fell a victim to Indian military for having dared to investigate a serving lieutenant colonel of the army, Shrikant Prasad Purohit and extend the investigation to other officers in the Indian army involved in clandestine terrorism practiced in the name of counter terrorism. So disturbing is the phenomenon that what has been revealed so far looks only a tip of the iceberg. It was the government of PM Atal Bihari Vajpayee and LK Advani, which had permitted to establish FBI office in Delhi. The Special Cell of Delhi Police toed the line of the FBI. The whisking away of Anita Udayya from Mumbai to the US is an instance. She had meticulously identified the six terrorists involved in 26/11 in Mumbai. This had surprised the FBI. Not ten but six terrorists had landed at the fishing shanty she lived in. Karkare was summoned to Delhi on November 24, 2008 a la FBI and questioned by the army about his findings on army’s role in the Malegaon 2008 blast and also other blasts like the attack on Samjhauta express. What happened next is history!

Purohit, the price catch of Karkare, was no ordinary guy. He had trained the ATS in fighting terrorism and his training must have paralleled the Hindu right Hemani Savarkar’s bomb for bomb theory and also “bomb ka jawab bmb se” approach of Swami Asimanand. Asimanand was after all the mastermind, unlike the elusive Indian Mujahideen masterminds mostly cooked up by the Indian police. Purohit was posted in sensitive posts like military intelligence dealing with counter terrorism operations. He used the fund available to the army and also used RDX from the military stock. He had 60 kilos of RDX stolen from the army when he was stationed in Jammu and Kashmir. Those in higher commanding positions must have Okayed his work. As National Investigation Agency into the Samjhauta express attacks of 2007have finally led NIA to seek a production warrant against Asimanand at a fast track court at Panchkula, Haryana because they have sufficient proof against him there is more to the case than meets the eye. Purohit had given 8 kilos of RDX from his military stock to one Bhagwan. This Bhagwan is no other than Swami Asimanand. That consignment of explosives from the army ended up in the seven compartments of the India-Pakistan shuttle train of friendship. The seven bombs were put in seven suitcases bought from Indore. They killed 68 people of which 38 were identified. Many more were injured. The national security advisor of India MK Narayanan had prevented the investigation by the Haryana police because this would expose us what we also are vis-à-vis Pakistan.

With this depth of commitment of the military establishment, could the army allow further probing into its high ranks over their involvement in bomb for bomb retaliatory terrorism?
The involvement of the army in terrorism within the country aimed at the minority Muslims or Christians is high treason. It threatens to vertically divide the country again. Digvijay Singh born before the partition of the country and Rahul Gandhi born after it and Julian Assange who saw many such acts of terror especially those committed by the US in Iraq and Afghanistan and the retaliatory terror of the Israelis in Palestine must have felt truly revolted by the cruelty of it. They must have seen the miserable condition of those who fell victim. A way to stop is to be objective in looking at it. Therefore Rahul Gandhi knew that there could be possible local support to some of the acts of terror perpetrated by Lashkare Tayaba. But he knew the overwhelming infrastructure of the RSS and its secret arms training and the purpose of it. And for all that the RSS did he also saw how Muslims were made to wear the cross for what they had not done anything as in the case of the Malegaon blasts of 2006. He must have also come to know how the national advisor of India scuttled the investigation of the Haryana police in the matter of the Samjhauta express attack by Hindu extremists of Abhinave Bharat as well as the RSS.
The RSS holds a very chauvinistic view of loyalty to India as only cultural nationalism determined by Hindu history and culture. Holding such a view cuts off the diverse minorities of the country as aliens and hence a threat to the Hindus and therefore (purposely misconceived) to India.
The Indian police and even army are known to be practicing regimentation terrorism (like strict political discipline as in a police estate.) They have lured gullible Muslim youth to cross the border and enter into Pakistan for terrorism training and then on their return they frame them to be terrorists. They blackmail them into playing a heinous game of forced participation in an act of terrorist attack. For example Afzal Guru was sent to Delhi by no other than Special Task Force of Jammu and Kashmir. He was in the pay of that special force.
When the state agencies are used to practice terrorism and well-meaning people like Julian Assange and Hemant Karkare come to know they feel that this is great injustice to the weaker sections of the people shorn of power and support. Their exposure through leaks or investigation flies direct in the face of the state. That is why vice president of the US Joseph Biden called Assange a high tech terrorist. Give dog a bad name and hang. Karkare met his fate that way.
