Dedication
With profound humility and sadness I love dedicating this book--- Aggressive Hindutva Terror and Malegaon—to the dead and the injured in Malegaon blasts of 2006 and 2008. The two boys of tender age, one of whom had his neck pierced by shrapnel and the other tried to put the head and the neck in a kind semblance of reality as the terrorized adults ran helter skelter and left the two to fend for themselves at the graveyard. And, the fragile girl in Bhiku chowk who wanted to become a doctor to help improve the lot of her poor family. And, the youth who had sought admission in a medical college in China and was to leave soon but was cut down by the bomb at Mushawarat chowk while his mother and sisters were watching and wailing from the first floor gallery drawn there by the sound of the explosion. They fell victims of the Hindutva terror. And, even the others not mentioned here. But for them I could not have written this book.

Preface
Imagine Malegaon on January 30th 1948. Rumour was rife in the air that a Muslim had assassinated Mahatma Gandhi. A woman from the Muslim community had given birth to a boy on January 5th in an old house in the middle of a lane populated with Hindus. The darkened lane was truly a village scene. The milk men and farmers who lived there would sleep early and make the area quite lonely on usual days and nights. But that night was even more ominous because the unusual hush which had descended on it made the crickets drone even more eerie.
Later the woman would often remind her son of how terror struck she and her household was. How her father in law would stare out of the window into the darkened space outside. Her mother in law would notice closely any sound that came from the adjoining houses. They were seized with fear of what was in store for them as Muslims. That was a primitive place with earthen lamps with wicks burning and shadows moving on the walls. It was fearfully macabre.
The news of the assassination gave a jolt to the small town of weavers of coloured sarees. The sleepy town was slow in getting updates. So Prime Minister Jawaharlal Nehru’s speech in the late evening hardly dented the sphere of terror that had engulfed the place. Muslims remained scared for quite sometimes.
The assassin Nathuram Godse was a member of the RSS. The Muslims had a kind of unspoken dread of the organization. The cadets of it would meet in the fort in the vicinity of the Municipality. They would walk through one lane that connected the fort with the Hindu areas of Chindhde and Hiray gally or lane. The Muslim woman lived in Hiray gally.
It was a game plan of the RSS that after killing Gandhi, Godse would be arrested. When people would see him circumcised, there would be riots against the Muslims. Godse had circumcision performed at JJ medical college in Mumbai. The RSS was very much present in the college campus and they celebrated the event distributing sweets remarking that Godse’ operation was successful.
So terror had arrived in Malegaon much before Bush and Blair made it a strategy against the Muslims.
I grew up in that terrifying atmosphere and my mother never missed any chance to remind of what it was like in those days.
Malegaon since then has entered into another sphere thanks to the composition of its population. Aseemanand gave it a baptism in fire. The first in a series. The Anti Terrorist Squad officer under Hemant Karkare was quite ingenuous when he remarked ‘‘In the course of investigations, certain information was received about the involvement of the Malegaon blast accused in the Nanded, Ajmer and Samjhauta Express blasts.” This was a candid acceptance that the 2006 blasts in Malegaon could not be the handiwork of the nine Muslim youths accused in it because they had never set foot in Nanded, Ajmer or Panchkula. It reflects on the integrity of the previous ATS boss KP Raghuvanshi and his home minister RR Patil. Instead of removing them from such sensitive posts the government willfully rewarded them the same posts after election and reshuffling of appointment on the death of Karkare. This is the tragic flaw instituted into the democratic structure by those proud little men dressed in a little authority, as Shakespeare has put it.
In the beginning of the second week of November 2008 that is within a month and ten days of the second terrorist attack in Malegaon the sleuths were on the right track of the criminals who had not only carried out the 2008 blast but also the 2006 blasts. The four non Maharashtrians whom the police were looking for included Ramji Kalsangra, Sandeep Dange, (both from MP) Parveen Mutalik(Karnataka) and one more. But just then happened 26/11 that threw them off their balance.
The present work is a critical analysis of terrorism of recent years which primarily targeted Muslims. As inquiry is still going on and the courts are still hearing the cases there is no attempt here to be definitive. Nor is there any desire to hurt anyone’s feelings or defame any individual or organization. I disclaim any attempt on my part to defame anyone as such a work has to discuss even the grapevine and hearsay. And diving so deep must yield either the pearl or the shell or the submarine culture. When all the facts are established beyond doubt by the courts of trial there will be another book, summative and narrative. Till then suffice to say that this is a modest attempt at understanding.
Hearsay and grapevine led to discovery. Purohit had heard Aseemanand telling someone that SIMI had got Sunil Joshi killed. That led the investigators to the real killers—Raj, Mehul, Ghanshyam and Ustad. Joshi fell a victim of his own conspiratorial ingenuity. It was he who had given the four their assumed names and now the police are unable to track them, as they do not know the real names of the four.

Aggressive Hindutva Terrorism
It would be puerile to believe that the ideology of Abhinav Bharat was limited to a few fanatic right wing Hindus. It would be mortally dangerous to dismiss it as a fad or craze of a coterie. As a matter of real fact it has always been the cherished dream of the extreme fringe of the right wing to establish a Hindu theocracy in India by destroying the Muslims and other minorities outside the Hindu fold. Their violent and attacking behavior is the hall mark of RSS and its offshoot, Abhinav Bharat. What Lt Col Srikant Prasad Purohit spoke about the establishment of the Hindu state hinges on the elimination of the Muslims. “I have a state wise population of Muslims in sate but I have only three AK-47s.” This is no stray thought but part of a common belief. Maharashtra ATS chief Raghuvanshi also said a similar thing when he taunted the reporters who asked about the bombs that Himanshu Panche and others of Nanded made. They were not meant for pooja or worship, he said.
Thus the terrorism that Abhinav Bharat envisaged was aggressive. They would simply not wait for the Muslims to attack but would take the initiative to attack and destroy the Muslims first. This is the key to aggressive Hindutva terrorism. Keeping ready details of Muslim houses and establishments and print outs of the voter lists, maps, etc. is to go for the kill when the signal is give ala Israelis. Excuses can be cooked as in the Central Provinces in 1948 and Gujarat 2002. The chief secretary to the United Provinces Rajeshwar Dayal had written to Prime Minister Nehru about the pogroms of Muslims that the RSS chief Golwalker had prepared with detailed information about Muslim areas, houses, establishments with maps. They had also collected weapons for the elimination of the Muslims. When the government issued a warrant of arrest Golwalker evaded arrested by absconding though he was in the same vicinity of Delhi. No other than the chief minister of the United Provinces GB Pant saved him.
Gujarat 2002 continues throwing up very substantial information how the RSS used the Chhara community in slaughtering Muslims. The members of the Chhara community have gone on record how the RSS assigned them the work of murder and mayhem.
Purohit’s anguish over fewer AK 47 and other details parallel what VD Savarkar, Dr Moonje had been propounding all the while. Abhinav Bharat is not just a phrase from Savarkar but adoption of his ideology which he never tired of repeating.
All configurations of the extremist Hindutva are the progeny of the RSS. Its founding fathers included Moonje who visited Europe to find out how to kill dozens of Muslims at a time. That was in the twenties of the 20th century. With the development of modern weapons the RSS also has advanced. Purohit had a white powder that would kill Mohan Bhagwat without anyone knowing it. Weapons in the arsenal of Hindutva are also available for killing insiders who will not do “action” and demur because of extraneous considerations. Illegal guns finished Sunil Joshi. Drastic actions must be undertaken for the larger good of the Hindu rashtra. “We must aim for militarization of the organization (Abhinav Bharat). Every member at all the levels must have a basic knowledge of weapons. We haven’t done it so far. We should indoctrinate them with our ideology. We should establish an academy for ideological indoctrination. At the end of the course, each member will be tested and only those who pass will be finally admitted to the organization. The level of testing is when he will be tried in ‘action’. Then our organization will propagate establishment of all India Hindu rashtra called Abhinav Bharat. There will be a uniform code of conduct irrespective of any caste. Reporting channels like those in the armed forces will be established. This would ensure the smooth flow of information and passing of orders. An Honour court Committee will exist at all levels. This will ensure strict adherence to moral and ethical behavior as decided by the core group by all the members based on our Vedas.”
All this would mean vigorous activity. It would also mean a large number of people involved in the juggernaut of establishing the Hindu rashtra. Swami Aseemanand was also disposed to vigorous activity. He had undertaken to target many religious places of Muslims in different states of India. In the case of the Ajmer shrine his objective of terror was to deter Hindus from going [there].”
In his confession he has implicated Indresh Kumar in many acts of terrorism as the one who supplied money for them. This direct involvement of the number 2 man of the RSS shows beyond doubt that the most vigorously active in such destructive activity was, and continues to be, is the RSS. Their aggressive behavior in holding martial exercises daily, displaying arms, organizing arms training and directly taking action in communal riots have never stopped despite the bans on the organization after the assassination of Mahatma Gandhi and Babri mosque demolition.
What Sardar Patel wrote to Golwalkar complaining against the organization creating hatred for Muslims and taking revenge on them has never stopped. It was in full action in Malegaon 2001. The rumour spread in 2001 that Muslims had raped Hindu women and cut their breasts and pasted Osama bin Laden’s photo turned out to be canard. This often tested strategy of arousing the anger of the majority against Muslim minority has always come handy to the right wing extremists to wreak havoc on the Muslims. It not only arouses hostility against them but the resultant riots always lead to heavy loss of life and property of the Muslims. This happened in 2001 in Malegaon and in 2002 in Gujarat. A Muslim youth had tried to molest a Hindu girl in the village of Karachgavan, near Malegaon in the middle of August 2001. The concerned families had already settled the matter. But the Jaanta Raja group of Shiv Sena mobilized the Hindu youths in hundreds of villages against the Muslims. They were waiting for the opportunity to spark riots on a much larger scale and that is what happened on October 26, 2001.
This followed the precedent set at the time of partition by the RSS. During the partition both the communities suffered enormously. In India the RSS invoked the bloodbath in order to incite further violence against the Muslims who chose to remain in India. This kind of aggressive communalism made even Home Minister Sardar Patel reprimand the RSS chief Golwalkar when the latter asked the minister to lift the ban on the organization. “It was not necessary to spread poison in order to enthuse the Hindus and organize for their protection.” But this is what chief minister of Gujarat Narendra Modi and the RSS have continued to do so. If aggressive Hindutva terrorism has never left the land it is because the RSS and the mindset associated with it is alive and kicking. The senior Hindutva leaders, according to Digvijay Singh, were planning to meet the Prime Minister Manmohan Singh at the beginning of May 2011. They wanted him to stop investigation into the Ajmer shrine blast and Samjhauta express bombing. The reason is self evident, the RSS top brasses are very much involved in them and the names of Indresh Kumar and others are very much in the air. This is the most aggressive stance the right wing Hindu parties and affiliations have. It amounts to the fact that they have indeed bombed Muslim prayer houses but they have the temerity and audacity to ask the Prime Minister not to go ahead with investigation. This would convince many who have not been convinced so far that the assassination of Hemant Karkare is an open issue. Those who have the gumption to ask the Prime Minister not to investigate terrorist attacks have their fangs bared. So soon after the Janter Manter fast and the overflow of emotions on corruption is there any enthusiasm left in the jamboree of Anna Hazare to take up this new challenge?
“To enthuse the Hindus” is the central dynamic of the Hindutva ideology. On September 29, 2008 a bomb planted by Pravin Mutalik, Sandeep Dange and Ramsingh Kalsangrah exploded and killed 6 Muslims and seriously injured more than a hundred in Bhiku chowk of Malelgaon. Even when the Muslims suffered so much the Hindu extremists under the banner of Hindu Raksha Samiti started a riot in Dhulia 50 km away against the Muslims. Their professed aim was to fight Muslim terrorism. They willfully persisted in their false belief that the Muslims had exploded bombs in Malegaon in 2006 and also 2008. So the Hindus in Dhulia were in danger and therefore the call to arms and resistance against the so called “Islamic terror”. It ignited a wide spread riot in Dhulia on the sixth day of the Malegaon incident. Nine people lost their lives.
The police mentioned unknown persons in their complaint. On the day the riots broke out a Muslim leader returned to Dhulia from Haj. Fifteen days later the police called him as the instigator and arrested him. In the plea for his remand the police chief said that “it is an established fact that Muslims are the masterminds behind all terrorist activities across India.” He went further and said “what the Hindu Raksha Samiti (HRS) did during the riots was mere retaliation to what had been happening in the country for the past few years.” This openly hostile attitude and behavior of the police force is ubiquitous and is the result of the infiltration of the RSS in the police as well as the kind of atmosphere the RSS prepares in the country all by itself and its numerous affiliates.
If a party creates a system of denying justice or subverting justice in a state can a man adversely affected by this be allowed to take the law in his hands? In a democracy with healthy situation of rule of law prevailing everywhere this is not permitted. What can then one make of the following complaint of Zakia Jafri. She charged “"The constitutionally elected head of the state and responsible for fundamental rights, right to life and property of all citizens regardless of caste, community and gender... Alleged to be architect of a criminal conspiracy to subvert constitutional governance and the rule of law; unleashed unlawful and illegal practices during the mass carnage and thereafter protecting the accused who played direct as well as indirect role and abetted commission of the crime."
Gujarat Chief Minister Modi has been just that despite the so called rural development and good administration. Ishrat Jehan, Sohrabuddeen and many more like them were cold bloodedly killed in premeditated acts of murder. They were accused of plotting conspiracy to kill Chief Minister Modi and he not only justified it but also used it to win elections one after another. Now it is becoming crystal clear that there was no threat to him but it was all stage managed by no other than his state Home Minister Amit Shah while he was also the Home Minister himself. In such a situation even now can a Muslim aim a gun on him and shoot. If so would he not also be called a terrorist?
Now, look at this from the mouth a man who did take the gun and shoot. “There was no legal machinery by which such an offender could be brought to book and for this reason I fired those fatal shots.”
Those fatal shots made holes in the chest of the victim and he died. But the same assassin had also thrown a bomb at the same victim on January 20, 1948 but he survived. The assassin’s mentor sent him back ten days later for the same mission. This time Dr Parchure of MP helped him to get a gun.
All this raises interesting questions. Why has the RSS or its political front not called Nathuram Godse a terrorist? Why did Atal Bihari Vajpayee and LK Advani hang a portrait of VD Savarkar in the parliament but did not allow a motion in the parliament to mourn the murder of Ahsan Jafri? This is manifestation of the same open hostility to the Muslims and vigorous action to deprive them of their rights for the obvious reason that they believe India must be a made a Hindu Rashtra sans Muslims.
Hence, the need to clear the Muslim from the land. The June 2006 meeting at the house of Bharatbhai Rateshwar at Valsad decided to bomb areas with Muslim concentration. As Malegaon was 80% (?) populated by Muslims they deserved the first place of attack.
Likely to attack or confront is the defining characteristic of an aggressive person. This can also be inculcated by training. For example in Tamash the Hindu youths are initiated in bloody confrontation with Muslims by training given to them in killing pigs. Given this attribute Purohit and Sameer Kulkarni had assaulted a priest in Khadki area of Pune in July 2007. The Christian priest may not have offended them at all but they attacked him all the same. In the same way bombing Malegaon just because it is 80 % (?) populated by Muslim cannot be the excuse for it. The priest was alone. The Christians in Pune are a tiny minority. A year after the attack Sameer migrated to Madhya Pradesh which was as a sanctuary to avoid prosecution and also to spread the message of Abhinav Bharat. The police did not arrest him at the time of the incident and subsequently. This could be dereliction of duty or his absconding somewhere in MP where the BJP government turned a Nelson’s eye on such people.

What is terrorism?
It is history that the BJP came to power because of the Hindutva ideology. A core of the philosophy is to create fear in the majority community and hound the minority. LK Advani’s rath yatra or chariot ride across India left a trail of destruction and murder of the Muslims and their houses. Like a pillar of fire it moved through small towns and villages burning down houses and shops and burning alive human beings. Simultaneously the Muslims were also blamed for all the ills that had beset India. The Babri mosque was demolished and riots broke out. In the first week of January 1993 massacre of Muslims at the hands of the Shiv Sena started in which even the police led the crowds and also took part in it. The Muslims were pushed to the wall. When the underworld used its resources and caused the first massive bomb attacks it started a new chapter in Indian history. Both of these, the massacre of Muslims and the serial bomb blasts were terrorist acts. BJP and its hard liner leader LK Advani wanted more draconian laws to fight terrorism. He and his party took only the serial bombs as terror and blamed only the Muslims as terrorists.
Advani’s clamour for more stringent laws to fight terrorism has died down because Hindutva involvement in recent bomb attacks is becoming crystal clear. He is like the mobile of a terrorist who is either killed or has come to know he is tracked by the police.
Former chief of the internal security in the state of Gujarat, Sanjiv Bhatt, told the Special Investigation Team that “The Chief Minister Shri Narendra Modi said that the bandh call (strike call of VHP and BJP in response to the fire incident on Sabarmati train on February 27, 2002) had already been given and the party had decided to support the same as incidents like the burning of Kar-sevaks at Godhra could not be tolerated. He further impressed upon the gathering for too long the Gujarat Government had been following the principle of balancing the actions against the Hindus and Muslims while dealing with the communal riots in Gujarat. This time the situation warranted that the Muslims be taught a lesson that such incident do not recur ever again. The Chief Minister Shri Narendra Modi expressed the view that the emotions were running very high amongst the Hindus and it was imperative that they were allowed to vent out their anger.”
Anyone who has some acquaintance of India would know that a bandh in Indian cities is marred by ugly scenes of violence and brutality especially if it is also against the religious minorities, the Muslims, Sikhs or the Christians. LK Advani’s rath yatra has immortalized orchestrated violence and police partiality and brutality beyond a shred of doubt. How much Muslims would be frightened in such a situation will be visible even before the bandh commences. They would be scared to hurry and reach a secure place where they would have some protection in the midst of fellow Muslims. They would be very much scared of the police as well as the marauding Hindu mobs that would force entry in their lanes and ghettos. The police would be just watching and at times actively aiding and abetting violence. The murder and mayhem that follows is documented by the history of every riot in India. This is terrorism. Place yourself in such a situation that you are in such a ghetto and scared into sheltering yourself behind closed windows and doors by the ferocious fatal stone throwing and in moments the murderous horde is descending upon your house! Such a terrific fear and spine shattering nervous agitation of your heart and body is terror. The scenes captured on camera in Gujarat 2002 causes terror even eight years after the actual incidents.
Sanjiv Bhatt froze with terror when Tehelka selectively leaked in two articles his statements to the SIT. He feared for his security and the security and safety of his family because he feared that the right wing Hindu fanatical groups would endanger their life. If this is what one of the highest officers of the state of Gujarat feels what was the condition of the hapless Muslims as the bandh started in the morning of February 28, 2002? More than 2000 of them were most gruesomely murdered and burnt alive. Among the earliest was the frail south Indian Muslim paraplegic. Neither with his hands could he do anything to protect himself nor were his crippled legs able to perform a reflex action of attempting to escape.
Image after image come to the mind. In October 2001 communal riots in Malegaon, MSEB engineer Mr Shaikh lived next to MSG College. The rioters demanded his adolescent daughter. He had barricaded his door with the cupboard and bed. His wife and he covered their daughter in the mattress and hid her. The sharp edged swords of the marauding crowd started chipping off the wood of their door. Her honour and life would have simply perished but for their neighbor, a police inspector. The wife of the inspector had asked him to return home for tea and snack and after a long time he returned home in that nick of time! The mob took to their heels. Imagine the terror of the parents and the girl. This was also terrorism. It makes no distinction between a Hindu and a Muslim hiding for life from the bloodthirsty mob. Terror is terror to the victim who may be minutes away from a dreaded end. The politician and the theorist have their own skewed vision and see things differently.
Five years later, the town of Malegaon saw the Muslims filled with the same fear that something terrible would happen, something ominous was in store for them. The Ganesh immersion on September 6, 2006 had turned the town into a kind of military camp what with police check posts and watch towers raised and manned by huge number of security personnel and sensitive areas barricaded. Two days later when the bombs went off at the central graveyard the area wore an eerie look with the police altogether absent from the scene. The major gate of the cemetery opens on a road through which a very heavy deployment of police and paramilitary forces had escorted the Ganesh immersion procession two days ago. On Shabe barat the Muslims had no police to guard them. This proved the lull before the storm!
It came like a hurricane when two bombs simultaneously exploded in the court yard of Hamidia mosque, the ablution pond and outer space with cycles parked in a jumble. The third bomb hanging from the gate blew up as the crowd broke into a stamped. The entrance became a virtual shambles as the traumatized, the injured and everyone else tried to rush out at once. They trampled the dead with blood all over their bodies making them bloodier in appearance and the injured crying for help being pulled out of the mad crowd in frenzy to get out. Among the fallen in the stampede were mostly children. Just outside two brothers hardly eight and ten years old were thrown out on the edge of the crowd. The younger supported his elder brother to sit on a door step. He succeeded in sitting but his neck was broken and both made daring efforts to hold the head on the broken neck futilely.
Why of the two above incidents the first from Gujarat is so far not deemed as terrorism and the second of the graveyard is? Both have the same elements of creating heightened state of fear and paralyzing scare that the life of the targeted is at mortal risk. In both the cases the victims also happen to be Muslims!
However, there is an important catalyst agent that differentiates the two in another way. The first incident was made out to be the result of Newton’s third law, every action has an equal and opposite reaction. That, what happened in Gujarat was the result of Muslims burning the 58 Hindu activists who went to Ayodhya in a movement for the building of a Ram temple there. In the case of the second incident of terror the Muslims were blamed from day one. They were dubbed terrorists and they were alleged to have wanted to cause more bloodshed of their own people. At worst, it was a result of schism, the fundamentalists among them wanted to target those fellow Muslims who became deviant from the straight path. As the Urdu couplet goes: mare bhi hum, kate bhi hum, phanse bhi hum/ mayyat pe mere kasas ka dawa mere katil ka hai (We were killed, we were dismembered, we were blamed and we were looted/at my funeral this is the claim of revenge by my murderer.)
These are acts of terrorism. India has to define afresh terrorism that it can fight to the end. Without it, it will be like armies clashing in the thick dark of the night.
Terrorism is letting the would-be victims know what is coming to them. Senior police officer at Naroda Patia KK Mysorewalla told the hunted and hounded Muslims that there was order from above (now, read with certainty, the Chief Minister Modi) that there would be no mercy shown to them on the February 28, 2002.
In the October 2001 riots in Malegaon and in villages around and far, a Muslim couple with a daughter was fleeing from the dreadful violence that visited them. The Hindu mob took over them. They caught the woman and carried her away behind the raised part of the plain. She screamed with tears in her eyes and shouted to her husband to run with their daughter. “I thought that now that I am in their hands, my life is over, at least they should be saved.”
Is this not terror, qua terror? The need to depoliticize terror is necessary to dismantle it. A former member of Malegaon municipality Khalil Ahmed was called out of his house. Later a Hindu mob ambushed him as he was leaving the Diamond Mill complex mosque after night prayer. His brother Jalil saw the mob led by Dada Bhuse and municipal council member Suresh Gawli attack him and kill him. Jalil also was attacked but survived. He told the Concerned Citizens Committee that the murderers of his brother should be punished.
“Only then others will hesitate to do the same. How do people become terrorists?” asked his younger brother. ``Only when there is no justice. Those who did this to my brother, to all of Malegaon – they are the real terrorists. How much damage they have inflicted on our town! Every one has become a debtor today, thanks to the riot. And it was outsiders who did it, brought in trucks from Soyegaon.” (Concerned Citizen's Inquiry Report into Malegaon Riots)
This crucial remark needs a much larger canvass for discussion and elaboration as it comes in the aftermath of 9/11. Given the geographical location and relationship with neighbouring countries, India jumped on the bandwagon of Bush and Blair. It is enough to say that post Iraq and post Afghanistan scenario is revealing far more dangerous world order than the West had envisaged. Therefore India would have done better by not blindly and whole heartedly joining the war on terror by subscribing to the nefarious theory of the clash of civilization which Prime Minister AB Vajpayee supported. He justified it in the backdrop of Gujarat 2002. October 2001 riot in Malegaon must be seen in the light of the broader perspective. Be Indian and Buy Indian pamphlet torn by the police and the August 19, 2001 protest march in which Osama bin Laden portrait was displayed and the rumour that Muslims had cut breast of Hindu women and pasted posters of Laden there. All these have played havoc with Malegaon and made it a victim of aggressive mood (as prevailing in the west) and in India against the Muslims.
The syllogism of the grieving brother is that if there is no justice or hope for it this leads to terror. But there is fine distinction. In more than 200 villages around Malegaon the Muslims were made homeless, their women were humiliated, they were dispossessed by the criminal acts of Jaanta Raja of Shiv Sena leader Dada Bhuse. Therefore the need of the hour is to introspect on what is terrorism.
There is also need for a coherent and objective approach instead of Advani-like litmus test of a colour blind. There is also accountability needed in the democratic structure which can convince the people at large of why does Digvijay Singh say what he does: "Muslim youths were arrested after every blast in the country but after the arrest of real culprits of Malegaon blasts, bomb explosions have stopped in the country."
Hence, the need to redefine terror.

Chapter 3
Choosing the pretext
The fable of the tiger and the lamb has a lesson for terrorism. The tiger was lapping water from a stream in the forest. Down the river there was the lamb quenching his thirst. The tiger thundered that the lamb was polluting the water. The lamb looked up the stream in surprise. Pat came the explanation that the water was flowing down the stream from the tiger to the lamb. The tiger mulled over and said that it was the lamb’s father goat which had once polluted the water. So he must avenge it on the lamb.
In 2008 Swami Lakshmananda Saraswati was killed in a part of Orissa state. The Maoists claimed responsibility. They said that he was forcibly reconverting the tribal Christians and that was the cause of tension and strife. The Sangh parivar (the RSS, VHP, Bajrang Dal, Shri Ram Sena) did not accept this explanation. They chose another reason. They blamed the murder of the fire eater Lakshmananda Saraswatisti on the Christians. On this pretext they started pogrom of the Christians in which scores of them lost their life. Many churches were razed to the ground. Hundreds were rendered homeless. Women were chased into the forest and raped and burnt alive. All this drew world attention on Kandhamal. In a half hearted attempt to paper over the ugly incidents the state government announced a programme of rehabilitation and rebuilding of the churches. VHP and Bajrang Dal vehemently opposed it. Their reflex action to the events was revealed in their combative readiness. What else could the distribution of trishuls or trident, arm training camps and training in arson produce? Such activities in arms training and violence have always been going on unhindered. This keeps the cadets and cadres ready for the kind of excuse their leaders choose to go for the assault. Such kind of bold action leaves no chance for reconciliation.
In 2008 Abhinav Bharat and the bomb making module of the RSS within Abhinav Bharat chose to kill the Muslims again. Bhiku chowk is a ghetto of Muslims. There is no house of the Hindus there. No Hindu not even a passerby Hindu had had any fracas with any Muslim there or around the ghetto to cause a spontaneous riot. Ramji Kalsangra and Sandeep Dange wanted to park the two wheeler with bombs fitted on it at the Nukud corner where the crowd of the Muslim women buying boutique on the eve of Id was very thick. The lady police did not allow them and so they left it at Bhiku chown, cheek by jowl from the corner. The explosion killed half a dozen and injured more than a hundred. That put Hindutva terror on the world map.
That was the second bomb attack on Muslims of Malegaon. Aseemanand and Sunil Joshi at the instance of Indresh Kumar’s instruction to commit radical acts on Muslims had chosen Malegaon in 2006. The repeat performance in 2008 was illustration of their combative readiness to go for the Muslims even without any real and immediate provocation on the part of the Muslims.
Chapter 4
Critical Thinking
The Malegaon bomb blast cases of 2006 and 2008 are subjudice and investigations are still underway by various agencies as charge sheets have also been filed in different courts of the country at different times. It would be quite sometimes when the whole story would come out. However, the critical analysis of events and reports will help in making substantial truth emerge from all the discussion.
The investigation agencies have blundered and dilly dallied in the case of Malegaon 2006 blasts. It also reflects confusion prevailing elsewhere. Within ten days of the blasts in the Sankatmochan temple in Varanasi March 2006, Swami Aseemanand called a meeting there and decided to attack a mosque in Malegaon in revenge. Those who attended the meeting are now believed to have caused the explosions of the bombs in Malegaon—three in the Hamidya mosque within the courtyard of the graveyard and the last in Mushawarat chowk.
Exploding bombs in such real time is so crucial that it gave away the truth right there and then. The police had yet to name anyone. They were clueless. Yet the fate of Malegaon was sealed. Present in the meeting were the future architects of what Home Minister Chidambrum would call saffron terrorism. Like the fallen deities recounted in Paradise Lost you have here such daunting ones as Sunil Joshi, Devendra Gupta, Lokesh Sharma, Kalsangra, Sandeep Dange and many other RSS functionaries, even the so vaunted number two, Indresh Kumar. The names of the RSS functionaries were kept secret for the sake of the security of the witness. There was no such secret list kept when the police rounded up the so called members of Students Islamic Movement of India who were arrested on the account of Abrar Ahmed’s naming and identifying them. Interestingly one Arsalan was also taken into custody. The nine accused aver that he was with them in the prison but he later disappeared as the horn from the head of the donkey. Till the latest surge in the resurrected inquiry by the CBI the sleuths were asking for him and the other two who are at large. This raises an important question as to the kind of role the police have played in Malegaon. They have been proactive even before the bombs exploded and this needs much closer scrutiny than has been done so far. For example Dr Farog Mugdumi in a long letter from the prison years ago wrote that the SP of Malegaon Anil Kumbhare had asked him on September 6, 2006 to wait until September 8 and he would see the result. This ominous hint was as a consequence of the doctor asking the cop to remove the barricade as the Ganesh procession had already passed the lane and people wanted to cross the lanes to go out and buy medicine! This is not a hearsay incident. The doctor has written about it to put facts on record. Judges must learn to take objective and insightful look into the affidavits and letters sent out from the jails. The sons of India have conscience and would love to tell the truth as they have a stake in the well being and security of the country. There is a mixed motive in the rejection of the affidavits of Abrar in the case of Malegaon, Sanjiv Bhatt regarding his evidence against the Chief Minister Modi, and some others.
Critical thinking must also focus on what is in the public domain, especially in the town itself. There is a story making rounds in the city that Vijay Neelkanth Pophale, a senior home guard officer was stationed in the police control room on September 8, 2006. He had two mobile phones, one for the local use and the second connected him directly to Nagpur. Muslim colleagues of Pophale asked him why he was collecting information from various hospitals and sending to Nagpur. He parried and could not convince them. They told him that it was the duty of the police and not home guard. The call records could show if he was in touch with the headquarters of the RSS. Highly crucial in importance as is this, it also a tip of the ice berg of what the Hindu Rashtra would be that Purohit wanted to establish. He spoke of “reporting channels like those in the armed forces”. Was this reporting channels already in existence in 2006?
People also say that Pophale was instrumental in registering rooms for the Hindutva group which included Sunil Joshi and his fellow accomplices in a hotel on the Satana naka road close to Malegaon. The office people of the home guard also noted that he would be away to Nagpur four days in the week usually. So far our sleuths have slept over the matter.
He was also seen a day before the bomb was found at Mohammadiya madrasa. It turned out that he was reconnoitering. The next day when the bomb was found the police came there. Additional SP Raj Vardhan (Rajwardhan) shielded the man who had allegedly kept the bomb there. He was a Hindu. Rajwardhan shielded him from the crowd saying that he was mentally disturbed. Then he escorted him to the back of the Sardar theatre and let him loose. The man went across the river into the Hindu areas. With bated breath the Muslim crowd saw all this.
The need for critical thinking and analysis is very necessary as it helps in sifting the evidence to find the truth. There are many things in the public domain on Malegaon by way of grapevine, hearsay and others which require insightful looking into the matters. Islamic terror was blamed for Malegaon attacks when it was not acceptable by any syllogism of argument.
Mere facile submissions like the editorial of the Hindu newspaper “Challenge of Islamic terror” do more harm than good and remove the focus from the RSS. “Investigative leads point to the Harkat ul-Jihad-e-eIslami (HUJI), the Islamist organization behind the Mecca Masjid attack in Hyderabad, as being behind the terrorist strike at the Dargah of Khwaja Moinuddin Chisti in Ajmer. What can one say about an outfit so consumed by hatred as to deliver death to the shrine of a saint who preached the oneness of god’s creation? The Ajmer bombing is the latest in a serried of terror strikes directed at both Hindu and Muslim religious institutions. Investigators have been able to establish that many of these attacks were carried out by the Islamist terror groups such as the Lashkar-e-Taiba, the Jaish-e-Mohammad, and the HUJI..”
The editors of the paper write as if the collective conscious of the Hindus does not want to countenance anything other than what the editors are highlighting. Hence, there is need to analyze critically. But critical thinking carries the potential of changing our attitude. Are we prepared to change our attitude to terror? The display of emotion by the leaders and overwhelming majority leaves much to be desired.
Even that which we accept in the public we suppress and want to destroy when it comes to real investigation and carrying the inquiries to their logical end. This is what the NSA Narayanan did and the Congress party spokesman Manish Tiwari wishes to do. “Hindutva terror will give Pak a handle” to beat us, says he. “With the emergence of evidence that in a number of blasts, from Malegaon to Ajmet to Mecca Masjid, Hindu fundamentalist groups are involved, it weakens our case against terror internationally.” Growing involvement of India in Afghanistan and elsewhere is quizzical to say the least because people like Tiwari are carried off their feet with concern in which “to mobilize international opinion against Pakistan’s failure to contain Taliban factions and terrorist groups like LeT” crowds out our serious concern for the Hindutva terror. Some terrorists who share the same culture with us cannot be more patriotic than those who do not share the same culture or even politics. Our national interest is there in Afghanistan but joining the bandwagon of war on terror as envisaged by the West strikes at the root of our national harmony.
Instead of fighting terror we have chosen to join what Hemant Karkare called in the last interview of his life ‘politics of terror.’ Tiwari did not mention in his list of Hindutva terror attack on Samjhauta express. This is wishful thinking on his part and reveals subliminal desire that the Muslims are terrorists and Hindus cannot be. Is the national interest of such people synonymous with the national interest of the Hindutva?

2001 riots and bomb blasts of 2006
The police charge sheet links the bomb blasts of 2006 as a consequence of the heavy casualty the Muslims suffered in 2001 riots. This is illogical as the 2001 riots were engineered by the Jaanta Raja and Shiv Sena by spreading very vicious rumours and the 2006 blasts were clearly an attack on the Muslims but not by them. The report entitled “Malegaon: anti war protest suppressed, communal riots provoked” by Committee for the Protection of Democratic Rights. Lokshahi Hakk Sanghatana November 9 2001 recorded:
“From 27th October onwards, mobs of around 500 Hindu youth led by the Shiv Sena and Jaanta Raja leaders went on a looting and burning spree from village to village. People were mobilized by the spread of vicious rumours such as the following: that Muslims had cut the breasts of Hindu women in Malegaon and then inscribed the name of Osama bin Laden on them; that Muslim men had stripped and raped Hindu women and were keeping them confined in a masjid where they were being repeatedly raped; that Muslim men had slit the stomach of pregnant Hindu woman and yanked out the foetus with a sword; that Muslims had destroyed mandirs and killed a pujari.”
“People also told us that one Dr. Surana, the President of the Vishwa Hindu Parishad of Deola Taluka, addressed a public meeting in Deola on 29th October where he described how Muslims had cut the breasts of Hindu women and stuck bin Laden's picture on them.”
However some Hindus had let sanity prevail in the midst of madness: In the village of Ajmer Soundana in Satana taluka, no attacks could take place because the police patil and sarpanch of the village took prompt action by telling each and every family not to believe rumours which were floating about and not to harm their Muslim brethren in any way.
Rioters and terrorists are the dioramic figures of the same individuals. The two men who went to meet Aseemanand with Sunil Joshi were Mehul and Raj. They were involved in the terrorist attack on the Best Bakery in Baroda, Gujarat. The swami feared that their presence in Shabri Dham would be a breach of law and the police would harass him and so he told Sunil Joshi to take them away. In the present case both the mentioned criminals were hiding in the same safe haven. They were carrying out the instruction of Indresh Kumar who had advised the group to join religious institutions to hide their true identity and it would also be a convenient hideout.

Abrar Ahmed
Abrar Ahmed is the most important accused. There is a Janus like split personality in him. According to circumstantial evidence he was spotted at Mushawarat chowk on September 8, 2006 parking a cycle exactly where the fourth bomb exploded. It is also reported that the people who saw him were at the phone booth of Mufti Ismail and company. Since then the mufti has not only become MLA but also a vocal critic of Abrar. This vital clue is still viable for probe.
But then Abrar has also given an affidavit to MOCOCA court in which he says that the additional superintendant of police Rajwardhan, Sachin Kadam and Suboth Kumar Jaiswal (both of ATS) had gone to meet him in the JJ hospital on September 1, 2008. When Abrar reprimanded them for getting him into trouble and betraying him they assured him that they would get him out on bail. This is high treason on their part if proved in the court of law. Its implications are very disturbing. It would mean that the 2006 bombs were exploded by a team which included Abrar. But it would also mean that it was insider’s job. That the police were involved in the conspiracy of exploding bombs, at least at the Mushawarat chowk. This would also confirm what Purohit had said that Abhinav Bharat had used Students Islamic Movement of India prior to 2008 blast. That Muslims were used in carrying out the task which the Hindutva terrorists had designed.
More than these two serious and dangerous implications is the third that the trio which went to visit Abrar wanted to destroy the new investigators which included the new chief of ATS Hemant Karkare. Karkare had already found out the truth of 2006 though he was officially investigating 2008 blast. It could also mean that Karkare was the first who had come to know that 2006 was not the work of SIMI but of the Hindutva group of the RSS pracharaks like Sunil Joshi (who was alive at the time of 2006 blasts), Kalsangra, Dange, Aseemanand, Pragya Singh Thakur, etc.
The implications are far reaching. Jaiswal has since then joined R&AW. Does it mean that that agency got involved in this terror?
No court should dismiss these out of hand. Even fellow accused of Abrar, Dr Farog Mugdumi has also written on this in a letter sent from Arthur road jail.
To get to the bottom of the matter it is necessary to know the role of Abrar as a police informer. His phone record shows that he did not sign at three places in the consumer application form for mobile phone. How could an agency process his application with such grave breach of the rules of the phone company? Then he also maintains that the phone (9823436809) was given to him by additional superintendant of police Mr Rajwardhan. The ASP gave his own number (9422250772) to Abrar to contact him. How come his wife has written letters from home to him in prison asking her husband to press the police officers to send money for running her house? The letter is in the possession of Abrar’s high court lawyer brother Jalil.
The police also have to come clean on how they took him on tour of Madhya Pradesh where he was welcomed by Sadhvi Pragyasingh Thakur, Purohit and many others accused in 2008 blast. Why did Purohit make a phone call recorded and make Abrar hear it at the Jagtap malla near Nashik? What is the full import of the conversation?
There are other serious matters so far not resolved by the police. One is that those behind the blasts of 2006 were Dr Rajendra Amin, Dr Bipin Parekh and Someshwar Shanker, among others. This allegation of Abrar against the three and others needs scrutiny. It could not be that just as the police framed him or got him involved in such a serious matter that he has turned against them by naming the three and others randomly. Why did he remember only these names?
Mufti Ismail MLA also cannot escape from this tangle of terror. Because he was also very close to ASP Rajwardhan and the former MLA Nihal Ahmed dubbed him police informer. Ismail also accused Abrar of receiving money from the police. Furthermore, the sitting MLA has also questioned why did not the family of Abrar object to the huge amount of money he was bringing home when he was in fact a jobless. This would only mean that Abrar got money from the police who used him as informer.
It is also a mystery that the man who saw him with the cycle wondered at how he got it made and asked him to get one such for him. The man Azhar Pervez went to Jamiatul Ulemai Hind and told them these things. But the very next day he committed suicide. Was it a suicide or murder?

I told Sunil that you are only promising and you have not done the Malegaon blast. But he explained me that they have only done the blast.

If Dewas in Madhya Pradesh can show its muscle and readiness to defy the police and investigation agencies in defence of its native Sunil Joshi, how important is the native! Albeit a terrorist, but the ruling party in the state and the state government itself and the overwhelming people do not want to countenance the epithet against him.
But from the evidence it looks he was the puppet terrorist of the cultural nationalists. Those who have sung homilies to cultural nationalism are leading officials of the RSS, Rajnath Singh, the former president of BJP and Chief Minister of MP and many others.
Joshi was used by the RSS and especially by Indresh Kumar to hatch conspiracy and explode bombs across the country. But he was bumped off to remove the trace which would ultimately lead to the puppet master.
In a way he was like Osama bin Laden. OBL was created by the US to terrorize the Russians to leave Afghanistan. Oscar Gonzales called OBL as the puppet master of International terrorism. So was Orlando Bosch Avila. He too had the ultimate master in the CIA.
Once the Russians left Afghanistan OBL turned against his American masters. They got him murdered for fear that he knew too much and could bring them into jeopardy. In 2002 the Talibans had asked the US to provide proof of OBL involvement in 9/11 and they would hand him over to them. The US was not interested in such a deal. On May 2, 2011 the raiding marines carried away all the documents and software from Abbottabad.
In a way this is what Pragyasingh Thakur did when she ransacked Josh’s house and carried away all the incriminating evidence. What she could not do a corporator did like removing the memory from the mobile phone, etc. Those who had gathered in the situation room in the White House watched the silent video. The RSS also got enough on Joshi and had a blanket cover over his association with the RSS.
The straw that broke the back of the RSS camel was the murder of Pyare Singh Ninama and his son Dinesh in 2003. Joshi and Dange had murdered them. Rajesh Mishra had made pipes for Joshi who used them in bombs. The pipes had grooves inside with a hole in the centre. Joshi was not arrested although the bereaved family mentioned him in their FIR as a suspect. But Mishra was arrested. (The willing fundamentalist, Tehelka January 1, 2011)
Among the earliest terrorist attacks made by Joshi was the April 2002 when Joshi exploded two bombs near Kade Hanuman Mandir and another at Swarg Mandir in Mhow with the aim to cause riots. A man suffered minor injuries. Nothing came out of this as the police in MP were either biased or could not make any headway. But in December2002 there was an ijtema of the Muslims in Bhopal, at the largest mosque of India. Half a dozen bombs using the pipes Mishra had made were found at the site. Mishra saw the pipes on television news and called Joshi in nervous excitement. Joshi told him not to worry. This case was also not inquired into.
Mishra was also from the RSS and the family of Ninama mentioned him as a suspect. When the police finally caught him he spilled the beans that way back in 2001 Joshi had asked him to make pipes used in the bombs. Moreover he also told the police that Joshi had exploded bombs at the two temples of Mhow, Kade Hanuman and Swarg temples. The police deliberately shielded Joshi again and instead booked Mishra for the explosions at the two temples. They also did not take into consideration Joshi’s attempt to attack the ijtema even when Mishra had mentioned it to them.
In 2010 when CBI started investigation they got the diary and drawings that the local police had recovered from him when he was murdered. His mobile and gun were stolen by the RSS. Local cops pressurized the investigators not to investigate into the case of the murder. His diary had the numbers of Indresh Kumar and Ram Madhav Aseemanand, RSS Delhi office at Jhandanwalan and Yogi Adityanath. Of these Indresh Kumar and Aseemanand’s numbers were for ‘emergency’ call. The investigators recovered Joshi’s phone record of June-Dec 2007. He had drawn a diagram of a circuit on which he had written the phone number of a circuit manufacturer in Mumbai. With such wealth of information the MP police not only did not investigate the murder they flagrantly deterred the central investigation agencies from reopening the case. This continued well into the early months of 2011.
What lies at the bottom of the mystery of Sunil Joshi murder is that June 2006 meeting at the house of Bharatbhai Riteshwar in Valsad. It was crucial. It was in this meeting that Aseemanand told that “the first bomb must be kept there (Malegaon).” They also chose other targets then. It was Joshi who added Samjhauta express attack on the agenda. Aseemanand suggested Ajmer shrine because he wanted to ward off Hindus from visiting the Muslim shrine. Hyderabad, he insisted, was the dominion of the Nizam who had supported Pakistan and should be targeted.
After each of the above targets was bombed Joshi spoke of the success of accomplishing it. Aseemanand was skeptical about who did it. Joshi assured him that his men had finished the job. Joshi went to Shabri Dham after Diwali in 2006 in the aftermath of the blasts in Malegaon and informed Aseemanand about that. “Sunil told me that our men did the blasts in Malegaon”. After the attacks on Samjhauta express Joshi went to Aseemanand. The swami taunted Joshi “Samjhauta has happened and you are still sitting here.” Aseemanand: “in response to that he told me that our men have only done that.” This interaction is notable for the reason that it was Aseemanand who channeled the money for the blasts. He had also given Rs 40, 000 for the Mecca blasts. Aseemanand wondered why Muslims were then caught. Joshi reassured “our people only have done it.” After Ajmer the holy man asked Joshi how Hindus could do it when Muslim boys were caught. Joshi said he was there and that “the boys were given by Indreshji.” In response to this disclosure, Aseemanand warned Joshi “I told Sunil Joshi that his life is in danger because of Indreshji.” His fate was sealed and the premonition of the swami proved true.
Even when all these have proved to be corroborated by circumstantial evidence, Indresh Kumar is not arrested. This speaks volumes about how the investigation agencies are discriminating when the RSS is directly involved. Why the national security advisor Narayanan stymied the investigation of Samjhauta train blast and it falls into the same pattern.
It also reveals how the democratic institutions of the country are thwarted in their functioning. Why Rajwardhan was arresting the Muslims and not bothered about the 20 Hindus detained for questioning in 2006 Malegaon blasts and why the local leader Nihal Ahmed called him the enemy of democracy show how the Hindu right was hell bent on trampling democracy for the ultimate goal of Hindu rashtra.
The murder of Joshi was meticulously planned and even in his death he succeeded in the mission that RSS had taught him and others to carry out. Right wing Hindutva groups called a strike and blockaded the Agra road. Hapless Muslims were attacked and a man called Abdul Rashid (65) was killed with a gunshot. His son Jaleel (27) was pulled out and doused with inflammable liquid and burnt alive. His two brothers Rahish and Ashiq were shot and injured when they tried to stop the marauders from burning their brother. Another man was stabbed. A small girl of 5 escaped with acid burns when acid was thrown in her face. They belonged to the same family of Puterkheda near the native town of Joshi, Dewas. The murderous crowd enforcing bandh on the occasion of the murder of Joshi included Bhanvar Singh (25) who led the mob, Mahipal Singh, 21, Omprakash, 23, Jaswant Singh, 24, and Rajpal Singh, 19. They were tried and when the judgment was given the Shah family of Rasheed was absent from the court for the fear that large numbers of well wishers of RSS had come there to garland the convicted and there was mortal risk to the family. The crowd also distributed sweets. The saga of suffering of the Shah family is not infrequently seen in such Hindutva terror attacks. Sheraj bi wife of Rsheed and mother of Jaleel recalling the gruesome deaths told the Sunday Express reporter. “Woh begunah mare gaye.” (They were innocent and still they were killed.) The family had neither opposed the bandh nor did do anything to irk the marauders. They descended upon the house and visited their victims with terrifying horror. Terror begets terror. It was pure terror and aggressive for just before it Rasheed told his wife when the motor cycles carrying the killers arrived, “Yeh apne yaar dost hi honge jo milne aaye hain.” (They are our friends and chums come to meet us.) If this was tragic irony of the situation, there was another that evolved round the whole of the state and the country. The strike and the murder of Joshi were blamed on “anti-national elements like SIMI!”
The anger and determination of the attackers of the RSS sympathizers and activists and their readiness to attack the Muslim is evident. That destroyed the robust belief of the hapless Muslims of Puterkheda in fellow villagers. The casualties the Shah family suffered is tremendous. It is a disaster for coexistence. For the scattered Muslims in the rural areas who depend so much on the majority community it spells doom. The family was at home and the predators came on motorcycles enforcing the strike and road blockade.
Joshi had exploded bombs at two temples of Dewas to cause a riot between the Hindus and Muslim. His death was used by RSS activists and those of affiliate groups to wreak havoc on the Muslim as well as cause disaffection between the two, Hindus and Muslims. That is the raison d’etre of the Hindutva. It is essentially proactive in its confrontation with the Muslim minority even in rural Puterkheda where their Muslim neighbours exist at the sufferance of others. And the supreme irony of all this is that RSS creates smokescreen of the Jihadis at work even here!
The death of Joshi is a revelation of far deeper malady of war on terror. Sometimes before November 2008 a senior police officer with Maharashtra police knew from a witness that Purohit had declared that Joshi was linked to Samjhauta express explosions of February 2007. If this were so then how come there was such a deafening silence over who did it for more than a year? Were the police and the national security advisor MK Narayanan playing second fiddle to RSS?
Former Chief Minister of MP Digvijay Singh reiterated on May 9, 2011 that senior RSS and BJP leaders were behind Joshi murder. To this the MP cabinet spokesman Narottam Mishra was quick in reply that nobody takes Singh seriously now. The brazen defence in face of attempt to divert attention from the murder case and the alleged ‘weak case’ the police made of it shows that this is nothing but regimentation terrorism. The whole ruling set up in the state like MP is veered off from the right path and hence the conspiracy, evading investigation, stalling inquiry, procrastination in the judicial proceedings etc in which the police, the administrative wing, the government and courts are involved. Even in this hopeless situation there is a glimmer of hope. Devendra Gupta had bought SIM card from West Bengal with the photo of Manoj pasted on the fake driving license card. This Manoj is no other than Sunil Joshi and the photo is that of Joshi. There is no gainsaying about the involvement of the Hindutva group of which the RSS had subcontracted Joshi to do the blowing up of bombs. In the same way on October 31 2005 meeting at the Gujarat guest house Sunil Joshi and the other six –Lokesh Sharma, Ramsingh Kalsangra, Pragya Singh Thaur. Shivam Dhakad, Samandar, Sandeep Dange to meet Indresh Kumar. Indresh Kumar travelled and stayed there under an assumed name as Joshi had taken Manoj to hide his identity. But when given a free hand the investigation agencies can perform better. In such cases they succeeded well. So even in the most corrupt situation prevailing around there is always someone who can keep sanity.

Hawala for terror
Hawala for terror is the money transferred from one person to another in another place for use in causing terror through bomb blasts. The transaction can be in real time. No sooner did the four bombs explode in Malegaon on September 8, 2006 than the suspected rushed to the Mamco bank close to Perry chowk to claim their reward. There was a furor there at the counter because they claimed their booty and boisterously boasted about it. The police have not ventured to do any investigation in this regard.
In this connection it is necessary to note that there were rewards given to people around this time. They raise certain questions which are difficult to answer. In the October 2001 communal riots a reinforced cement concrete mosque in Karachgavan was blown up ala Babri moque minarets. The Patil commission report also confirms it. In their investigation into 2006 blasts case the police again reached Galna shivar near Karachgavan. They seized soil from the farm of Ratan Sajan Aher which was found to contain RDX. In the same way the soil from Dr Riyaz’ also contained RDX. The farm hand of the doctor left work after the explosion. He was rewarded government land. The police did not inquire into the matter even when the two, Aher and the farm hand Sonowne, were said to be members of Jannta Raja, Bajrang Dal and VHP.
According to Dr Farog Magdumi the police had collected enough evidence in this regard by October 17, 2006. It is was in this context of exchange of money and property that the police had called the RSS sympathizer and billionaire yarn merchant Mahesh Patodia to Killa police station for questioning. Members of the saffron parties and groups forced the police to release Patodia and there the track became cold. This aggressive display of pressure to have the tycoon released changed the course of investigation altogether.
In 2008 blast case Purohit is believed to have sourced money from the Secret Service Fund for anti terrorist activity floated by the Indian army of which he was in charge of in the intelligence wing. Within a week of his arrest it came out that he had spent 14 lakh rupees of it. Some fund also came from private source through Raikar, Apte, Bharat Riteshwar, Aseemanand, etc. some of the members of the terrorist group like Sudhakar Chaturvedi, Sameer Kulkarni were paid salay monthly.
There are clear indications that Abhnav Bharat and the RSS had huge amount of money. The terror fund at their disposal became the bone of contention. Aseemanand mentions one incident which illustrates it graphically: “When I said that everyone was sitting quiet and not taking action (against attacks on temples), Dange told me to keep quiet. Later, I realized that I had refused to give money to Dange and Sadhvi Pragya, therefore Dange had said this.” Dange was responsible for procuring chemicals for Samjhauta blast.
Sunil Joshi and others in the Sangh Parivar have clearly demarcated that there is division of labour which runs the Hindutva juggernaut of terror. There are those who get money from donors, for example saffron robed holy men liken Aseemanand. Second group is that of the technicians who get the chemicals and gunpowder and other materials to assemble bombs. The third group carries the bombs and detonates them. To carry out this huge work they require many people. The less they know each other the better for security. But when the funds are misappropriated there is chance of things going up in the air. For example Purohit took four lakh rupees from Abhinav Bharat treasurer Ajay Rahirkar and bought a flat in Nasik. He also gifted away one lakh rupees to his sister Vasanti. Venkatesh Takalki or Praveen Mutalik invested three lakh into a SIM card shop in Gokak, Karnataka from where he was arrested after the arrest of Purohit.
Abhinav Bharat also paid Sameer Kulkarni a regular salary of four thousand rupees. The funds were collected from donations within the country and also from abroad.

Lt Col Prasad Shrikant Purohit
Checkered education: matriculation from Abhinav Vidyalay, Pune, BCom from Barhan Maharashtra College, Pune, post graduation in catering, Pune and then finally Combined Defense Services course, Pune. As much a product of Pune as was Nathuram Godse. Most significant posting in army is Jammu and Kashmir 2000 to 2005 and February to September 2005 Deolali camp. The first gave him the provenance of RDX and the other recruiting grounds for his Abhinav Bharat. Simultaneously he was training youths of Abhinav Bharat in arms and explosives at Sinhgarh near Pune during such training he would stay at his residence at Shantisheela housing society near Law college road, Pune. A day after his arrest the defence minister of India Mr Antony remarked that the army would go to the root of the September 29, 2008 bomb blast in Malegaon.
However, there is no sign of this having been achieved except after one and half years of inquiry the army says its stock of RDX is intact! The 60 kilos of RDX Purohit stole from the army is the Holy Grail which the sleuths and journalists are after. Either Praveen Togadia or Dyanand Pandey allegedly used their high profile to make Purohit the repository of the stolen RDX. Ominous to note is also the fact that a senior-ranked military officer knew before hand what Purohit was doing and as in the case of the RDX the army has failed to identify him! More ominous to note is that how much had Purohit taken from the military’s Secret Service Fund. He is known to have 14 lakh rupees according to the earliest report of cash changing hands in the 2008 Malegaon blasts. The search for the Holy Grail ends at the precinct of the forbidden territory of the army. On these three accounts the people of this wonderful democracy will have to wait as even the writ of RTI does not run there.
In the larger context of terrorism in India it is relevant to note that Purohit was in touch with Dyanand Pandey as the latter was in contact with Bhupender Singh and Rajive Sharma. Both were members of Bajrang Dal who had blown themselves up on August 24, 2008. Such was the terrific explosion that the senior most officer in the police there remarked that there was so much of RDX that it would have blown half of Kanpur to smithereens! Quite true in view of the fact that in addition to 60 kilos of RDX from the army Purohit must have also sourced the explosives with Shanker Shelke in a village not far from Pune and much closer to the artillery cantonment of Ahmedager who had 195 kilos of it when he committed suicide soon after 2006 Malegaon blasts. The police commissioner of Thane who knew Ahmednager had said that the Malegaon blasts were connected to the arms haul from Shelke’s scrap-yard. First Shelke disappeared after the blasts and two days later hanged himself. A pertinent question to ask all the while is that Purohit also helped others to get arms with bogus documents. Those who die while handling explosives like the ones from Nanded and Kanpure die accidentally and those who pose threat meet other ends. Another person who reportedly killed himself is Pervez Azhar of Malegaon who reportedly had seen the bomb planter! Were these killed and passed off as suicides? Again the trail of Holy Grail ends there.
So it also does with two pathologies. One is on Mamledargalli attached to the clinic of Dr Bipin Parekh, a child specialist, whose phone number was found in the cell phone of Sadhvi Pragyasingh Thakur. Abrar Ahmed has also named Parekh in his affidavit submitted to the MOCOCA judge YD Shinde as one of the conspirators behind the blasts of 2006. The police took no action against Parekh. In fact gave him clean chit. Grapevine has it that the Sadhvi had stayed at his clinic and visited the adjoining Bhiku chowk as a part of reconnaissance. This allegation needs thorough probe and the courts will have to vet the evidence. The other pathology laboratory has a basement located at camp road from where live RDX bombs, used and unused along with guns were seized in April 2008. What happened to that? Was the gun the one which Rakesh Dhawde and Purohit had procured? For what purpose were they obtained when the bombs themselves were so disastrous in effect?
This is also a perennial mystery. The recce made by accused Muslims are made banner headlines! When the police fail to substantiate the innocents are set free, look at Ansari Faheem. How many of us hear that in the case of 2006 Malegaon blasts a whole group had come to do recce on the pretext of searching a girl for marriage around the neighbourhood of the sites of bomb blasts. In 2008 there was much better planning, the Sadhvi could not have just come to only attend a sermon of a Hindu priest as the police would pretend to believe! The meticulous planning at Bhonsla military school, Nasik, Bhopal, Indore and Faridabad must have been quite meticulous.
Despite Dyanand Pandey being a very high profile person it is strange that the national convener of Bajrang Dal denies so categorically: “I am not even aware of this person. I don't know who he is. He is not a member of Bajrang Dal," said Prakash Sharma. Pandey and Purohit had spilled the beans even before first degree of torture, Sharma has not been even touched with a finger. Neither then nor till now has he been interrogated although he is the national convener of the most terrifying extremist Hindu organization. To what do we Indian masses owe such benevolence at gatis?
Purohit has also been engaged in camouflaging the reign of terror he and his associates had unleashed on Muslims. He got the name of Venkatesh Takalki changed to Praveen Mutalik to avoid detection. He had asked Tkalki to serf the net on bomb making. Purohit used different groups of RSS such as the Tigers in Karnataka.

Indresh Kumar
In the glaring inconsistencies of terrorism the nation is mute spectator to the case of Hindutva terror where the mastermind has been named but he is free and still walking with his head held high in public respect. Indresh Kumar was in close contact with the twelve members of what now is certainly the Indore module. This cell planted bombs and blew them in Malegaon 2006 and again 2008, Samjhauta express February 18 2007, Mecca mosque May 18 2007, Ajmer shrine October 11, 2007. Indresh Kumar was in contact with Ashok Berry and Ashok Vashney the two high level functionaries of the RSS. These two harbored the terrorists who attacked Ajmer Dargah and they also got accommodation for them in Lucknow. The two had also supplied SIM cards to the foot soldiers of Hindutva terrorism.
Vashney and Berry provided logistical support to Devendra Gupta in the attack on Mecca mosque of Hyderabad. Chain of command would naturally lead to the highest office holders of the RSS. Indresh Kumar has been named. What the investigation officers have found out is not revealed.
The police interrogated Gupta, Vashney and Berry together. They knew each other and had individually visited Kanpur, Ayodhya, and Faizabad.
Indresh Kumar and Pragya Singh Thakur along with 7 others attended a meeting on October 31, 2005 at Jaipur. In that meeting he exhorted the group to commit radical acts. They should take shelter in religious organizations by becoming members to avoid suspicion when they commit radical acts, he so admonished them. The 806 pages charge sheet of Rajasthan ATS has named Indresh Kumar as a guilty person. But the police have not arrested him so far. The sections of IPC applied against the culprits are 302 (murder), 307 (attempt to murder), 120B (conspiracy) and 295 (injuring or defiling place of worship).
The investigating agencies have also not officially acknowledge that they have interrogated the RSS functionaries and have at time said they are keeping secret the names of the RSS activists involved in the blasts. But CNN-IBN claims it has documents available with it regarding this.
In the first week of July 2010 the RSS called a meeting of its high level functionaries at Delhi and also in Rajasthan. What transpired there is not revealed as is the tradition of the Freemason like secret organization. In contrast the police seem to know all about SIMI but still are unable to give credible evidence to the court. Every time there is some accusation against the RSS its spokesman is ready with denials. The other explanation that is ready up in the sleeve is that it is appeasement of the minority or conspiracy of the ruling party. To quote Indresh Kumar himself: "it is a political conspiracy against me. Investigating agencies have been misused. The present government protects the traitors and wages a war against patriots. I will fight this injustice in court". The investigation agencies have a moral obligation to the people to inform truly what they have found out. Indresh Kumar has not said anything beyond simply denying. Muslims dubbed as masterminds have been tortured and false confessions obtained and given to the media and their names sullied in the eye of the public at large but this seems to be altogether absent in the case of the Hindutva terrorists. Reams of paper have been printed with all kinds of detail. But the stoic silence in the case of Indresh Kumar is eerie. Ram Madhu, the spokes person of the RSS, is cold in the face.
However, the confession of Aseemanand clearly shows that Indresh Kumar was closely working with Sunil Joshi, Aseemanand and others to target the Muslims. That meeting at Valsad June 2006 is very credible proof of conspiracy to kill Muslims.
The most damning evidence against Indresh Kumar comes from Aseeanand. “In 2005 Indreshji who was a member of the RSS working committee met me. With him were high level RSS cadres. After an RSS meeting in Surat, they had come to Shabri Dham for a darshan. After that in Pumpa Sarovar, where the Shabari Kumbh was being organised, in a tent, we met Indreshji. At that time Sunil Joshi was also there. Indreshji told us that the work that we were doing – bomb for a bomb – was not our job. That RSS had given me instructions to work with the adivasis and that I should do as much only. He also said that what ‘you have been thinking, we have also been thinking on the same subject’. Sunil was given res¬ponsibility for this work. He said, whatever help Sunil requires, we will give him.
“I also came to know that Sunil Joshi, with Bharatbhai, had met Indreshji in Nagpur and Indreshji in front of Bharatbhai had given Sunil Rs 50,000.”
Despite this damning evidence, Praveen Togadia says it is the biggest political conspiracy to frame Indesh Kumar and the RSS.
The adage those who live by sword will die by sword holds some truth for conspirators. Those who live by conspiracy will die in conspiracy. If Indresh Kumar was present in conspiratorial meetings and caused blasts according to conspiracy, the conspiracies have overtaken him. Purohit believes that Indresh stymied support of the right wing Hindus to the King Gyanendra of Nepal. That resulted in the death of the common Hindus in Nepal. It is but natural that Indresh Kumar knew what his opponents in the right wing were doing and thought of liquidating them. Purohit thinks that it was Indresh Kumar who gave his name and that of Pragya Singh to the investigation agencies and got them arrested. This would be mother of all charges if proved to contain a grain of truth. Getting Sunil Joshi out of the way to wipe out trail that leads to Indresh Kumar was not as humongous as what Purohit alleges. No investigation agencies would put on record that it received tip from Indresh Kumar. By the way, even Purohit is no ordinary Hindutva member.
There is some kind of realignment of Hindutva forces which seem to be in a fratricidal mood to finish off the other. It also appeared at the time when the name of Bharat Riteshwar surfaced in the initial days of inquiry involving him. Did Bharatbhai also wait until he smelt the rat in the right wing Hindutva group to go for the kill?
Sardar Patel had blessed the marriage of Karan Singh with the princess of Nepal so that two Hindu majority countries would be closer in relationship. But now it turns out that other interests are more important than religion. The menace Maoists pose to India and Nepal is of a different kind. The Maoists have their survival at stake as far is their life and economy is concerned. They would fight for their bread rather than for religion. To Purohit and King Gyanendra religion is supreme and they would not mind going against even the most senior in the RSS hierarchy. Hence the genesis of Abhinav Bharat which has enough critical mass in its constitution to take on not only other Hindu groups but also the constitution of India and the constitutionally elected government. One of those who could see no future for himself or his organization in this was the executive member of the RSS, sahprachar pramukh Indresh Kumar. He might have also weighed carefully that supporting the Maoists in Nepal would amount to strengthening the Maoists at home, in Chattisgarh, West Bengal, and other states.
The conspiracy thickens with the hint that it was Pragya Singh who gave the name of Indresh Kumar to the investigators. Mutual suspicion is also wrecking the Hinduva group from within. Have the investigators a soft corner for the sadhvi and Indresh Kumar for tipping them against each other? They have not booked them as “wanted accused” in the Malegaon blasts cases. However, the two absconders Kalsangra and Dange are shown as “wanted accused.” Is this a hint on the dog eat dog competition within the parivar, the right wing joint family? BJP general secretary (organisation) Ram Lal, Kumar says that the charges against Indresh Kumar are a “huge conspiracy”.
The conspiracy must be quite awesome as Purohit took up the matter with the chief of the RSS Mohan Bhagwat at Jabalpur in Madhya Pradesh. He met Bhagwat and complained against Indresh Kumar. Indresh Kumar had let the Ekal Vidyalyas to Maoist for training. He was also responsible for floating the idea of dividing Jammu and Kashmir in three parts, Kashmir valley, Jammu and Ladhak. His opponents saw this as benefitting Pakistanis more than strengthening India in solving the dispute in that region. These are momentous issues and hence the conspiracy also is one of the gravest in free India. But those who assassinated Mahatma Gandh are capable of such conspiracies which now threaten to claim their life.

RDX
Those who call Malegaon by the acronym RDX miss the tragic situation in which 37 people lost their life and nearly three hundred were injured. Most of them were children or wretched beggars offering prayer on Friday which was also Shab-e-barat on September 8, 2006. They were in the rear of the faithful; children to rush out quickly and beggars to take position with their begging bowls as the faithful would leave instantly after the conclusion of the prayer. Little did they know what was in store for them! The woebegone injured beggar woman who dragged herself out of the gate of the cemetery had four children as she wailed just outside the gate.
They and indeed the local populace had never heard the acronym RDX. Many more would not know for some years to come until the arrest of Lt Col Srikant Prasad Purohit who confessed that he had given the RDX for 2008 blast. But it is now becoming clearer that the same stock must have also been used for the 2006 blasts. Swami Aseemanand confessed that Sunil Joshi was behind 2006 blast and just after Diwali of 2006 he went to meet the swami and told him that his men had done the 2006 explosion. Aseemanand was perplexed by the nine Muslims arrested but Joshi averred that it was his group that did it. “Sunil told me that our men did the blasts in Malegaon”.
The provenance of the RDX was the Jammu and Kashmir posting of Purohit. He was in Kupwara, Anantnag and Budgaon for five years from 2000 to 2005. He had stolen the RDX and transferred it to his flat in Pune, at Susmruti bungalow in Shantisheela society, off Law College Road.
The above address and the stocky towering personality of Purohit and the Bollywood pugnacity perhaps earned him the soubriquet of Mithun Chakervorty. Those who were involved in the Nanded blasts had received training from him and addressed him as ‘sir’ and called him by the name of the Hindi film hero. It was he who saw them off at the railway station. It was he who gave them the RDX. It was he who also trained them in assembling bombs.
Thus Pune was the hub of the terrorist activity and also the place from where they carried the deadly ingredients to make the bombs.
There was an interesting footage shown on Zee/Aaj Tak in the early parts of the night of September 8, 2006. A rickshaw driver came before the camera and said that two passengers had alighted from a bus that had come from Malegaon. The two talked about the explosions which they said was meant for the midnight. The crowd in the night at the graveyard would be many times bigger than the midday of Shab-e-barat. Till today nobody and not least the investigation agencies bothered to pay heed to this footage.
The greater casualty expected of the night timing shows that the two passengers knew the deadly mix of RDX.
Chapter 12
Stereotyping the image of Malegaon
As a town with sizable Muslim population Malegaon has been the victim of being maligned as a chota (small) Pakistan. Although a handful families may have relatives who went to Pakistan at the time of the partition but many from the majority community have some misgivings about the Muslims. However this does not include those who know the pulse of the people of Malegaon. Mostly outsiders who migrated to the place began to look at the local Muslims askance.
In fact even the mainstream newspapers have had the same bias and dislike. One such headlines a report on the next day of the bomb blasts of 2006: “Malegaon has many acronyms: SIMI, LeT, RDX.” This is simply rubbish as two home ministers of Maharashtra Chagan Bhujbal and RR Patil set in the fashion of going after Students Islamic Movement of India even when the presence of this organization was miniscule in the town. Overwhelming majority of the college going youths had hardly heard of it at all. Banning SIMI was like banning a film, making it famous and arousing curiosity in the people about it. Those associated with school and college education can verify it easily, either Hindus or Muslims.
There is no definite proof that anyone associated with LeT is from Malegaon. The people began to taste on their tongue the strange acronym RDX only when reports started appearing in the news papers about the blasts. However, the reporter of Times News Service must have had a fertile imagination to have cooked up what was not there. He has acquired the distinguished place in Shakespeare’s world of having reporters and news editors included along with the poets, the lovers and the mad men who have imagination.
There is some much generalized inference which is not based on facts. For example the news paper reports that the seizure of arms including RDX in May from an electric shop in Malegaon “accentuated the stigma of terror town.” The recovery of RDX and the press conference called miles away have raised more doubts than were there. There was no panchnama or registration done on the spot in which case the police should have called senior and respected people from the neighbourhood to witness it. This was not done. The Maulana who appeared at the press conference was the man who became MLA four years later, Mufti Ismail. He did not go to the place of the seizure of RDX but to the press conference held far away and within such a short notice that people doubt the authenticity of the procedure.
Furthermore, the report in the news paper says that there are many Bangladeshis in Malegaon! Even today the Bangladeshis are nowhere in sight. Majority of the Muslims migrated to Malegaon in the aftermath of the first freedom struggle of 1857. They were from UP and therefore it is incorrect to say that the Biharis are the next component of the population of Muslims in Malegaon. Another misconception is prospects in marriage. Interestingly it is reported that those who planted the bombs at the graveyard did reccee pretending to looking for a suitable girl for marriage. If some families are queasy about marrying their daughters to people in Malegaon the reason cannot be SIMI, or the other acronyms of LeT or RDX. Soon after the blasts on September 8, 2006 there was post-Id marriage season. Plenty of brides descended on Malegaon and started a new life. It has not stopped even after one more terror attack. Muslims all over India and not just in Maharashtra were anxious to see what was happening in the name of fighting terror. History has proved that their fear was justified as they were made victims of terror practiced by those who were not Muslims but extremists among Hindus. To the ordinary person in the streets of the town the reporter’s statement is ridiculous: “Locals found that families from other parts of the state were nervous about marrying their daughter into Malegaon, a place now marked by the acronyms of SIMI, Let, RDX.” How could he imagine that such a huge transformation took place overnight when he wrote in on September 9, 2006?
Even more sweeping is the report titled ‘Once upon a time in Malegaon’(TNN, Sep 10, 2006). The writer does not distinguish humans and animals in Malegaon: “For the human inhabitants of this place whose demarcation from other species is not a municipal success yet, it is a failed town built around melancholic power looms set up by Muslims who had fled after the sepoy munity.”
“With no clear prospects today and nowhere else to go, young men here have a haunting look of being stranded. Fodder for terror, experts says (sic). It was always like this in Malegaon, delicately on the edge, where life unfolds everyday as though something bad is going to happen.”
“As it did on Friday when bombs went off outside a mosque disturbing the sigh of a graveyard.”
Most objectionable is: the paper viewing in the words of its reporter all the young people as ‘fodder for terror’. It assumes that someone is using them as fodder. From the hindsight of today this is not only derogatory but also supportive of the nefarious inference that the people here are good for nothing and hence it is a ‘failed town’. The nine youths Noorul Huda Shamshudduha (26), Shabbir Ahmed Masiullah (39), Raees Ahmed Mansuri (33), Dr Salman Farsi (38), Dr Farooq Magdumi (36), Mohammad Ali Shaikh (40), Asif Khan Bashir Khan (33), Abrar Ahmed (36) and Mohammad Zahid Ansari (29)are far from that description. Dr Magdumi was a successful doctor, son of a mathematics teacher, brother of a doctor sister with MBBS and a doctor brother with MD from Bombay University. During his stay in prison he has learnt law and has registered himself for a PhD. Could such a family fail Malegaon? Zahid was an imam in Phoolsanghvi in Yawatmal district. He not only performed his duties there when the bombs went off far from his village but also taught young children in his madrasa. His father is also a teacher. There is no criminal record whatsoever of either Magdumi or the imam. Dr Salman Farsi was also a practicing doctor busy with his patients until the police stopped his practice. By what standard are these fodders for terror? Another falsely accused and wrongfully arrested is Noorulhoda. He is the grandson of a Muslim cleric known for his austerity. He is well conversant with Arabic and he has offered to teach Arabic to others in the prison. Everyone in his family works seven days a week to eke out existence. Where are the time, resources and energy for terror when they are so industrious?
Their wrongful arrest and the bad name given to the town have undone the town. The town is still teeming with power looms and there is absolutely no melancholic look on any one’s face, least of all the weavers. A visit to a power loom shed would reveal that the weavers are often hilarious or busy attending the machine. A former collector, Mr Gajbijhe, of Nasik district under which Malegaon comes expressed his amazement. He was wonderstruck that the people do not take government loan and yet run power looms so well.
One such was Shafiq Ahmed Saleem who declined to take a cheque from Mrs Sonia Gandhi, as a relief for his son who was killed in the blasts in Mushawarat chowk. The power loom owner’s son had sought admission for MBBS in China and was soon to go there for education. Shafiq had told Mrs Gandhi that the town badly needs good hospitals to care for the wounded and sick, better roads should be built. Can such people be fodders of terror that would make their town a failed town?
Rather they are the hard working citizenry of which any nation would be proud of.
The three days beginning with Friday September 8 were hectic. The first day was marked with bloodshed and hurry to rush the dead and the injured to hospitals. The second dawned with funeral processions of the dead. Later in the day Mrs Sonia Gandhi and other leaders came to the town. The third day also saw funeral ceremonies in the graveyard where the victims had breathed their last and press meetings, etc. On Saturday there was a tense situation. As many as five Muslim grieving families refused to accept government compensation for their dead. Their anger was at the sorry condition caused by the lack of medical facilities which had aggravated the situation. The people were running from pillar to post in search of emergency medical help to treat the injured and the dying. The municipal hospitals were bereft of any and the private hospitals were inadequate to meet the dire necessity of treating more than two hundred injured. Many of them were serious and had to be rushed to Dhulia(60 km away) or Nashik (120km away). The relatives were worked up and their agitation was palpable as voices rose and emotions choked their anger to articulate their feeling. Home Minister Shivraj Patil midway rose and concluded the meeting and Mrs Gandhi left with a truly disturbed face at the way the public turned their anger at the leaders like the CM Vilasrao Deshmukh for neglecting the development of the town. A reporter covering the meeting described the chaos and confusion as “uprising”. (Malegaon victims target CM.TNN Sept 10 2006)
An “uprising” is a rebellion against authority or revolt against the government. Mere not accepting the relief cheques and complaining against the failure of the government to implement development schemes in the town is not tantamount to even the recent situation of Gujjars blocking trains and attacking government offices to demand reservation. This latter has not been dubbed uprising anywhere despite the violent situation. Or the people of Jammu blocking roads leading to Kashmir and mauling drivers and burning their trucks in 2008 has been anything less than that.
Thus Malegaon suffered because of the identity of its population.
Even the custodians of law were mired in their dereliction of duty.
ATS Maharashrta chief KP Raghuvanshi told TOI that he would enforce law and order so that there is no “subversive activity in the region.”(ATS team to keep tab in Malegaon. TNN September 10, 2006). What he uttered subsequently qualifies what subversive activities he had in mind. Inadvertently he did a good thing when he said his team would study communal clashes of the past and terror-related activities in Malegaon. He became the first person (that, too, a police chief) to equate communalism with terrorism. Till today India has not recognized that communalism and communal riots are terrorist acts.
If the Supreme Court can order release of Dr Binayak Sen on the ground that his sympathy for the Maoists is not subversion then can we still blare out that taking out procession to denounce the US for its attack on Afghanistan or Iraq or the genocide of Bosnian Muslims secession? That was what some did in a public protest called by the former MLA Nihal Ahmed. Accused number one, Noorulhodha, was in the procession. Hell broke loose upon him just for that. His undergoing torture in prison is the reason why organizations like Amnesty came into existence. He was made to visit police station again and again and was under police scrutiny and watch even when the bombs went off after Friday prayer. He performed prayers in a mosque adjoining the lane in which his house is located far away from the ground zero. Even so the police said in their charge sheet that he planted one of the bombs.
What is more, the famous female forensic expert in Banglore coaxed him to toe the police line when she did not find anything criminal in the narco test. “During the test, I was given electric shocks. I was beaten so much on my ears and forehead that I still feel the pain in my brain nerves and bones of the chest. Bangalore lady doctor Malini told me “speak up what police is asking you to say; otherwise they would implicate you in two or three more such cases.” She too was threatening in the same way and on my repeated refusal she used to give me electric shocks on my ears.” What else is this if not subversion of justice? So the question what does ATS chief understand by ‘subversive activity’ in Malegaon?
Malegaon cannot be clubbed with the areas infested by the Maoists or the Ulfa or Kashmiri militants. This subtle difference is lost on the ATS. Even then Raghuvansi believes that the locals are behind the blasts. You can awaken a sleeping man but can’t awaken the one pretending to be asleep. Therefore Raghuvanshi had invited Lt Col Srikant Prasad Purohit to lecture ATS on anti terror strategy and the world knows what happened. He went after the natives while those who blew the bombs were from faraway places, Dewas in Madhya Pradesh, Gokak in Karnataka, Pune, Indore, and so on. Who led to this sorry pass? Who are the real subversives?

Yogi Adityanath
Gorakhpur is where the extremist Hindutva leader and Member of Parliament, Yogi Adityanath, lives. He is still defiant though Bbaratbhai Rateshwar has also named him in connection with bomb blasts. Sunil Joshi had stayed in the house of the yogi of Gorakhpur. He is deeply involved in the conspiracy of carrying out bomb explosions against the Muslims across the country. And like those directly involved in terrorism (Purohit, for instance) he also wields power and is connected to the Intelligence Bureau. Amaresh Misra writes about him and his town: “Now comes the news that the IB has set-up training camps in Gorakhpur, where it trains criminals—and then uses them to kill Muslim under-trials. The name of Chota Rajan is used as a convenient scapegoat. It is in this manner that dozens of accused in the 1993 Mumbai bomb blasts, several other such accused in other cases, Muslim businessmen and men of influence have been eliminated on a systematic basis in Maharashtra. The latest in the long list of victims killed allegedly by IB is Shahid Azmi, the lawyer defending the accused of the 2006 Mumbai train blasts. Shahid had hit upon evidence which proved the innocence of the accused—and that is why he was bumped off, again by criminals with Nepal-Gorakhpur links!” ( The Curious Case of David Coleman Headley Amaresh Misra). The more recent attack on the driver of Iqbal Kaskar in Bhendi Bazaar of Mumbai is a work of Chota Rajan at the behest of IB. That so called premier intelligence agency wanted to ferret out Dawood Ibrahim in the aftermath of the assassination of Osama bin Laden. This gamut of terror activities leaves no doubt in the mind regarding the difference between a Member of Parliament, a legally constituted intelligence agencies and the underworld dons. Nay, there is a difference the saffron clad Yogi, the saffronized intelligence agency and the don are accorded recognition and respect!
Curiously enough Dr RP Singh and Yogi Adityanath have not been detained even for questioning despite the fact that Sunil Joshi had spent sometimes in the Yogi’s house during a visit to Gorakhpur. The doctor has gone on record saying that he carried a can of kerosene to burn alive no other than the vice president of India, Hamid Ansari.
The Yogi’s Gorakhmath has changed from its focus on the atrocity in the name of casteism to open hostility and violence against the Muslims. He has also called for disfranchising the Muslims. His supporters have caused riots in the town recently. He shares with Dr RP Singh a mien that is unrepentant and overbearing. He held out a threat to the ATS of severe retaliation if they tried to frame him. ."If the move is politically motivated, I would retaliate firmly and strongly." In view of this kind of aggressive nature and palpable threat to the officers, the nine accused in Malegaon 2006 were not only meek but innocent. Till today there is no proof that Sunil Joshi did not visit and stay with Adityanath in the MP’s house in Gorakhpur. Adityanath is no better than others because he is a criminal by association. A man is (and should be) known by the company he keeps.

Sadhvi Pragyasingh Thakur
Sadhvi Pragyasingh Thakur has remained as aggressive as she ever was. She assails jail and hospital staff and tries to have her way as much as she could or the authorities could humour her wayward fancy. On April 25 2011, she had to appear in court at Dewas in Madhya Pardesh. She is charged with the murder of Sunil Joshi who allegedly masterminded Malegaon 2006 bomb blasts, Samjhauta express bombing of 2007, Mecca mosque attack of May 2007as well as Ajmer shrine bomb explosion 2007.
She is a tomboy girl for which Lt Col Purohit has given her the nom de guerre Mr. Singh. Mr. Singh had already sung under detention. That had alarmed Purohit who had alerted Major Ramesh Upadhya about it. But now she is singing a different tune. She is mentally cracking up. What is the reason for her psychological disintegration may reveal many other trends. One that she was attached to her ancestral land of Bhind which is near Dewas and she wanted to be there. She did not want to be taken to Mumbai again. But more than that, she was piqued by the ‘indifference’ of the government of MP. She like many from there had taken for granted that the Hindu party BJP-ruled state would stand by her. The state has already gone beyond its limits in not letting the National Investigation Agency have the case. The cultural town of Indore is supposed to be the citadel of terrorism. In a similar way is the city of Pune where lived “Mithun Chakervarthy’. Himani Savarkar, Purohit, Upadhy, Dhawde,etc. At the Indore airport on the morning of April 26, the sadhvi wept and cried. But there was a surge notable when she blamed Sonia Gandhi, Digvijay Singh, Sharad Pawar and Hemant Karkare for her plight! "I have no hand either in the Malegaon blast or the Sunil Joshi murder. It is Sonia Gandhi, Digvijay Singh, Sharad Pawar and Hemant Karkare who conspired it. There should be 120 B (conspiratory)(sic) act against them and they sent behind bars."
She is willfully persisting in malingering as the judge recorded her statement during the hearing of the court he conducted in her ambulance. A team of doctors from Delhi descended to check her and found her hale and hearty. Even so she remained lying in the bed with wheels. This type of treatment sharply contrasts with that of the nine Muslims accused in the Malegaon 2006 case. At one time when they were shifted to Ratnagiri jail from Mumbai a son saw his prisoner father whose head the police had so severely injured that he could see the blood and the raw wound. Another prisoner had his leg broken. In the case of Pragya she wished Ayurvedic treatment and was admitted in JJ Hospital. She spent two and half years there just relaxing as the allopath doctors had a free time. Then she was hauled in mattress and stretcher on April 24 and rushed to Bombay Central railway station. Such was the hurly burly there that the police reached the platform as the train was leaving. They shouted at the passengers to pull the chain to stop the train. Then they boarded. All this hustle and bustle must have been really exasperating to one who had been recuperating for so long. India has distinguished herself for having big ones admitted to hospitals after their arrest, to cool their heels there, rest from furies of revenge or accusation or be ensconced within the high level of security arrangement thrown around them away from the madding crowd. This has already irked people of discipline like Purohit. Her most pertinent observation is that people who are ‘believers’ will help her and her cause and those who do not ‘believe’ will be a nuisance. She sings in yet another different tune of bonding.
She claimed "I am a true patriotic person." This is the same mindset of which Dr Samuel Johnson said that patriotism is the last refuge of the scoundrel. But she also called MP government of the Hindu party "inefficient". Her reason is also stock response of the scoundrels. Even when the BJP in MP is leaving no one in doubt of the hidden saffron agenda thriving and gaining more grounds there she still has the cheeks to say that the government is ‘inefficient’ "that is why instead of catching the real culprits they are framing sadhus and sants (holy people)".

Shuffling of investigation
There is a shuffling of the Malegaon 2006 bomb blasts case from Malegaon police to ATS and then to CBI and then to NIA. This is as of now! The door seems to be open for some more agencies investigating the case as the home minister of India has reservation on the status of NIA!
In the initial days the ATS took over from Malegaon police. When the CBI took the charge of investigating the case on December 21, 2006, ATS submitted its charge sheet on the next day, December 22. This shuffling was a great waste of time as it would become clear soon. The ATS charge sheets run into 2, 200 pages and was prepared by the Joint director of ATS Subodh Kumar Jaiswal. He is now with the Research and Analysis Wing.
There is a can of worms that opens to anyone who looks into the bona fide of Jaiswal. He along with Rajwardhan and Sachin Kadam went to meet Abrar Ahmed, then a state approver. Abrar turned hostile later on. He submitted his affidavit on April18, 2009 to the court in which he narrates what the three officers told him. They came to meet him on September 1, 2008 about a month after Hemant Karkare took charge of the office of ATS. They assured him that in two months time they would bail him out of prison. Abrar reproached them that they had falsely implicated him in the case. He called it deception. Then they told him that they had a mission of theirs which would end in about two and half months. Then those who have come in their path would be eliminated. Those obstructionists have started changing the findings of the investigation and charge sheet the ATS has been preparing. This reflects very badly on the Joint director of ATS and the other two. The full import of it would be that Hemant Karkare was in charge of the ATS and that he had begun unearthing the real culprits behind 2006.
If Jaiswal is shifted after this to RAW does it mean that he is working on the same case in view of the foreign policy. National Security Advisor RK Narayanan had done the same in the case of the Samjhauta Express. The Haryana police were on the right track but he scuttled it. Only Pakistan must be seen to be the home of all terrorists and all terror attacks within India must be traced to Pakistan and not to Hindutva hard core groups in Indore, Pune, or Shabri Dham in Gujarat. Truly identifying them to cultural nationalism of India the RSS and those of that mindset refuse to believe that Hindus also can be terrorists!
Thus the angst of all inquiry is: stagger and obstruct by shuffling investigations. When the SC asked CBI what they had found in 2006 case of Malegaon they told the court that they had not found anything new. And yet they are entrusted over again to investigate.
Hemant Karkare had already explored the grounds traversed by Hindutva terror when he started investigating Malegaon 2008 blast and came upon not only Mecca mosque attack in Hyderabad but also the involvement of the same group in the case of the Samjhauta expess. The most important discoveries he made were that he had not found anything against Students Islamic Movement of India involvement in terrorism, that Hindutva terrorists were behind Malegaon 2008 blast and the involvement of the Indian army was there but also much deeper. It was for this he was summoned to Delhi where he was asked questions by the Military Intelligence officers, Intelligence Bureau and the National Security Advisor RK Narayanan. But he also met the American diplomatic senior officer and expressed his apprehension about the safety and security of his family and himself. Before he had left Mumbai for Delhi he was disturbed by ‘the politics of terror’ as he put it to the interviewers of Indian Express newspaper. What happened on his returned is history.
This ground breaking investigation in terror gave a red signal to Maharashtra police including Anti Terrorist Squad. Subodh Kumar Jaiswal, joint director of ATS, Sachin Kadam of ATS and the additional SP of Malegaon Rajwardhan were alarmed. They belonged to a coterie which had a “mission” to finish off Karkare as he was changing their findings. So far there is no definite news about it except what Abrar Ahmed says in his affidavit to the MOCOCA court.
But if it were found to be true in further investigation of Malegaon 2006 it would stun the nation even more than the confession of Aseemanand. Jaiswal has since moved to R&AW and there is likelihood that that awesome agency may be connected to the conduct of the investigation into Malegaon 2006. That has made many in the world sit up and take note of the tergiversation India is going through in its so called fight against terror. The kind of equivocation that surrounds Hindutva terror or saffron terror has refused to die down. Hence, the fear that the next resurgence of BJP and its coming to power may alter India altogether. The king can do no wrong!
Chapter 16
Unresolved questions
Lt Col Srikant Purohit was arrested on November 4, 2008. Within a short time it became clear that a senior rank military officer was also involved in Malegaon September 29, 2008 blast. There was also a leader in Delhi involved in it. It also came out that Purohit was in contact with Rajiv Misra/Sharma and Bhpender Singh who were Bajrang Dal activists in Kanpur. There was a bomb explosion that killed the two in August 2008. The deceased had regularly spoken to two persons in Mumbai. Till today these matters have not been resolved. The Kanpur blast was so terrific that it could have destroyed half of the city according to the commissioner of police there. The obvious suspicion that surrounds the situation of Purohit’s arrest and his contact with Bhupender Singh and Rajiv Misra is whether the RDX used in Kanpur had been supplied by Purohit. If he had stolen 60 kilos of it and give five for Malegaon 2006 and gave some to a man called ‘Bhagwan’ for Samjhauta, there was enough left for other targets. This despite the assertion of the army till now that its stock of RDX is intact!
Around the time the police had arrested Sudhakar Chaturvedi for having false ID card they wanted to know if he was connected with Malegaon blast of 2008. It soon became known that the bomb he assembled in a room of Deolali had RDX. The proximity of the two events of August in Kanpur and September in Malegaon would make one infer that there indeed was some connection.
The Matunga police had caught Chaturvedi for a fake ID which he used to obtain a gun. Purohit was involved in all these as the fake ID was of Indian army. Simultaneously the police also interrogated a child specialist (Dr Bipin Parekh) whose cell number was found in the phone of Pragya Singh Thakur. However the police gave him clean chit.
It is but natural to recall that Abrar accused in 2006 had named Parekh in his affidavit of April 18, 2009. All this links the two blasts of Malegaon of 2006 and 2008 with each other and also with Kanpur. It is also reported though not confirmed formally that Parekh closed his clinic when Hemant Karkare was busy inquiring the case. He reopened the clinic soon after the assassination of Karkare. Later on he tried to hang himself and was admitted in the same hospital where Abrar had overheard on September 8, 2006 that Hindus had caused the 2006 blast. Parekh gave the reason of his attempted suicide the separation of his son who had gone to the US for education or job. However the MOCOCA court judge Mr Yatin Shinde did not take the affidavit on record. Reacting to the question of a reporter a senior police officer reportedly said that Parekh was in contact with the sadhvi for religious purpose. This issue is also not resolved.
There are many such cases as the fake beard that came off the chin of a man killed in the cemetery. It is obvious that some such may remain shrouded in mystery but most of them would be resolved in the days to come if the sleuths really mean business this time, viz. unearthing the conspiracy and what happened.
Chapter 17
Vande Matrum
The year two thousand and six was the year of centenary of the legendary song Vande Matrum of the freedom movement. It is part of the novel which the Bengali writer Bankam Chand Chatterjee wrote, “Anand Math”. His novel is about the struggle a Hindu woman makes against the cruelty of the Muslim nawab of Bengal. Muslims have consistently objected to the song and there was a fatwa issued against it (Times of India, June 8, 2006). The song visualizes the land of India as a god to be worshipped. Islam forbids idolatry. The lines that offend to the believers are: “Every image made divine/In our temple is but thine./ Durga Lakshmi bow to thee.”
People are intensely aware that the song has always been a contentious issue. Prabhuta Kanishwar aged 92 in 2006 said that there was controversy in 1930 too when she was in school where Muslim girls also studied. “There were Muslims girls too with me on the day we sang Vande Matrum. It was the fervor to sing the national song that bound us. I am extremely sad that today the same song has divided people.”(Vande created controversy in 1930, too. TOI September 1, 2006). This shows that in September 2006 the atmosphere was communally vitiated and disturbed by the controversy over the song.
The controversy over the song came handy for the extreme Hindu groups to terrorize and take revenge against the Muslims. Swami Aseemanand had settled in the Dangs area of Gujarat and went hammer and tongs against the Muslims and Christian missionaries. “We have to be very aggressive to protect our centuries-old religion, which is under threat from Muslims militants and Christian missionaries” (int ka jawab denge pather se” ). “If attacked with bricks we will reply by stones.” One of those who heard him then was Ramesh Choudhary of Always, the centre of the Dangs. He recalled: “He (Aseemanand) was very aggressive) and used to urge people to fight the jihadis and the missionaries.. (eye for an eye was Swami’s war cry at Dangs. HT, January 7, 2011).
Why was September 8, 2006 chosen for attack on Muslims? For quite sometimes there were many in the camp area in Malegaon who had hung posters and pasted bills which obviously said that those who want to live in India must sing Vande Matrum. In Hindi the intimidating tone of the imperative is very clear: bharat men rahna hai to vande matrum kahna hoga. The one hundred anniversary of the song was celebrated on the eve of the bomb blasts. There was mahaarti pooja and the local MLA Dada Bhuse was also present at the Mosom bridge temple.

Role of police in initiating riots as well as framing Muslims in bomb blasts
November 3, 2006 was a Friday, another such as the one of September 8 which shattered the life of the people of Malegaon. There was an important meeting that took place in Ansar jamat khana presided over by advocate Khalil Ahmed of Janta Dal. The meeting endorsed the strike call for November 14 to protest against police framing Muslim youths in the bomb blasts that took place eight Fridays earlier.
The most crucial part of the meeting is the consensus that the police arrested 9 accused whom the people in the town firmly believed to be innocent. One of the speakers said this diverted attention from the real culprits. Javid Anwar further revealed that a retired army officer of Poona had trained extremists of the majority community in bomb making and in the use of arms. But the police have not so far taken any notice of it. (Poona ke ek retired faugi ne firka parast Hinduon ko bum sazi bum banane aur islaha chalane ki training di. Lekin aaj tak Maharashtra ki police ne is taraf tawaje na dey saki) (Han! Han! Police ne Malegaon bum dhamakon men be gunha afrad to giraftar kiya hai aur hum 14 November ko apni zimme dari par band rakhen gey. Discipline Novermber 4, 2006). This is one of the earliest lead to Abhinav Bharat’s Major Ramesh Upadhya. The second crucial hint was what Janta Dal leader Nihal Ahmed remarked. He said as long as long as a police officer like Raj Vardhan is the Superintendant of Malegaon or is around here democracy will be murdered. (jab tak Raj Vardhan jaisa officer is saher aur zille men rahe ga jamhooriyat ka khun hota rahey ga.) This would imply that people are important in democracy and if innocent people are implicated and imprisoned as the nine accused in Malegaon blasts case democracy will not be allowed to thrive. This is a premonition of sorts as Purohit, Upadhya and their ilk did not care a hoot for democracy as they valued autocratic Hindu rashtra more.
Had the police been without bias and scientific and objective these two points of the meeting could have led to the arrest of the real bombers of 2006. But when did the police have so much brain to do research and act impartially? But Hemant Karkare changed all that albeit for a while!
The preceding days of blasts of 2006 are very important as they contain very vital clues. A scrutiny of them would reveal the proactive role of the police in 2006. Abrar Ahmad was full of apprehension that something terrible would happen soon. Why did this premonition so overwhelm him that it necessitated a meeting at the house of his uncle in which his father and lawyers and the police took part? What does the intelligence report on this say?
More important: when did the police know at their earliest that bombs had exploded? News reports say that Vijay Salasker the famed encounter specialist was at the Kurla police station at 1.45 pm on September 8, 2006. The news of the explosion made him shout that the Hindus have reacted now! It was Salaskar’s wife who said that Ajmal Kasab should be hanged publicly. This shows the family was prejudicial in their view of Muslims and gives credence to the newspaper report of Salaskar’s reaction. How far did the police force in Maharashtra know the truth of 2006?

Turning table on the RSS
As the Rajasthan Anti Terrorist Squad has mentioned Indresh Kumar’s involvement in the Ajmer shrine bomb attack and many other pracharaks and associates of the RSS like Ramji Kalsangra, Sandeep Dange, Ashok Vashney and Ashok Berry, Swami Aseemanand have been found to be involved in terrorist acts, have the Muslims the right to self defense? Even legally they cannot think of it.
But then the RSS is allowed a free hand in this. They are well armed and display their weapons and fire them in the air. They say that they do it to defend India from its enemies. Can the Muslims also defend India in the same way?
Unless the government is even handed in this matter there is bound to be difficulties when it comes to fighting terror.
In Aligarh on November 18, 2010 at the time of Dassera the cadres of RSS fired their guns in the air on a public ground. The children in the gathering of the cadets searched for the spent bullets.
Just a month over after this show Swami Aseemanand mentioned that in a conspiracy meeting in June 2006 he suggested Aligarh as a target of bombing Muslim youths as the university campus there is always teeming with them. Should the Muslims there take this a hint and arm themselves for self defence? If not, why? More than a 121 Muslims were killed in the terrorist attacks in Malegaon, Hyderabad Mecca mosque, Ajmer shrine, Modasa, etc.
Muslims also have historic record that show that the RSS wanted to eliminate them from the erstwhile Central Provinces and no other than Guru Golwalker was behind it and he enjoyed the patronage of GB Pant, the chief minister. The RSS has created its dreadful armed wing Bajrang Dal exclusively devoted to violently confront the minorities. If these apprehensions of the Muslims and other minorities are not addressed and removed and rule of law reestablished what chances have the Muslims of survival in India? Even the corruption free India that Anna Hazare would usher in would let a chief minister conduct pogroms against Muslims and continue to administer the state ‘efficiently’—the kind of devotion and efficiency he imbibed when he was a pracharak himself in khaki shorts and black cap and a stick in hand.
These serious thoughts Muslims have have been weighing in their minds in this new world order of fighting terror. One of the nine accused in 2006 blasts is Shabbir Masiullah who learnt judo karate to defend him. Does his learning this martial art a serious threat to Hindu society? What chances can judo karate have in the face of the bombs the RSS members explode and the guns they fire? In the meantime the steady improvement in the making of deadly bombs for terrorist attacks has jumped up!
Chapter 20
“Noor”
The first person the police arrested in 2006 bomb blasts in Malegaon was Noorulhoda but he proved not be the “Noor” police were in search of. That “Noor” had got two rooms reserved in Ashoka Lodge. Ashoka is cheek by jowl from the two cycle shops Satish and Santosh cycles from where the new cycles were procured.
He was picked up for taking part in the march on August 18, 2001. The march was a protest rally against the American bombardment in Afghanistan. The police said that he was a Students Islamic Movement of India activist. However the courts across the country have not so far got any definite evidence against the organization. Noorulhodha was released. In the May 2006 arms haul case he was again detained. He was also arrested in the 7/11 local train blasts in Mumbai. He was in police custody from August4 to 14 for the same. On October 9 he was arrested in the arms haul case.
His father says that there were no books of SIMI found and yet the police blamed that such books were recovered. There was no regular panchnama done. Anyway he was under close observation of the police since before the blast, during and after it. The police should know better than laymen like us.

Chapter 21
Madhya Pradesh and Hindutva Terrorism
Why has Madhya Pradesh government always tried to put a spanner into the investigation of saffron terrorism?
MP is a core state of the Hindi heartland. If there are 50,000 branches of the RSS in the country and six million people attend its morning or evening meetings for physical training and arms training MP shows how vibrant it is in Hindutva forces in the state. The RSS flexed its muscles in Dewas when the investigation agencies focused on that town and the involvements of the RSS. Its major city Indore is a centre of Vedic culture. At the time of partition it was also was teeming with extremist cadres and sympathizers of the RSS. Its current Chief Minister Shivraj Singh Chauhan has allowed even government servants to join the martial exercises the RSS conducts daily. This training in arms is easily used against the Muslim minority. This happened during the land for pilgrimage to Amarnath dispute (2008) in far away Jammu and Kashmir.
Among the famous faces of Hindutva terrorism are the familiar ochre colored turban clad with luxuriant growth of beard and mustached Sunil Joshi, his female counter part and dressed like him is Sadhvi Pragyasingh Thakur. But the clean shaved and dressed in neutral apparel are equally dangerous, Sandeep Dange, Ramsingh Kalsangra. They have their full hearted supporters in the Hindu party BJP. The firebrand Uma Bharti’s aggressive Hindutva is most cryptically captured in her chorus, ek dhakka aur do, (give another blow to demolish Babri mosque). MP BJP government like its counterpart in Gujarat has unashamedly and brazenly tried to directly influence investigation into terror related crimes. Their throwing spanner into inquiry of such crimes proves the wide spread belief that only the Muslims are terrorist, Hindus cannot be.
BJP is a Hindu party especially when it comes to fighting terrorism and dealing with the accused. If the accused are Hindutva extremists the party will prevaricate or come to the defence of the accused no matter how serious is the charge. It has turned a deaf ear to the plethora of complaints that the nine accused in Malegaon 2006 case are innocent Muslims falsely accused and have languished in jail for more than four and half a year. It did not bother about the accused in the Mecca mosque blast accused even when well informed citizens of the country suggested to BJP that it would be in the interest of national integration if the party takes up the cause of the Muslim accused arrested on trumped up charges. The party remained indifferent.
Its cussedness is not because of any sloth of mind but because of its long held ideology that Muslims do not deserve anything. Even when Sachar commission report has recommended reservations in jobs for Muslims the obvious threat is held out to Muslims. In a signed letter to the Prime Minister Bal Thackeray told him that if the jobs were reserved for the minority there would be a civil war in the country. Arun Shurie also menacingly told the Muslims that if they persevered in this then nobody could stop Narendra Modi from going to Delhi and becoming the next PM. This is the feisty nature of the Hindutva. Even Nathuram Godse also had told the court that he had shot Mahatma Gandhi for going on fast to death to get the Quwatul Islam mosque in Delhi for the Muslims. The mosque was occupied by the Hindu refugees from Pakistan. This openly hostile nature is responsible for the kind of terrorist attacks that have killed scores of Muslims while they were praying in Malegaon graveyard mosque, Mecca mosque, mosques in Purna, Jalna, Parbhani, Jama masjid of Delhi, Ajmer shrine, etc. Even more frightening would have been Sunil Joshi’s attempt to bomb the congregation of Muslim ijtema in Bhopal 2002 but it did not transpire the way they had planned.
Bhind from where Pragyasingh Thakur hails is that part of Madhya Pradesh which was twice made target. Madan Lal Pawa could have got a government job as he was promised. It is also on record that his father had access to Prime Minister Nehru but his son chose to attack Muslims in the Gwalior region. It had become so terrific that no other than Gandhji intervened with the rulers of Gwalior to stop Pawa from his murderous acts against the Muslims. Because of this pressure he shifted to Ahmednager region of Maharashtra where he targeted Muslims. He demanded ransom money from them and when they refused he would burn or loot their commercial establishment. That is where he came in contact with the assassins of Mahatma Gandhi and become an accomplice in the case of assassination.
In the present time Indore has figured in many ways. Suresh Soni of RSS is a native of MP. Suresh Bhaiya Joshi is also from Indore. Ajmer attack suspects Chandrashekhar and Lokesh are also from MP. The Santro car which carried the bomb was from Indore. Sunil Joshi travelled in the car from Indore to Dewas.
Malwa region is the citadel of Hindutva terror activists. It was unbelievable that a pracharak like Sunil Joshi would be killed there!
Sunil Joshi lived in Indore. Sameer Kulkarni’s Abhinav Bharat also functioned from MP.
Lokesh Sharma was a resident of Indore.
Malwa is a region of Madhya Pradesh adjoining Rajasthan. Most of the accused in Malegaon blasts, Ajmer shrine blasts, Mecca mosque blasts and Samjhauta blasts are from this region. Some others accused in the same are from outside but they were arrested from the region. Thus it would appear that the saffron ruled state has given sanctuary to saffron terrorists.
The state of MP has shown keen interest in hampering investigation as is clearly seen when its officials refused to share any clues with the Haryana police on the investigation into the Samjhauta express case. Even the judicial process is suborned.
Flip flops in courts
That the courts can play second fiddle to the ruling party government in MP is borne out in its recent record. The show down between MP and the Centre over NIA is fresh in mind.
The courts are taking longer time to deal with terror related issues. Their flip flopping over petty issues and even otherwise on important matters is delaying justice. MOCOCA court’s not taking Abrar’s affidavit on record parallels the SC not giving any serious attention to Sanjiv Bhatt’s affidavit in the Gulberg society case. Both these affidavits touch upon some very sensitive matters of security. At times the courts run against unseen snags and cannot sail smoothly. Dileep Patidar was called as a witness by the court dealing with Malegaon 2008 case. ATS officer Inspector Rajan Ghule of Thane had brought him to Mumbai on November 18, 2008 for questioning and then he went missing according to his family members. His brother Ramsworoop filed a habeas corpus in a court of Indore within six days of his disappearance. The CBI has registered a case of kidnapping and is inquiring the matter with the police in Mumbai. His brother accused the police of kidnapping and illegally detaining him. After months and years a little proof comes to light that the ATS has record that he has been in contact with his family even afterward. The home minister of Maharashtra RR Patil says that he had informed the CBI how Patidar is in touch with his family. And what is ironic is the statement of the minister: “The person who was a witness in the Malegaon case was brought to Mumbai. He then went away on his own and ATS has proof that he is in touch with his family. ATS is co-operating with CBI in investigation,” That last sentence of the home minister is ironic without his knowing it! Such a small thing howsoever significant takes more than a year to come to the surface until then there is suspense and attention is diverted from the emergency of the terror case.
However, what is missed in the focus on triviality is that Dileep Patidar was the tenant of Ramji Kalsangra and could have surely given vital hints on the whereabouts of the absentee landlord. Such a newsmagazine as India Today traces the trail and the arrest of the absconding Kalsangra and then withdraws it from the website.
Far from the Hindi heartland of MP here in Malegaon this evening of Thursday May 19, 2011 there is a hunger strike continuing for the demand of release of the nine accused in 2006 blasts. One of the strikers became so serious that a mammoth crowd gathered at the place of sitting in at Mushawarat chowk. His condition worsened as his hunger strike to death advanced into another week. As vitality of life started ebbing the police in full force descended and carried him away.
Time is ticking off with no sign of justice appearing anywhere and the clouds on the horizon of Malegaon darkening the evening unusually and people waiting with baited breath!

Chapter 22
Peep into the future
Whether India will have a tryst with the Hindu Rashtra or transform itself into a well governed country based on the rule of law lies into a distant future. But there are perceptive hints, positive as well as negative. Chsitophe Jaffrelot and Malvika Maheshwari conclude their article on Aseemanand:
“But the RSS itself has probably everything to lose by indulging in violence. Its traditional strategy has enabled it to a¬ppear as a quietist organisation whose increasingly influential ideas may slowly transform India into an ethno-religious state. If it allows its opponents to expose the organisation’s anti-constitutional meth¬ods, it would take unnecessary risks. These risks may not be that great because the State may not be secular enough anymore, but the judiciary, the investigation agencies and, why not, even the Congress Party, may wake up before it is too late. The RSS leaders may be aware of these p¬arameters but they are probably not able to contain their anger vis-à -vis the Islamists – and even less, that of the activist p¬racharaks. However, the Pakistan-based jihadists may have the last laugh if the RSS responds to their provocation à la Sunil Joshi.
“The RSS is following a strategy of stigmatisation and emulation of the Muslims (or “threatening others”) since its inception. This is one of the core arguments of my book, Hindu Nationalism, op cit.”
As Aggressive Hindutva Terror and Malegaon takes the very opposite view, the RSS has to open up to scrutiny in the light of constitutionality and the law of the land. It is but natural and legitimate to demand why a militia either of the RSS or Baba Ramdev should be allowed. If the rule of law is not reestablished soon and the guilty punished irrespective of their religion and caste, there is bound to be aggravation in terrorist acts. There are some circumstances which would abet terrorist acts. The communal riots are of course terrorism in dimension. As we have not weeded them out there would be continuation of violence in varying degree which is terror. The RSS cannot wash off its hands as far as the communal violence is concerned and the assassination of Gandhiji is concerned. Both are acts of terror according to this book.
Imagine the Sachar commission recommendations for the improvement in the life of the wretched Muslims. The Shiv Sena supremo’s letter to the Prime Minister Dr Manmohan Sigh threatening serious consequences is fraught with danger for the future course of our joint tryst with destiny of this country. Thackeray warns of waging a civil war. There would be another division of the country. Chief Minister Shiv Raj Chouhan of Madhya Pradesh has also warned the recommendations would “divide society and pave the way for another division of the country”. Arun Shouri went further on the day he released the book on Tavleen Singh’s being politically incorrect. He ominously held out a threat in a menacing tone that if the Muslims continue clamouring for the Sachar recommendations then nobody would be able to stop Narendra Modi from going to Delhi. It would amount to: if Muslim continue pressing for the Sachar recommendations then the day will come when Modi would be the Prime Minister. Muslims should remember what he did as Chief Minister! These three among a gamut of such check mate moves make it sure that the extreme fringe of Hindutva would visit the Muslims with terrifying nemesis for which the Muslims themselves would be blamed to be responsible! The three are hailing the Second Coming and the bloody images are there to see! The Muslims have it coming to them! This is what the RSS chief said immediately in the aftermath of the demolition of the Babri and the bloodbath unleashed on the Muslims.
What hope could anyone have when such threats to the very survival is there?
As long as the RSS continues to exist there will be terror acts in the country or else what does their secret training in arms and armaments mean? Their proactive nature is sheer combativeness and open hostility to the Muslims. Their ideology and training mean violently taking on the Muslims and other minorities. In the aftermath of Malegaon blast(2008) The All India Prachar Pramukh of the RSS, Manmohan Vaidya, had told about the accused: “They might have drawn their inspiration from the Sangh ideology but they were not active Sangh members.” This has been standardized response of the RSS. What seems to be lost on the functionaries who give a gut reaction or knee jerk reaction is that the imparting of ideology itself is wrong. It transforms their fellow countrymen (Muslims) into the other, the outsider, and in recent years, the terrorists. No other than Savarkar himself articulated it when he addressed the RSS in 1938 “If we Hindus grow stronger in time Muslim friends will have to play the part of German Jews.”
Muslims in India have gone through their own Auschwitz of yore and Srebrenica of recent times in Gujarat, Hashimpura, Mumbai, Malegaon and what not. A common feature that marks all these is that Hindutva groups have created and invented excuses to perpetrate violence against the Muslims. As long as this strategy of the Hindu right is allowed to flourish there is no hope of peaceful coexistence and no end to terrorism. In the 1980s extremists among the Hindus had regularly thrown slaughtered pigs into the Jumma masjid in Malegaon to cause riot. But such was the tacit understanding then that in order to keep larger good of the town in mind and maintain peace the Muslims informed the police and removed the offensive material. But that did not prevent what ultimately happened in 2006 and 2008. The 1980s happened to be the renaissance of the Hindutva forces and Malegaon had its taste and share of suffering. Crackers were burst within the precinct of the Jumma mosque that led to rioting at the time when Indian won World Cup in cricket. It is not that the Muslims had taken any initiative. But bursting of the crackers and the presence of RSS activist Milind Kulkarni, RSS leader of the town GM Puntamberkar and their ilks on the scene was enough of a provocation. The Muslims could not be praying the long Ramzan night prayers or traveh and also bursting crackers. That too, on the occasion of the celebration of winning of the World Cup! It was somebody else who was celebrating with the raw instinct of provoking. Therefore the culture, growth, of the ideology of the RSS will of course lead to violence and terrorism as long as the stimulus and response, natural and artificially produced, is there. Merely expelling a Milind Kulkarni or a Bhima Gawli from Malegaon will not remove the ideology.
With the hindsight of today looking back to the eighties does not convince anyone anymore that there should be a cricket test of one’s being loyal to his country. The tense equation between Sachin Tendulkar and Bal Thackeray over Mumbai is an admission of the fact that faithfulness to one’s country is a different kettle of fish. More cricket and international events will lower chances of terror attack.
When someone asked Samuel Huntington of the future of the American or Western civilization he said that America has given to the world so much that even the decline of America in the foreseeable future will not mean death of civilization of the West as represented by America. The same holds true of the RSS and its ideology. It has spawned so much growth of the kind of cultural nationalism that we see no light at the end of the tunnel yet. Sharad Pawar of National Congress Party asked the Dalit leader Ramdas Athawle if he would also accept Hindutva as he and his party has joined hands with Shiv Sena in a show of the confluence of Bhimshakti(power of dalits or scheduled caste) and Shivshakti(power of the upper castes, or swarna Hindus). This is no simple question.
That matter is related centrally to Hindutva and terror. Purohit wanted dictatorship in his Abhinav Bharat Hindu Rashtra which will have autocratic power. The boss of Shiv Sena Bal Thackeray has propagated thok shahi, a totalitarian state where one man rules with absolute power. He dictates his order which is carried out in such a way that those who dissent or those who are the ‘other’ either submit or perish. The RSS founders and present day pracharaks or leaders have always praised Hitler and emulated him. All these groups will create more holocausts than has Germany seen.
Pawar warns the downtrodden “jo koni paksh teyanchya neteyala hindu harday samrat mahnto teyanche hindutva tumhala many aahe ka? Jo paksh hindutva manjhe rashtratriyato ase manhto, Ramdasji, tumhe ase manhnar ka?” (The party that calls its leader Hindu hearted emperor, do you accept their Hindutva? The party which equates Hindutva with nationality, Ramdasji, are you willing to accept it?)
The RSS has used the scheduled castes and tribes in Gujarat in massacring Muslims. This was done in 1992 in Surat and 2002 in the rest of Gujarat. Pawar’s question requires clear cut commitment. Hindutva groups known as the Sangh parivar have created situation that has led to communal violence and genocide. Their ideology cannot countenance the existence of Muslims and other minorities in India. The RSS, Shiv Sena, Abhnav Bharat share a common hidden agenda that is detrimental to the minorities. The well organized attacks, including bomb attacks, on the Muslims in mosques in Maharashtra and elsewhere as well as Christians in Kandhamal in Orissa and elsewhere bear witness to this.
The fear of such terrorist attack visiting them is a ground reality. On May 30, 2011 an RSS leader Mohan Agnihotri was attacked and killed in Nagpur which houses the headquarters of the RSS. The senior leaders of the RSS gave ultimatum to the police that if they did not arrest the killers within 48 hours their cadres will deal with the matter directly. This was as palpably dangerous and explosive and terrorizing as Baba Ramdev calling from Haridwar on Friday June 10, 2011 for arms and raising 11,000 well armed and trained brigands to fight corruption. That also included fighting the police and government administrative officers who also practice corruption. This is extremely frightening as such call to arms has resulted in attacks on the Muslims. This kind of combative readiness to take on Muslims has led to bloodshed of Muslims. They have paid with their life and property for the violence that erupted. Advani’s rath yatra and the land for Amarnath yatra have ended up in bloodbath of Muslims.
Haridwar is the holy town of Hindus from where Swami Aseemanand was arrested six months ago. If the armed militia of Baba Ramdev were readily available at hand would they have allowed the arrest of the absconder from law? Will it have turned the Hindu monastery into another Golden Temple of Hindus where the Hindu Bhindranwale would take position to fight?
Such future scenario cannot be written off. The five thousand and more Hindutva would be terrorists that Abhinav Bharat had dared to train in arms and explosives in Bhonsla Military Schools of Nashik and Nagpur and elsewhere are still at large and the remaining RDX is still unaccounted for.
Jaffrelot’s prediction is incorrect regarding the RSS. First he differentiates between the organization and Sunil Joshi. As a matter of fact they are inseparable. Indresh Kumar had told Aseemanand that Joshi was already doing terrorist acts against the Muslims and the swami should confine to development of the tribal people, the adivasis. Its inference is clear that the RSS was already handling the terrorist attacks through Joshi. So the question that massive Jihadi terrorism would force the RSS into responding the way Joshi did is like not touching the left ear with the right hand on the front but doing the same with the right hand on the back of the head. This image of doing the same thing differently is a typical Indian way of saying what the truth is.
The future of terror in India is uncertain to predict as the situation is fluid. If the RSS functionary Dilip Gupta who warned that the activists of the organization were capable of responding to the attack on Mohan Agnihotri had mobilized the cadets and attacked in retaliation on the minority community there in Nagpur or elsewhere like Malegaon what would have happened? But then the police caught the RSS pracharak Ganesh Shripatre who had given contract to a history sheeter Anand Tambe to kill Agnihotri. This arrest on Saturday June 11, 2011 shows the fluidity of the situation. The reason of the attack: Ganesh Shripatre was filled with jealousy that Agnihotri and not he was promoted to be the chief of the RSS of Nagpur city unit! The killers had run away to MP and sought sanctuary in Ujjain and Khandwa but were nabbed when they reentered Nagpur district on the sly.
But the most amazing and disturbing is the scenario of the so called secular terrorism, like the terrorism practiced by the mafia. This has the potential of dislodging Islamist and Hindutva terror, not to speak of the Maoist terror. The additional collector in charge of Malegaon Yeshwant Sonowne was doused with petrol and burnt alive. The whole body was burning as he stood with slightly bent knees until his body fell down. His driver and staff ran to a safe place and in horror saw the inferno. This was graphic truth of terror that knows no religion. There was tension in Malegaon between Hindus and Dalits for sometimes as Sonowne happened to be a Dalit. But later it became clear that the killer Mr More also came from the same caste. The tension subsided.
