Introduction

When I wrote my last book during the lockdown I was aware of the impunity from the crimes of terrorism because being a native of Malegaon we were awed and stunned by the audacity of the deep state. It was something that was so amazing that the planters of the bomb had written a letter to Jamiatul Ulema Hind and a Marathi daily Dinkar , like an open book for anyone to read. Every terrorism is propaganda.
 I was also seized of the reality which Josy Joseph in A feast of Vultures so aptly has put: “Almost every financial transaction in India has been made by fictitious shareholders and proxy directors through shady deals, cash movement to tax havens and, often enough outright criminal conspiracy…the deep immorality at the heart of our democracy”. Rana Ayyub had interviewed CM Narendra Modi incognito and had the then minister of state Amit Shah, most likely, conduit of sacks of high denomination notes dispatched to the hotel where she was staying. She did not oblige and refused and so did Judge Loya of Mumbai high court investigating Sohrabuddin Sheikh fake encounter. RK  Raghvan who gave a clean chit was head of SIT and was awarded a lucrative post in hie retirement.If this was going on in the mainland of India its impact on Kashmir was more diabolic and widespread. DCP Davinder Singh’s case shows how the deep state had with its non state actors as well as those in government had joined the  plunder of the wealth of India not by the sweat of their work but by their position in the government service. Even the central government was aware of the goings on.
 About seven hours after the September 8, 2006 bomb blast a Let Col of the Army, Suresh Patil, had reached the graveyard in Malegaon and saw parts of bodies of the victims sticking on the walls of the Hamidya mosque in the cemetery and on the branches of trees and graves: noses, fingers, toes, brains and other parts of bodies. The military officer interacted with the local police chief and remarked that the Muslims would not do this on their most auspicious day of Shabebarat. The police officer told him that he was mad because it was the work of Muslims whom he perceived as radical en masse. I had a telephonic talk with the military officer on my phone in 2012 when he narrated his visit. Later he assumed the post of chief of the Sambhaji Brigade. This incident is that of open intelligence. Kashmir is replete with thousands of such incidents. Even whole villages have women who have been raped to the last one.
The seismic change that was wrought about in September was the offshoot of August 5 2020. The government not only abrogated Article 370 but by its haughty dictate made Ladakh a union territory. This killing of two birds with one stone was going too far.  
Human rights record of India has a nose dive since PM Modi took over the reign at Delhi. Never before there was such retrogression of civilized values. What happened on July 1 2020 in Sopore in Kashmir shames India as never before. An encounter of the security forces and the militants was in action. The security forces forced a grandfather in his late sixties to get out of his car. They sprayed bullets and killed him as his 3 year old grandson Babbu Khan looked at the operation. The soldiers walked on the body and picked up the boy and told him to wake up his grandfather. They also posed for photographs.

India-China imbroglio and the deep state



There have flourished many in contemporary India whose accountability is nil but they call the shot. One such is touted as expert on Kashmir who views that there is only one prism on Pakistan. They are terrorists. And since the furor over Chinese incursion now civilizational-prism that India and China are ancient civilizations unlike Islam hence they have inherent understanding of sorting out their problems unlike Pakistan. There is trace here of the remnants of Samuel Huntington’s theory on clash of civilizations and quintessentially Islam and the rest.
On May 28, 2020 the Hindu ideologue appeared on India Today video and he dismissed scurrilously the Non Aligned Movement as “neither here nor there” or one here and another there. This derogatory epithet is anathema to the racial Aryvarta Brahmanical based leftover ancient India, they have dreamed of.
India has its own non state actors who constitute the deep state (Turkish: derin devlet,with defining attributes of collusion and cronyism conspiracy as in the US). They have record of planting bombs and killing Muslims and blaming Pakistan. PM Manmohan Singh had cautioned the chief ministers of states on September 5 2006 that fidayeen would explode bombs at religious places. On September 1st 2006 the Nasik control room received actionable intelligence that terrorist attack would take place within a short period. The ASP of Malegaon Mr. Kumbhare had informed the SP (Rural) Mr. Rajvardhan Sinha that there was imminent threat. Similarly a week before the second bomb attack on September 29 2008 PM Manmohan Singh again alerted the police chiefs of the state governments that there was imminent terror attack that came on September 29, 2008. This must have disturbed the PM and when he had spoken to Non Aligned Movement members in Sharm el Sheikh he already had some insight in what was taking place in the country as well as hindsight. And yet he was betrayed despite his assurance to the delegation of grieved Muslims from the city. He personally assured them that investigation would be widened to include everyone and no one would be left out in order to reach the criminals behind the attacks. When Sonia Gandhi visited the city a father who lost two sons one of whom was to leave for a medical course in China, the bereaved father refused the cheque she was distributing; he wanted justice. That is still elusive thanks to the deep state maneuvering. The subsequent BJP government under Narendra Modi openly defied all channels of inquiry and justice because it professed that a Hindu cannot be a terrorist. Even accused no.1 a serving Lieutenant Colonel in the Army Prasad (Srikant) Purohit is out on bail with no sign of the case making any headway.    
In 2009 when Pakistan's Prime Minister Yousaf Raza Gilani shookh  hands with  PM Manmohan Singh during the 15th Non-Aligned Movement (NAM) summit in the Egyptian Red Sea resort of Sharm el-Sheikh July 16 it was crucial juncture. They issued a joint statement in which they acknowledged that terrorism was the main threat to their countries. They resolved to fight it together and with other fellow members of the movement. In future they would share “real time credible and actionable information on any future terrorist threat.” The Pakistani leader also asseverated that they have some information on threats in Balochistan and other areas. This statement of July 16 2009 was a ground breaking commitment that unfortunately was never honestly followed. When the Samjhauta Express was bombed the chief of Anti Terrorist Squad of Madhya Pradesh Udit Narayan Rai had unearthed that the attack was mounted by Sunil Joshi module of Indore. But the National Security Advisor MK Narayanan scuttled it for it would show India in poor light to the world. No one in India felt the grief of the victims of Samjhauta attack as severely as the relatives of those Pakistan Muslims who were charred to coal by the petrol bombing on Samjhauta express. Why should India then rue the joint statement at Sharm al Sheikh just because it appeared on the radar first time? Was it really first? How many have rued that Hemant Karkare discovering the hand of Abhinav Bharat behind the two Malegaon attacks mounted by army officer Prasad Purohit, Sadhvi Pragyasingh Thakur, Major Ramesh Upadhya, etc was slain for it. That the attacks in Mumbai on November 26 2008 coalesced with the well planned grafted terror attack of having foredoomed ATS chief Karkare on September 1 2008 meeting of ATS staff Sachin Vaze, Rajvardhan Sinha, and senior most officer Subodh Kumar Jaiswal with accused Abrar Ahmad. This puts a big question mark on India’s “9/11”—11/26, that is November 26, 2008.
There were other significant achievements of Non Aligned Movement as the one held in Havana on September 16 2006 where PM Manmohan Singh and President Pervez Musharraf agreed to continue composite dialogue and confirmed the Joint Statements of January 6, 2004, September 24, 2004, April 18, 2005 and September 14, 2005. The two leaders met in the aftermath of the Mumbai blasts in the local trains on July 11, 2006. It is remarkable that the DGP Dr Pasricha had remarked that there was a Maharashtrian leader behind the attacks. This lead was not taken up for further investigation at all. (p.133) 
Even so the NAM strongly condemned all acts of terrorism and agreed that terrorism is a scourge that needs to be effectively dealt with. They decided to put in place an India-Pakistan anti-terrorism institutional mechanism to identify and implement counter-terrorism initiatives and investigations. Thus surfaced the phenomenon of deep state in India.
Of course the thorny issue between India and Pakistan was and is and will be in foreseeable future, Kashmir. The Havana meet also re-strengthened the resolve to continue search for mutually acceptable opinions of a peaceful negotiated settlement of all issues between India and Pakistan including the issue of Jammu and Kashmir. They wanted convergences and not divergences.
However, the man in charge of Jammu and Kashmir Ram Madhav has gone much further in divergences beyond recall now. It is this background for the need for convergences that has piqued him so much that he calls NAM as “neither here nor there.” It amounts to a limbo. It is like being caught between the Scylla and Charybdis.  
That civilizational prism is another instance of trivializing the issue that actually requires solemn commitment. For example Madhav bemoans that they are self reliant and have sufficient jean pants but have to depend on China which makes better zips for the denim pants. This is not the stuff of an adviser on foreign police involving China or Pakistan. Tomorrow the demarcation of Indian boundary may also be a matter of “neither here nor there.”
In that limbo what is being carried out will include anything. There was no elected government in J&K since June 2018 and through a compliant bureaucracy there are fundamental defiant changes made which would destroy whatever was conceded to the state of J&K over many decades of negotiation since the rule of the Dogra dynasty. What Ram Madhav is entrusted is on the strength of his being a leading member of the RSS like the prime minister and home minister, is the clandestine agenda of the deep state. The work is done in secretive, clever and deceptive manner. Far more heinous is why so many terror attacks have taken place in September like 2006 when the NAM meeting was round the corner or President Clinton was arriving in 2010 or a high plenipotentiary from Pakistan was to arrive in Delhi for talks as in the fire-bombing of Samjhauta express in 2007. Was the deep state warning or thwarting the democratically elected government from exercising through its executive the democratic and rational work of fighting terror? It would also appear that the deep state has the aim of establishing a Hindu rashtra and hence blasts aim to remind Indian Muslims to prepare for exodus? (p.227) This last coincided with the two blasts which Abhinav Bharat had undertaken as a prerequisite for getting diplomatic recognition, supply of arms and its own consulate or embassy in Tel Aviv as support from Israel.

The most crucial role that the deep state is playing is that it is dismissive of the encroachment and infiltration of China in Ladakh because of the furtive move in awarding citizenship to non Kashmiris of mainland India so that their juggernaut for a Hindu rashtra would be viable in just two more years. Robert Frost was averse to lebensraum but his line sums up well “The land was ours before we were of the land.” Another American put another aspect of Hindu right in the yankee humour. Mark Twain remarks:“The old saw says, ‘Let a sleeping dog lie.’ Right. Still, when there is much at stake it is better to get a newspaper to do it.’” When the godi media is drumming up patriotism and government anxious about another Pulwama like attack and surgical strike to hold and distract public attention from the humanitarian disaster on account of the ravaging pandemic. Therefore the Modi sarkar is surreptitiously hurrying through Jammu and Kashmir Grant of Domicile Certificate (procedure) rules, 2020. These rules provide a fast-track procedure for issuance of Kashmiri domicile certificates, within 15 days, to people from any part of India. The sense of urgency to legalize the region’s new status is further underscored in the new rules since non-compliance with the time frame provided therein attracts a penalty of Rs. 50,000 from the salary of an errant officer. Which officer in Kashmir can disregard the impetuous decision?
There is a degree of difference that is bewitching in treatment of Pakistan and China. India is cringing before the Americans even when it avoids offer from Donald Trump for mediation. Despite hectoring meant for local audience it is a hush hush game. What else is this when MP Asaduddin Owaisi throws gauntlet, Modi is not taking it up!:”If this (Chinese incursion in Ladakh) is true PM Modi / Defense Minister Rajnath Singh must avenge with full force, else he must deny it and tell us what is happening with China What are you talking to China about? Modi supporters are maintaining complete radio silence. ITNA SANNATA KYUN HAI?”. Although Modi is ebullient in praise of his chum in the White House why decline the proffer of détente. Two days visit of the US president in February 2020 led to massacre of Muslims in the capital when Modi supporters were full throat baying for blood of Muslims viz.,: Anurag Thakur Goli maro salon ko, shoot the traitor Muslims, and Kapil Mishra calling his people to take law and order in their hands! Excepting godi media no one applauds Modi and Trump also knows partly when he asserts: “They like me in India. I think they like me in India more than the media likes me in this country(US). And, I like Modi. I like your Prime Minister a lot. He is a great gentleman.” Why does not opt to be politically right about PM Imran Khan? “They have a big conflict India and China. Two countries with 1.4 billion people (each). Two countries with very powerful militaries. India is not happy and probably China is not happy.” What Pakistan has discreetly avoided Trump in his braggadocio has spoken out the truth! “I can tell you; I did speak to Prime Minister Modi. He is not in a good mood about what is going on with China.” Strange not to take the offer when Trump is so “ready, willing and able to mediate”! Why is the deep state perturbed? It is willing to harm and strike and destroy Pakistan but fears to strike China (Alexander Pope).

Overbearing dramatics of India over scrapping Article 370 led to Galwan misadventure
It is remarkable that the hurry in passing CAA and before that scrapping Article 370 gives the impression that the haste shown in rushing through is like that of a thief who has stolen something he wants to sell off so that he is not caught by the bounty still in his hand. Or else why has the government imposed rupees 50, 000 on the officer who would delay in the sale of the land in the newly declared union territory of Jammu and Kashmir. Such an officer has already been predestined as errant in the sale!
But the Chinese overturned the whole phenomenology of the sale! The whole valley including Galwan, Depsong, etc, is phytogeographical kingdom of its own.
The importance of the flare up of conflict between India and China is said to be brewing for eight months and more. It clearly signifies strong national move that the ideologue of RSS in charge of Kashmir, Ram Madhav, wanted; but it backfired. It naturally dates back to August 5 2019. The Chinese bludgeoned the commanding officer and some 20 soldiers. In a classic prevarication the PM Narendra Modi obfuscated the matter. The unsuspecting martyred soldiers walked into a trap as if they were on a casual stroll with hands in their pants pockets. It was easy for Modi to invite the European leaders to locked-down Kashmir valley. He had the choice to pick up whom he wanted to showcase Kashmir. The Chinese were not like the Europeans. They had acquired global power which the effete Europeans hadn’t.
Strong national move is nothing but communal in present India because it is calculated to establish India as a Hindu nation. Giving overwhelming importance to what benefits Hindus and discriminates against minorities including Muslims and Buddhists, Christians, Dalits, etc. According to American rating agency Fitch Ratings this has lowered India’s outlook and it “risks becoming a distraction for economic reform implementation and could further raise social tension. The deep state forces like the RSS and its affiliates Swadesi Jagarn Manch and Bharti Mazdoor Sanghmay agitate against the Chinese economic power vis-a-vise India but they have no empathy for the loss of the tour industry in Kashmir valley.
How did Modi blunder into what could become laughing stock of the world is the fact that when he was chief minister his chief secretary was Girish Chandra Murmu. His overwhelming work was to so sanitize all the cases including fake encounters unlawful activities including manufacturing riots and pogroms which went on under Shah and Modi that that expertise cannot stand in confronting the Chinese now that Murmu is the governor of the so called union territory that has come in existence so recently! “The evil that men do lives after them;

The partisan approach of BJP government to the China problem is like a divine punishment or nemesis of Congress rather than the Chinese. This is in the same way of Sadhvi Pragyasingh Thakur’s argument that because the ATS under Hemant Karkare tortured her Karkare would meet the divine punishment. She repeated it ad absudem until she fainted. Invoking such divine intervention is good for a curse rather than the de facto politics. In the case of China it is the dragon who can ward off any attack on it. In the matter of the sadhvi she does not touch upon reckoning with large number of children and beggars who lost their lives due to her conspiracy to target Muslim majority areas and killing large number of people.  For Ram Madhav it is the larger ambition of akhand bharat“India will continue to stand firm on the ground. We want peace, but not of the graveyard. We have close to 60 roads under construction (in the region), and that work will go on. Our claim is not just the LAC – our claim goes beyond that. After Jammu and Kashmir and Ladakh were declared Union Territories, their maps include PoK, Gilgit Baltistan and Aksai Chin.
“We continue to claim Aksai Chin and we have to be firm on our perception of LAC.” . “In the last several decades we have not tried to understand China from the tactical and strategic point of view. China thinks differently compared to other countries. It has border issues with 13-14 countries. If there is no cross border terrorism between China and India how is it that cross- border terrorism is so rife between India and Pakistan? It is Gordon’s knot no one has tried to cut. President General Pervez Musharraff and PM Manmohan Singh had met in Havana on September 16 2006 less than two months after the attack on local trains in Mumbai on July 11 2006 and a week after the first attack on Malegaon on September 8 2006. “They had committed to develop a mechanism of sharing intelligence for fighting terrorism. decided to put in place an India-Pakistan anti-terrorism institutional mechanism to identify and implement counter-terrorism initiatives and investigations.”
